§ 2.38.010 HUMAN RELATIONS COMMISSION CREATED.¶
There is hereby created and established a commission which shall be known as the Alhambra Human Relations Commission.

§ 2.38.020 PURPOSE OF COMMISSION.¶
The purpose of this Commission is to aid the city in achieving better human relations in city government, and to provide assistance to private persons and groups in promoting good will and better relations among all people as well as law enforcement and to elevate voices of the under-represented, including, but not limited to, the undocumented, Asian, Latino, LGBTQI, and disabled communities. The Commission is advisory to the City Council.

§ 2.38.030 COMPOSITION, APPOINTMENT AND TERM OF OFFICE, QUALIFICATIONS.¶
(A) Composition. The Alhambra Human Relations Commission shall consist of five members. Members of the Commission shall serve without compensation.
(B) Appointment, term of office. Each member of the City Council shall appoint one member of the Commission, whose terms shall expire at the second regular meeting of the Alhambra City Council in March of 2023. At that same meeting, and annually thereafter, each member of the City Council shall appoint one member of the Commission, whose term will end at the second regular City Council meeting of the following March. No person appointed to the Commission shall serve more than eight consecutive yearly terms.
(C) Qualifications. All voting members of the Commission shall be residents of the city.

§ 2.38.040 EX OFFICIO MEMBERS.¶
The City Manager, City Attorney, Police Chief and Director of Community Services, or their designees, shall be ex officio nonvoting members of the Alhambra Human Relations Commission.

§ 2.38.050 VACANCIES.¶
When a vacancy occurs due to removal, resignation or other cause, such vacancy shall be filled for the unexpired term by an appointment made pursuant to § 2.38.030(B).

§ 2.38.060 OFFICERS.¶
At the first meeting of the Commission after each annual appointment, the Commission shall organize by selecting one member to be president and one member to be vice president. A vacancy in any such office may be filled at any time during such year by action of the remaining members of the Commission.

§ 2.38.070 RECORDS.¶
The Commission shall maintain minutes of its meetings and shall keep full and complete records of its actions and decisions on all matters before it. The City Manager shall make available one city employee, who shall attend all meeting of the Commission meetings and shall record and transcribe the minutes of such meetings and shall perform such other secretarial duties as may be required for the functioning of the Commission.

§ 2.38.080 MEETINGS, OPEN TO THE PUBLIC, RULES AND REGULATIONS, TIE VOTE, QUORUM.¶
(A) Meetings, record, open to the public. Meetings of the Commission shall be held once every month, and shall be subject to the requirements of the California Brown Act. All such meetings shall be open to the public.
(B) Rules and regulations. Except as hereinafter provided in division (D) or otherwise provided by City Council ordinance or resolution, the Commission shall make and enforce its own rules and regulations with respect to its meetings.
(C) Quorum. A majority of the voting members of the Commission shall constitute a quorum for the transaction of business.
(D) Tie vote. In the event of a tie vote, the matter upon which such vote is being cast shall fail to pass.
