Sec. 74-81. - Definitions.

The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

Other wheeled toy means but shall not be limited to the use of a skateboard, skooter, skoot-skate, rollerskates, tricycle, wheeled sled or such other similar toy or device which has wheels and is propelled by the rider thereof.

Sec. 74-82. - Parking.

(a) The city engineer is authorized to designate and establish bicycle parking spaces for use at such places and during such times as he may deem suitable and necessary. The city engineer may also authorize the placing of bicycle parking racks in the spaces so designated.

(b) When official signs or markings restricting parking to bicycles only are in place, no person shall park or stand any vehicle other than a bicycle or other two-wheeled vehicle in such space.

Sec. 74-83. - Operation restrictions.

(a) No person shall ride or propel a bicycle, skateboard or other wheeled toy upon any sidewalk in front of any church, school or place of public assembly while persons are entering or leaving such place of public assembly or while such assembly is in progress.

(b) No person shall ride or propel a bicycle, skateboard or other wheeled toy upon the public sidewalk in front of a business or office or in a shopping center.

(c) Prior to the enforcement of subsection (b) of this section, a sign clearly visible to members of the public shall be posted.

(d) Where the use of a bicycle, skateboard or other wheeled toy is permitted on a sidewalk, the rider shall give the right-of-way to pedestrians.

(e) No person shall ride a skateboard, skooter, skoot-skate, wheeled sled or similar device, except when in an upright position with one foot on the device.

(f) The rider of a bicycle, skateboard or other wheeled toy on the roadway shall ride as nearly as practical within five feet of the righthand curb or edge of the roadway.
