13.32.010 - Definitions.¶
For the purpose of this chapter, the words, terms, and phrases used herein shall have the meanings defined in this article unless the context clearly indicates a different meaning.
The term "shall" is mandatory; the term "may" is permissive.
"Applicant" means any person, or group of persons, applying for water service.
"Board" means the County Service Area R- 1967-1, county of Alameda, state of California.
"Building official" means the building official for the county or the authorized representative thereof.
"CSA" means the County Service Area R-1967-1, county of Alameda, state of California.
"CSA steering committee" means the committee consisting of members of the Castlewood Property Owners Association, representatives of the Castlewood Club, and the director.
"CSA water" means any water facility serving as a part of the CSA water system.
"County" means the county of Alameda.
"Developer" means any person who applies to the county for permission to build, improve, expand, or convert any premises or tract of land to a use which requires the use of, or expanded use of, the water system.
"Director" means the director of public works for the county or the authorized representative thereof.
"District" means San Francisco Water District.
"Existing users" means all users connected into the Castlewood water system on the effective date of the ordinance codified in this chapter.
"J.P.P." means the recorded "Joint Position Paper of Castlewood Country Club and the Castlewood Property Owners Regarding Water Issues," dated August 4, 1995, recorded November 3, 1995, as Document No. 95259683 in the official records of Alameda County and Letter of Clarification to the J.P.P., recorded July 5, 1996, Document No. 96-164936 in the official records of Alameda County.
"Local costs" means costs which are borne in the entirety by the CSA and include all expenses incurred up to the point of delivery of water from the district reservoir.
"Main line" means a pipe or conduit for carrying water for two or more water lateral connections which serves the primary purposes of delivering water to the users.
"New users" means all persons who connect to the water system after the effective date of the ordinance codified in this chapter.
"Occupant" means and includes any individual, firm, corporation, or other organization owning, renting, leasing, or otherwise occupying any premises.
"Person" includes any firm, association, corporation, partnership, or governmental agency.
"Premises" means any lot, parcel of land, building, or establishment.
"Regional costs" means water costs which are shared by the CSA with other agencies, including all domestic water treatment, transportation (conveyance), and connection costs.
"Reservation agreement" means an agreement reserving connection to the CSA water system. The agreement is executed by the applicant and director on a form provided by the director.
"Residential user" means any noncommercial user that connects into the water system.
"Service connection" means any connection on private property to a service line for the purpose of extracting water from the CSA water system.
"Service, domestic" means the furnishing of water for household residential purposes, including water used for sprinkling lawns, gardens, and shrubbery, for watering livestock, for washing vehicles, and for other similar and customary purposes, including but not limited to, the Castlewood Clubhouse, swimming pool, their swimming and tennis facilities, their maintenance facilities, casa contenta, comfort stations, emergency fire system and the irrigation of any club property not serviced by the separate golf course irrigation systems.
"Service, industrial/commercial" means the furnishing of water for any nonresidential connection.
"Side water connection" means the water lateral connection and the supply water connection to a house or other structure.
"Single-family dwelling" means any residential unit designed to house one family.
"Standard methods" of testing shall mean the measurements, tests, and analyses of the characteristics of water and wastes as determined in accordance with the most recent edition of the Standard Methods for the Examination of Water and Waste-Water, published jointly by the American Public Health Association, the American Water Works Association, and the Water Pollution Control Federation.
"State" means the state of California.
"Storm drains" means those pipes, canals, and conduits provided to carry storm and surface waters and unpolluted wastewater.
"Supply water connections" or "water service connection" means a pipe connecting from a water connection box to the house or other structure.
"User" means a person who uses the CSA water system.
"Water" means water furnished by the CSA water system.
"Water lateral connection" means the pipe between the main line and the user's water connection box at the edge of the street or easement, or at a point designated by the director.
"Water meter" means device or means designed to meter the amount of water flowing through a side water connection.
"Water system" means all CSA main lines and facilities operated for carrying, collecting, pumping, and servicing of water.

13.32.020 - Purpose.¶
The CSA is the distributor of the water delivered by the San Francisco Water Department to the reservoir located on Castlewood Country Club property as described in the following agreements: (1) agreement between Spring Valley Company and successors and Phoebe A. Hearst, dated April 29, 1911, recorded in the office of the recorder of the county of Alameda, state of California, January 20, 1914; (2) a water supply agreement showing a signature of April 10, 1972, entered into between the city and county of San Francisco, acting through its Public Utilities Commission and Castlewood Country Club.
The purpose of this Chapter is:
A.
To establish standards and conditions, and to provide revenues, relating to the use and management of the water system, to establish uniform requirement for connection into the CSA water system used jointly with other public entities, and enable the CSA to comply with and meet applicable laws, regulations, standards, and conditions established by federal and state law, or by agencies thereof in implementation of such law;
B.
To protect the public potable water supply of the CSA from the possibility of contamination or pollution by isolating within its customers' internal distribution system(s) or its customers' private water system(s) such contamination or pollutants which could backflow or back-siphon into the public water supply system and by isolating contaminants or pollutants of potential intermittent, temporary, and emergency users of the water system, including but not limited to, use of fire hydrants or blow-offs;
C.
To promote the elimination or control of existing cross-connections actual or potential, between its customers' in-plant potable water system(s) and nonpotable water systems, plumbing fixtures and
industrial piping systems;
D.
To provide for the maintenance of a continuing program of cross-connection control which will systematically and effectively prevent the contamination or pollution of all potable water systems.

13.32.030 - Water connection.¶
All premises within the CSA may be connected to the CSA water system except as otherwise provided herein only after obtaining a permit to do so.

13.32.040 - Conflict with the Uniform Codes.¶
In the event of any conflicts or inconsistencies between the provisions of this chapter and the provisions of the Uniform Plumbing Code or other building or construction codes as adopted by the board, the provisions of such codes shall control over this chapter.
