Sec. 6-1. - Outdoor advertising.

Every person engaged in the business of outdoor advertising, advertising structures, billboards, advertising signs, painted signs on structures, signboards or similar devices shall pay a license tax of $70.00 per year plus $0.14 per square foot per year for each such billboard, advertising sign, signboard or sign device so constructed, erected, installed, maintained or operated by him. This section shall not be deemed to apply to signs affixed to the building or on the land on which a licensed business is being operated, which sign or signs refer only to such business, or to "for sale" or "for rent" signs on the same real estate offered for sale or for rent.

Sec. 6-2. - Advertising on wheeled vehicles.

(a) Every person engaged in the business of operating and who operates upon the streets any wheeled vehicle equipped with music or a musical device, loudspeaker or other device for attracting attention shall pay a license tax of $10.00 per day for each vehicle so used, except those businesses licensed under section 18-1209.

(b) Every person engaged in the business of operating and who operates upon the streets any wheeled vehicle for advertising purposes and to which wheeled vehicle there are attached signs, placards, billboards or other advertising matter shall pay a license tax of $10.00 per day for each vehicle so used.

(c) Every person engaged in the business of operating and who operates upon the street or upon private property any wheeled vehicle equipped with a searchlight for attracting attention shall pay a license tax of $20.00 per day for each vehicle so used.

Sec. 6-3. - Gasoline and other motor vehicle fuel sales on full-service basis.

(a) All service stations or other establishments selling gasoline or other motor vehicle fuels to the public shall clearly indicate on the pumps, islands and price signs whether the gasoline or other motor vehicle fuel is sold on a self-serve or full-serve basis, in addition to the display of all other information required by law.

(b) The designation "self-serve" shall be placed upon each pump and pump island of a service station or other establishment selling gasoline or other motor vehicle fuel to the public where the customer is expected to pump his own gas and perform all other routine maintenance on the vehicle.

(c) No service station or other establishment selling gasoline or other motor vehicle fuel to the public nor any employee thereof shall offer to sell or sell gasoline or other motor vehicle fuel from a pump designated "full-serve" unless an employee of the service station or other such establishment:

(1) Pumps the gasoline or other motor vehicle fuel into the vehicle in an amount requested by the customer;

(2) Washes the front and rear vehicle windows, unless otherwise instructed by the customer;

(3) Checks the engine oil level of the vehicle and reports such level to the customer, unless otherwise instructed by the customer;

(4) Checks the level of fluid in the radiator in the vehicle and reports such level to the customer, unless otherwise instructed by the customer;

(5) Checks the tire pressure of all exterior tires on the vehicle and reports such to the customer, unless otherwise instructed by the customer; and

(6) Checks the level of fluid in the battery and reports such level to the customer, unless otherwise instructed by the customer.

(d) All service stations or other establishments selling gasoline or other motor vehicle fuel to the public shall have available working facilities for the dispensing of air and water to vehicles and shall have available clean and operating restroom facilities consisting of at least one water closet and one lavatory in accordance with the requirements of this Code.
