§ 2.04.010. City Council Meeting Place.¶
Regular meetings of the City Council of the City of Bellflower shall be held at the Bellflower City Hall located at 16600 Civic Center Drive, Bellflower, California.

§ 2.04.020. City Council Meeting Time.¶
Regular closed session meetings of the City Council of the City of Bellflower will commence at 5:30 p.m. and regular open session meetings will commence at 7:00 p.m. on the second and fourth Mondays of each month, excluding the fourth Mondays in July and December; provided, however, that if any such Monday is a legal holiday, then said regular meeting shall be held at the same time on the next succeeding business day.

§ 2.04.030. Discussion Procedure.¶
While discussing any question under consideration by the Council or during the course of any public hearing, it shall be the duty of the members of the City Council to remain seated and address their remarks to the presiding officer and their fellow-members. Any remarks or orders to the audience shall be addressed by the presiding officer, or with his/her permission by members of the Council.

§ 2.04.040. Robert's Rules of Order.¶
In all matters and things not otherwise provided for herein, the proceedings of the Council shall be governed by "Robert's Rules of Order," latest revised edition. However, no ordinance, resolution, proceeding or other action of the City Council shall be invalidated, or the legality thereof otherwise affected, by the failure or omission to observe or follow said rules.

§ 2.04.050. Mayor Pro Tempore.¶
In order to expedite the orderly procedure of City Council meetings, in the event the Mayor cannot be present to preside at the meeting, the Council shall also elect some other member of the City Council who shall act as Mayor pro tempore in his/her absence pursuant to Government Code Sections 36801 and 36802.

§ 2.04.060. Order of Business.¶
The order of business of each regular meeting of the City Council shall be in the manner and method as may be prescribed from time to time by resolution of the City Council.

§ 2.04.070. Time Limits for Appeals to City Council and Others.¶
Whenever a person has the right to appeal an action or decision to the City Council or City official or body, the time limit for filing such written appeal with the City Clerk is within 10 City business days after notice of the action or decision being appealed is provided to that person, unless the Code or any other applicable law, rule, or regulation provides a different appeal period.

§ 2.04.080. Voting Requirements.¶
A. Except where a higher vote is required by the City Charter, the California Constitution, or California law of statewide concern, an ordinance, resolution, or motion must be adopted upon the affirmative vote of a majority of the Council Members present at a properly noticed meeting at which a quorum is present.
B. Nothing in this section alters or supersedes any vote requirement expressly stated in the City Charter or state law, including, without limitation, supermajority votes for urgency ordinances and fiscal emergencies.
