Sec. 6-31. - Definitions.¶
The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Handbill includes any printed or written advertising matter, any advertising sample or device or dodger, circular, leaflet, pamphlet, newspaper, paper, booklet or any other printed matter or literature.

Sec. 6-32. - Distribution on public property.¶
No person, either directly or indirectly, shall deposit, place, throw, scatter or cast any handbill in or on any public thoroughfare, park, ground or other public place within the city.

Sec. 6-33. - Placing on vehicle.¶
No person either directly or indirectly, shall place any handbill in or upon any automobile or other vehicle, except in such a manner as to ensure that it will not be blown about or scattered by the elements.

Sec. 6-34. - Distribution on private property.¶
No person, either directly or indirectly, shall distribute, deposit, place, throw, scatter or cast any handbill in or upon any private yard, grounds, walk, porch, steps, mailbox, vestibule, house, residence, building or any other private property, except in such a manner as to ensure that it will not be blown about or scattered by the elements.

Sec. 6-35. - Hours of distribution.¶
No person shall distribute any handbill between 9:00 p.m. of any day and 8:00 a.m. of the following day.

Sec. 6-36. - Exceptions.¶
(a) The provisions of this article shall not be deemed to apply to the distribution or delivery of United States mail or of telegrams; or to the distribution, depositing, placing or throwing on private property of any genuine, bona fide newspaper; provided, however, that no person shall distribute, deposit, place or throw any newspaper on any private property, the owner of or occupant of which has mailed to or filed with the publisher of such newspaper a request in writing to the effect that the newspaper not be distributed upon or delivered to such property, unless and until such request in writing shall be revoked in writing mailed to or filed with such publisher. A copy of each such request in writing and a copy of each such revocation shall be filed by such owner or occupant with the police department, but failure to file such copy with the police department shall not invalidate or render ineffective any such request or revocation mailed to or filed with any such publisher.
(b) The provisions of this article shall not be deemed to prohibit the personal handling and actual delivery to any person willing to receive such of any written or printed matter which pertains exclusively to political or religious subjects or opinions.
