10.22.010 Prohibited Vehicles.¶
A. Advertising Vehicles. No person shall operate or drive any vehicle used for advertising purposes or any advertising vehicle equipped with a sound amplifying or loudspeaking device upon any street or alley at any time without the express consent of the Chief of Police.
10.22.020 Truck Routes - Regulations.¶
A. Authority to Erect Signs. Whenever any resolution of this City designates and describes any street or portion thereof as a street, the use of which is permitted by any vehicle exceeding a maximum gross weight limit of three (3) tons, the City Traffic Engineer is hereby authorized to designate such street or streets by appropriate signs as truck routes for the movement of vehicles exceeding a maximum gross weight limit of three (3) tons.
B. Use. When any such truck route or routes are established and designated by appropriate signs, the operator of any vehicle exceeding a maximum gross weight limit of three (3) tons shall drive on such route or routes, and none other except that nothing in this Section shall prohibit the operator of any vehicle exceeding a maximum gross weight of three (3) tons coming from a truck route having ingress and egress by direct route to and from restricted streets when necessary for the purpose of making pickups or deliveries of goods, wares and merchandise from or to any building or structure located on such restricted streets or for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, remodeling or construction of any building or structure upon such restricted streets for which a building permit has previously been obtained therefor.
C. Application. The provisions of this Section shall not apply to:
Passenger buses under the jurisdiction of the Public Utilities Commission; or
Any vehicle owned by a public utility while necessarily in use in the construction, installation or repair of any public utility.
D. Maximum Weight. Those streets and parts of streets established by resolution of the City Council are hereby declared to be truck routes for the movement of vehicles exceeding a maximum gross weight of three (3) tons.
10.22.030 Truck Routes - Designated.¶
The streets or portions of streets in this City hereinafter described are hereby defined and established as truck routes and shall be governed by the provisions of Section 10.22.020.
A. PALMDALE ROAD (Highway 18) in its entirety within the City limits.
B. STATE HIGHWAY 395 in its entirety within the City limits.
C. RANCHO ROAD in its entirety within the City limits.
D. KOALA ROAD in its entirety within the City limits.
E. AIR EXPRESSWAY ROAD in its entirety within the City limits.
F. ADELANTO ROAD from Air Expressway to Highway 395.
G. All roads within established industrial parks.
H. All roads providing direct access to established businesses in manufacturing industrial zoned properties.
10.22.040 Oversized Vehicle Parking Regulations.¶
A. Prohibition. No person shall park or leave standing upon any public street or highway in a residential district:
Any motor vehicle over twenty-five (25) feet long measured from the extreme forward point to the extreme rear point, including extensions;
Any motor vehicle, over ninety-six (96) inches wide, measured at its widest point, excluding side-view mirrors or similar extensions, designed, used or maintained for the transportation of property;
Any motor vehicle, including buses, motor trucks, trailers, semi-trailers, trailer coaches or truck tractors as defined in the California Vehicle Code, over ninety-six (96) inches wide, measured at its widest point excluding side-view mirrors or similar extensions, designed, used or maintained for the transportation of property;
Any motor vehicle which is designed, used or maintained as farm machinery or a special purpose or equipment machine; or
Any non-motorized vehicle, such as a semi-trailer, trailer, trailer coach, utility trailer, two (2) or more axle camper, or a one (1) axle camper, which has been detached from its drawing vehicle for a period not to exceed twenty-four (24) hours.
B. Exceptions. Subsection A. shall not apply to the following:
Any oversized recreational motor vehicle, as defined by California Health and Safety Code Section 18010 or any amendments thereto, while parked or standing for the purpose of loading or unloading passengers or property for a period not to exceed twenty-four (24) hours;
Any oversized motor vehicle parked while used in performing or assisting in performing services or repairs on residential property;
Any oversized motor vehicle which is parked for not more than twenty-four (24) consecutive hours to make emergency repairs to such vehicle; and
Any non-motorized vehicle, such as a semi-trailer, trailer, trailer coach, utility trailer, two (2) or more axle camper or a one (1) axle camper which has been detached from is drawing vehicle parked for a period not to exceed four (4) hours in any area other than a residential district.
C. Arterial Highway Oversize Vehicle Parking Regulations.
Except as provided in Subsections B. and C. hereof, no person shall park or leave standing upon any arterial highway between the hours of 9:00 p.m. and 6:00 a.m., or for longer than two (2) hours at any other time, any motor vehicle over eighty-four (84) inches high, measured from the surface of the roadway to its highest point, or over eighty-four (84) inches wide, measured from its widest point, excluding side-view mirrors or similar extensions on any designated arterial highway of the City.
In case of emergency, oversize vehicles shall be removed immediately if between the hours of 9:00 p.m. and 6:00 a.m.; otherwise, they may park on the designated arterial highways provided that such vehicles shall be removed within four (4) hours. Emergency parking is defined to mean any vehicle left standing at the roadside because of mechanical breakdown or because of driver’s physical incapacity to proceed.
Notwithstanding the prohibition contained in this Section, wherever highway markings clearly indicate legal on-street parking in front of residential property facing any designated arterial highway, an oversized vehicle may park or stand in front of such residential property for not more than eight (8) consecutive hours to load or unload passengers or property or to furnish commercial services or repairs to the premises.
10.22.050 Streets in Which Commercial Vehicles are Prohibited Designated.¶
10.22.060 Visibility Obstructions.¶
Whenever the City Traffic Engineer finds that any hedge, shrubbery or tree growing in a parkway or any vehicle parked along the curb, obstructs the view of any intersection, or any traffic upon the streets approaching such intersection, he shall cause the hedge, shrubbery or tree to be immediately removed or reduced in height, or, if the visibility obstruction is due to a parked vehicle, the curb adjacent to the intersection to be painted red or signed “no parking.”
10.22.070 No Parking of Commercial Vehicles.¶
A. The parking of commercial vehicles with a maximum gross weight over ten thousand (10,000) pounds is prohibited in a designated R-1 zone or upon any public street or highway which is not posted as a truck route in the City, or private or public property or public right-of-way, except while unloading or loading property, or which such vehicle is parking in connection with, and in aid of, the performance of a service to or on a property in the block in which such vehicle is parked.
B. The City Traffic Engineer shall review requests for parking restrictions of commercial vehicles with a maximum gross weight over ten thousand (10,000) pounds on streets or portions of streets and shall present to the City Council those locations in which, in his opinion, the parking of commercial vehicles with a maximum gross weight over ten thousand (10,000) pounds would interfere with traffic, reduce sight distances of approaching traffic from cross streets and driveways, or create a hazardous situation.
