Chapter 10.04 — DEFINITIONS

Sec. 10.04.010. - Definitions of words and phrases.¶
The following words and phrases, when used in this title, have the meanings respectively ascribed to them in this chapter, except where the context clearly indicates a different meaning.

Sec. 10.04.020. - Motor Vehicle Code definitions to be used.¶
Whenever any words or phrases used herein are not defined, but are defined in the State Vehicle Code, and amendments thereto, such definitions shall apply. Whenever any words or phrases that are used in this title are defined by this chapter and also defined in the State Vehicle Code, then any amendment to the words or phrases as defined in the State Vehicle Code shall also apply herein.

Sec. 10.04.030. - Central traffic district.¶
The term "Central traffic district" means all streets and portions of streets within the area described as follows: All that area bounded by the west right-of-way line of First Street on the west, the north right-of- way line of Main Street on the north, the east right-of-way line of Barstow Road on the east and the south right-of-way line of Williams Street on the south.

Sec. 10.04.040. - Coach.¶
The term "coach" means any motor bus, motor coach, trackless trolley, or passenger stage used as a common carrier of passengers.

Sec. 10.04.060. - Curb.¶
The term "curb" means the lateral boundary of the roadway, whether such curb be marked by curbing construction or not so marked. The term "curb" does not include the line dividing the roadway of a street from parking strips in the center of a street, nor from tracks or rights-of-way of public utility companies.

Sec. 10.04.070. - Divisional island.¶
The term "divisional island" means a raised island located in the roadway and separating opposing or conflicting streams of traffic. A raised median is a divisional island.

Sec. 10.04.080. - Holidays.¶
(a)
Within the meaning of this title, holidays are January 1, February 12, the third Monday in February, the last Monday in May, July 4, the first Monday in September, the second Monday in October, November 11, the fourth Thursday in November and December 25.
(b)
Holidays occurring on Saturday shall be observed on the preceding Friday and those occurring on Sunday shall be observed on the following Monday.

Sec. 10.04.085. - Limited access roadway.¶
The term "limited access roadway" means any arterial or collector streets other than local residential streets as defined and established by resolution of the city council on the circulation element of the city general plan.

Sec. 10.04.090. - Loading zone.¶
The term "loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.

Sec. 10.04.100. - Official time standard.¶
Whenever certain hours are named herein, they mean standard time or daylight saving time as may be in current use in this city.

Sec. 10.04.110. - Parkway.¶
The term "parkway" means that portion of a street within the right-of-way other than the roadway or sidewalk.

Sec. 10.04.120. - Parking meter.¶
The term "parking meter" means a mechanical device installed within or upon the curb or sidewalk area, immediately adjacent to a parking space, for the purpose of controlling the period of time occupancy of the parking meter space by any vehicle.

Sec. 10.04.130. - Passenger loading zone.¶
The term "passenger loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.

Sec. 10.04.140. - Pedestrian.¶
The term "pedestrian" means any person who is afoot or who is using a means of conveyance propelled by human power other than a bicycle.

Sec. 10.04.150. - Police officer.¶
The term "police officer" means every officer of the police department or any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations.

Sec. 10.04.155. - Sidewalk access ramp.¶
The term "sidewalk access ramp" means the adequate and reasonable access for the safe and convenient movement of physically handicapped persons across curbs at marked or unmarked crosswalks. A wheelchair ramp is a sidewalk access ramp.
