Sec. 18-961. - Enforcement authority.¶
The county health officer is given power to make such further rules and regulations as shall be deemed necessary for the proper enforcement of this division and of all the laws or other ordinances relating to the public health in connection with lodginghouses, hotels, sleeping-apartments and rooms.

Sec. 18-962. - Compliance required.¶
No person shall fail, refuse or neglect to comply promptly with any notice, order or direction of the sanitary and police committee issued by virtue of this division.

Sec. 18-963. - Violations.¶
The chief of police shall examine into any violation of any of this division and shall arrest any person guilty of such violation.

Sec. 18-964. - Exceptions.¶
This division shall not be construed to apply to hospitals, jails, prisons or other public institutions.

Sec. 18-965. - Owner responsibility.¶
It shall be the duty of every person owning, leasing, acting as agent for, conducting, operating, controlling, managing or occupying any lodginghouse, hotel, sleeping-apartment or room or other place occupied by human beings to take adequate precautions to prevent any improper substance from entering any water closet or sink or the connections of the water closet or sink and to remove or cause to be removed promptly any improper substance that may enter such water closet, sink or connection so that no accumulation of any substance shall take place and so that there may be no exhalations therefrom offensive, dangerous or prejudicial to life or health.

Sec. 18-966. - Cleanliness of building.¶
No person owning, leasing, acting as agent for, conducting, operating, controlling or managing any lodginghouse, hotel, sleeping-apartment or room shall permit or allow the floors, ceilings or walls of any such building or room to become dirty or foul or permit or allow the bedding or any part thereof to become dirty or infected with disease or with lice or other parasitic insects.

Sec. 18-967. - Garbage, sewage disposal.¶
(a) No person in any lodginghouse, hotel, sleeping-apartment or room shall deposit swill, garbage, bottles, ashes, cans, rags or other improper substances in water closets, sinks or drains or otherwise to obstruct the water closets, sinks or drains.
(b) No person shall place any filth, urine or other foul matter in any lodginghouse, hotel, sleeping-apartment or room or other place occupied by human beings, other than the place provided for such.
(c) No person shall keep any urine or filthy or foul matter in any of the places mentioned in this section or upon any premises for such a length of time as to create a nuisance.

Sec. 18-968. - Room size.¶
No person shall lease, let or hire to any person any room or apartment in any building, house or any other structure within the city for the purpose of a lodging or sleeping apartment, which room or apartment contains less than 500 cubic feet of space, in the clear, for each person so occupying such room or apartment.

Sec. 18-969. - Space requirements.¶
Any person found sleeping or lodging or who hires or uses for the purposes of sleeping in or lodging in any room or apartment which contains less than 500 cubic feet of space, in the clear for each person so occupying such room or apartment shall be deemed guilty of a misdemeanor.

Sec. 18-970. - Beds.¶
The beds in all lodginghouses, hotels, sleeping-apartments or rooms in which beds are let or hired for lodgers shall be separated from each other by a passageway or space of not less than three feet horizontally, and all such beds shall be so arranged that the air shall freely circulate under each of them and there shall be adequate ventilation. When one bed is placed above another, there shall be a space between such beds of not less than four feet in the clear.

Sec. 18-971. - Expectorating.¶
(a) No person shall expectorate upon the floors, walls or other portion of any room, hall, office or other part of any lodginghouse, hotel, sleeping-apartment or room which is used in common by the guests or inmates thereof.
(b) Every room or portion of any building mentioned in this division which is used in common by the public or by the occupants of such building or room shall be provided with a sufficient number of nonabsorbant receptacles for expectoration, and such receptacles shall be thoroughly and satisfactorily cleansed and disinfected at least once in every 24 hours.

Sec. 18-972. - Contagious diseases.¶
(a) Whenever the health officer shall certify to the chairman of the sanitary and police committee that any lodginghouse, hotel, sleeping-apartment or room or any part thereof in the city is infected with any contagious or infectious disease or because of want of repair has become dangerous to health or life or is unfit for human habitation because of defects in drainage, plumbing, ventilation or construction of such or because of the existence of a nuisance on the premises which is dangerous to the health or life of the occupants of such buildings or rooms, the sanitary and police committee may issue an order requiring all persons therein to vacate any such building or any part thereof, and the reason for such order shall be stated therein. The committee shall cause such order to be affixed conspicuously in the building or part thereof ordered to be vacated and to be served personally on the owner, lessee, agent, occupant or any person conducting, operating, having charge, control or management thereof. If any such person cannot be found in the city or does not reside therein or evades or resists service, such order may be served upon such person by depositing a copy thereof in the post office in the city, postage prepaid, properly enclosed, sealed and addressed to such person at his last known place of business or residence. Such building or part thereof shall be vacated within ten days after such order shall have been posted and served or mailed as provided in this section or within such short time, not less than 24 hours, as in such order may be specified. The committee may revoke such order whenever it shall satisfactorily appear to the committee that the danger from the building, room or parts thereof has ceased to exist or that the building or room has been repaired so as to be habitable and so as to conform to all laws, ordinances and regulations then in force.
(b) No person shall fail or refuse to comply with any order of the sanitary and police committee made or given in pursuance or under authority of this section. No person shall occupy or cause or permit to be occupied any building, room or portion thereof which has been ordered closed or vacated under this section until after such order has been revoked as provided in this section.
