17.56.010 - Monuments—Requirements. ¶

(a)
Monuments installed on the boundary of a subdivision as to which a final map is required shall be set at all accessible angle points in the boundary of the subdivision at intervals not to exceed five hundred feet along the subdivision boundary on tangent courses or curves one thousand feet or more in length at the intersections of all street side and centerlines with the subdivision boundary at all street centerline intersections at the beginning and ending of curves on street centerline and at other locations that may be specified by the city engineer. In no case
shall there be less than two monuments on any exterior subdivision boundary or less than two street monuments in any street. Street monuments shall be on centerlines or offset as directed by the city engineer.
(b)
Monuments installed on the boundary of a subdivision as to which a parcel map based upon a field survey is required shall conform to all the requirements of subsection (a) of this section, except that monuments shall not be required at five hundred-foot intervals along the subdivision boundary on tangent courses or curves one thousand feet or more in length.
(c)
Monuments installed on the boundary of a subdivision for which a final map is required shall be not less than two inches inside diameter iron pipe. Monuments installed on the boundary of a subdivision for which a parcel map is required shall be not less than one inch inside diameter iron pipe. Monuments otherwise marking street centerlines and street centerline intersections shall be a minimum of one inch inside diameter iron pipe. All monuments set must be identified with the registered engineer or surveyor making the survey. In addition to the requirements set forth in this chapter, monuments shall conform to the Standard Specifications for Public Improvements for the city.

17.56.020 - Monuments—Notes required. ¶

For each centerline intersection monument set and such other monuments as are deemed necessary by the city engineer, the engineer or surveyor under whose supervision the survey has been made shall furnish the city engineer a set of notes showing clearly a sufficient number, normally four, of durable distinctive reference points. Such reference points should be lead and tacks in concrete. If no concrete exists, then iron pipes may be used. The notes to be furnished shall be on eight and one-half inch to eleven inch paper and shall be a plan review showing the monument ties.

17.56.030 - Bench marks. ¶

A minimum of two permanent and accurate bench marks based on datum specified in writing by the city engineer for each subdivision for which a final map is required shall be established on the monuments or other locations specified by the city engineer and complete field notes showing locations and elevations shall be filed with the city engineer. Additional bench marks may be required by the city engineer for subdivisions of fifty lots or more. For subdivisions as to which a parcel map is required, the number and location of bench marks shall be as directed by thc city engineer.

17.56.040 - Lot corners. ¶

Lot corners for lots within a subdivision for which a final map is required and interior corners of parcels within subdivisions for which a parcel map is required shall be marked with minimum three-quarter inch inside diameter iron pipe or two by two inch redwood stakes. In either case, the markers shall be identified by the number of the registered engineer or land surveyor surveying the subdivision, the number being legibly stamped on the lead and tack or attached noncorrosive tag. Similarly marked iron pipes or redwood stakes shall be used to monument offers of dedication and the beginning and ending of right-of-way returns for such offers of dedication.

Chapter 17.60 - DRAINAGE
Sections:
17.60.010 - Definition of minimum requirements.
Definitions of minimum drainage requirements are as follows:
(1)
"Flood hazard" means overflow of water having sufficient velocity to transport or deposit debris, to scour the surface soil, or to dislodge or damage buildings, or to cause erosion of the banks of channels;
(2)
"Inundation" is used to indicate ponded water or water in motion of sufficient depth to damage property due to the mere presence of the water or deposition of silt;
(3)
"Minor drainage channels" or "conduits" means those channels or conduits drainage to which originates from within the subdivision within which the minor drainage channels or conduits are located;
(4)
"Ponding of local stormwater" means the standing of water in local depressions. As distinguished from "sheet overflow", this water originates on or in the vicinity of the property and due to the condition of a ground surface is unable to reach a drainage channel or conduit;
(5)
"Possible flood hazard" means possible extension of areas denoted as subject to "flood hazard" and shall reflect the uncertainty of degree or extent of bank erosion;
(6)
"Primary drainage channels" or "conduits" means those channels or conduits, all or any part of the drainage to which, originates from outside of the boundaries of the subdivision in which the drainage channel or conduit is located.
(7)
"Sheet flow" means water or minor depth either quiescent or flowing at velocities less than those necessary to produce serious scour.
(8)
"Special flood hazard area" means those areas designated by the appropriate Federal agency having jurisdiction as being areas of special flood hazard. Boundaries of the areas so designated are shown upon maps entitled, "Federal Insurance Administration Flood Hazard Boundary Map", copies of which are on file in the office of the city clerk and
by this reference made a part of this chapter. Reference is made to Title 16 for building and use restrictions applying in special flood hazard areas.
(9)
"Designated floodways" means the portion of the area of a natural drainage course which has been established by the appropriate federal agency having jurisdiction as a designated floodway; the boundaries of the areas so designated are delineated on maps contained in a study entitled "Flood Insurance Study—Victorville, California," prepared for the Federal Insurance Administration and based on the one hundred-year frequency of occurrence of flood flow. Copies of the study are on file in the office of the city clerk and by this reference made a part of this chapter.

17.60.020 - Design flood flows.
Calculation of design flood flows shall be based on the frequency of occurrence hereinafter stipulated in this title using the rational method of analysis and assuming full development of all the property within the drainage area based upon the general plan of the city for future development and Title 18, Zoning of this code and the general plan and zoning code of the county where applicable. Any outlet channel required to carry the stormwater from the proposed subdivision to a defined drainage channel or conduit shall be designed in accordance with the standards set forth in this chapter, for the ultimate stage of development of the subdivision and any additional tributary areas and the one hundred-year frequency of occurrence flood.

17.60.030 - Drainage channels and conduits.
Drainage channels and conduits shall have the following minimum capacities:
(1)
Primary drainage channels and conduits shall have sufficient capacity to contain the one hundred-year frequency of occurrence runoff when designed in accordance with the Standard Specifications for Public Improvements.
(2)
Minor drainage channels or conduits shall have sufficient capacity to contain a ten-year frequency of occurrence runoff when designed in accordance with the Standard Specifications for Public Improvements.
