2.44.010 - Established.¶
There is established the public works department of the city.

2.44.020 - Functions¶
The function of the public works department shall include:
A. Constructing, inspecting, operating and maintaining the city's public works and the public utility facilities, unless otherwise provided by law;
B. Enforcing through appropriate officers or employees of the city the laws, rules and regulations relating to work done in public streets and ways or on property owned or leased by the city;
C. Maintaining in efficient operable condition all automotive and other equipment and buildings and keeping possession and inventory control records of the central stores assigned to the public works department;
D. Performing and directing all phases of engineering work required in connection with the functions of the city and preparing and maintaining engineering records of the city; and
E. Performing such other duties as may be required by the city council.

2.44.030 - Director.¶
The public works department shall be headed by a director of public works appointed by the city manager. He shall be responsible for the direction and control of all functions assigned to that department and shall be the city engineer, the superintendent of streets, the superintendent of public utilities and shall be responsible for the discharge of duties pertaining thereto. The public works department shall be organized, maintained and operated by the director of public works under the general administrative direction of the city manager.
