13.18.010 - Eligibility.¶
All property outside of the incorporated area of the city, subject to the conditions of this chapter and limited to the conditions of Section 13.18.090, may apply for connection to the sewer facilities of the city.

13.18.020 - Application—Form.¶
Applications for connections to the sewer system shall be addressed to the community development department on such form or forms as shall be required by the director.

13.18.030 - Application—Approval.¶
Any application which shall be reviewed and approved shall require the applicant, at its sole expense, to install all lines and facilities necessary to accomplish the connection.

13.18.040 - Connection—Fees and charges.¶
Actual connection to the sewer facilities shall not be allowed or accomplished until such time as all fees and charges shall have been paid in advance.

13.18.050 - Buy-in fees.¶
Fees and charges referred to in Section 13.18.040 shall include, but not limited to, buy-in fees, impact fees, and annual fees. Such fees shall be established by resolution of the city council and may be adjusted from time to time by subsequent resolution.

13.18.060 - Connection assessments.¶
All out-of-city connections shall be subject to assessments in the future in the same manner and fashion as properties within the city and such assessments shall be billed and collected in the same manner and fashion as all properties within the city, and the owner seeking such connection shall so agree in writing.

13.18.070 - Lien on unpaid charges.¶
In the event that the property served shall be owned by an owner who shall have property within the city, adjacent to the property so served, any unpaid fees and charges and costs of all types assessed as a result of the out-of-city service, then such owned property within the city shall be subject to a lien for any unpaid charges and assessments.

13.18.080 - Disconnection for unpaid charges—Penalty.¶
In the event that fees, charges, assessments and costs shall remain unpaid after the date on which they shall become due, the connection may be terminated by plugging off lines, laterals and connections, and such service shall not be restored until all such fees, charges, interest, penalties, if any, and charges of costs for plugging and unplugging such connection have been paid. "Penalty," as used in this section, shall be a sum equal to twice the unpaid fees, charges, assessments and costs referred to in this chapter.

13.18.090 - Special conditions for connection.¶
Any property outside of the city sewer system which shall not have availability of sewer service from any other governmental agency or political body may apply for connection rights to the system and such connection shall be subject to review by the city and may be refused or conditioned, should it be determined that the connection of out-of-city sewer lines shall have detrimental impact upon the city sewer system, and ability to process the additional effluent.

13.18.100 - Construction standards of connections.¶
All facilities which shall connect to the city sewer system shall be installed to city standards and shall be subject to approval of plans prior to construction by the city engineer, and the permit processes of the building and safety department of the city.

13.18.110 - Maintenance of connections.¶
Failure of the permittee to maintain and repair such lines in a good and safe condition, or which shall cause pollution or environmental damage, shall be grounds to terminate the connection until such time as repairs have been made to the satisfaction of the department of public works.

13.18.120 - Payments for annual service.¶
Payment of annual service shall be in two installments, one installment payable on the first day of December and the first day of April in each calendar year, and shall become delinquent ten days after the due date.

13.18.130 - Violation—Penalty.¶
It is a misdemeanor to attach any sewer line or lateral to the city sewer system without permission.
