Sec. 2-3. - Created; appointment, qualification and term of office of members.

A board of recreation commissioners of and for the city is hereby created, to consist of five members, who shall be appointed by the city council, and shall serve without compensation. One member shall be appointed from the city council to hold office at its pleasure. Two of the other four members first appointed shall be women and two of them shall be men, and they shall be succeeded by members of the same sex. Two of the other four members first appointed shall serve a term from their first appointment for one year thereafter, and the other two shall serve a term from their first appointment until two years thereafter. All succeeding appointments of such other four members shall be for a term of two years each; subject nevertheless, to the power and discretion of the city council to remove any member of the board of recreation at its sole pleasure; and subject furthermore, to the legislative discretion of the city council to repeal or amend this article as it deems the public interest may require.

Sec. 2-4. - Rules and regulations; officers; records; meetings.

The board of recreation commissioners shall make such rules and regulations for carrying on its business as it shall deem best, but they shall include provision for its organization by selecting a chairman and secretary, and for keeping a record, which shall be public, of its proceedings; and also provision for the holding of meetings of the board not less frequently than one a month, which meetings shall be open to the public.

Sec. 2-5. - Objectives of board.

The general objectives of the board of recreation commissioners shall be:

(a) To supervise and maintain the municipal swimming pool owned by the city.

(b) To plan, improve, supervise and maintain a system of parks and playgrounds for the city.

(c) To encourage, foster, facilitate, establish and maintain a systemized program of recreational activities to be made available to residents and visitors of the city.

Sec. 2-6. - Powers and duties.

To achieve the objectives of the board of recreation commissioners, specified in section 2-5, the board shall have the following powers and duties:

(a) To act in an advisory and recommendatory capacity in assisting the city council in relation to such objectives.

(b) To carry out such administrative acts in furtherance of such objectives as the city council may, by resolution, authorize and direct it to do.

(c) Generally to exercise the powers and duties set forth in chapter 4, of division 12 of the Education Code of the state or any amendments thereof.

(d) The board of recreation commissioners shall submit to the city council a yearly budget and program pursuant to such objectives, which budget and program shall be filed with the city clerk at least thirty days prior to the first day of July of each year. Other programs and recommendations may be submitted to the city by the board from time to time as it may deem best.

(e) Upon approval of any submitted budget of the board of recreation commissioners, the receipts and disbursal of money shall be through the city treasurer in the same manner as any other department of the city.
