How do I read the Matrix Adoption Tables (Appendix H) to see which agencies adopted which provisions?
Appendix H’s Matrix Adoption Tables are a non‑regulatory grid that maps state agencies (columns) to chapters/sections (rows). Read the table header to identify the agency column, then read the side‑heading row (Adopt entire chapter / Adopt as amended / Adopt only listed sections) to interpret an “X” or mark — the appendix notes explain when text is a reprint and when the State Fire Marshal did not adopt specific items.

What the code requires — plain English
The Matrix Adoption Tables in Appendix H are a non‑regulatory, user‑help tool that shows which state agencies have adopted (or amended) model‑code chapters or individual sections. The tables explain whether an agency adopted an entire chapter, adopted it with state amendments, or adopted only listed sections — and they map those scopes to the agency columns in the table. See Appendix H for the matrix format and explanatory notes.
The single most important rule: use the table header to identify the agency for each column, then read the side‑heading row (Adopt entire chapter / Adopt as amended / Adopt only listed sections) to interpret what an “X” or other mark under that agency column means.
Requirements in detail
What the table is and where to look
- The Matrix Adoption Tables are described in Appendix H — Referenced California Documents of the CWUIC and are explicitly called a non‑regulatory aid to the code user.
- The tables appear at the start of Appendix H (and at the top of each appendix matrix) and include:
- A header row that lists the Adopting Agency acronyms (each column), and
- Side‑heading rows that define the scope of adoption (entire chapter, entire chapter as amended, only listed sections) followed by the chapter/section rows.

How to read a specific table cell (step‑by‑step)
- Locate the table for the appendix/chapter you care about in Appendix H.
- Read the top header to identify which column matches the agency you’re checking (match acronym).
- Identify the side‑heading row that applies:
- If the mark is in the Adopt entire chapter row, the agency adopted the whole chapter without amendments.
- If the mark is in Adopt entire chapter as amended, the agency adopted the whole chapter but the table will (or elsewhere in the code will) list which sections were amended.
- If there’s no mark in those rows, scroll to the list of Chapter / Section rows — an “X” on one of those rows indicates adoption of that specific section only.
- Check any footnotes or user notes (for example: reprinted CCR Title 19 text, or sections not adopted by the State Fire Marshal) — those notes change how to interpret some rows.
Exceptions & special cases
- Some reprinted regulatory text (for example, CCR Title 19 or Title 14 provisions) is included in the CWUIC for convenience but may not be treated as an SFM adoption in the matrix; Appendix H explicitly warns that Title 19 provisions are a reprint and that Title 14 provisions are not listed in the matrix when not within SFM authority. Check the table and the accompanying notes.
- The appendix includes the statement “(Not adopted by the State Fire Marshal)” on some appendix matrices. When present, that label means those appendix provisions are informational unless referenced by an adopting agency or local ordinance.
- If the table shows “Adopt entire chapter as amended” but you need to know exactly which sections were amended, the table or the code’s Chapter 1 cross‑references will list the amended sections; if not, you must look to the agency’s adoption text or Chapter 1 adoption authority.
Common mistakes
- Reading an “X” under an agency column without checking WHICH side‑heading row it sits under. An “X” could mean whole‑chapter adoption or only the single listed section — always check the side heading.
- Assuming reprinted CCR text in Appendix H means the agency adopted it. Appendix H warns some CCR text is reprinted for convenience and may not reflect adoption by the State Fire Marshal.
- Ignoring the header: mis‑matching the agency column because you didn’t read the column acronyms (BSC, SFM, DSA, OSHPD, etc.). The header identifies which agency each column represents.
Worked example — concrete scenario
Scenario: You are checking whether the Office of the State Fire Marshal adopted Section 601.1 of a reproduced Title 19 provision.
- Open Appendix H matrix for the relevant appendix and find the row for 601.1. In the CWUIC Appendix H matrix example, the row 601.1 shows an X in the third agency column (the table example places an X under the SFM/T‑24 column).
- Confirm the header: the third column is labeled with the State Fire Marshal agency acronym (match the header row to ensure you have the correct column).
- Determine which side heading that X belongs under:
- If the X is in the “Adopt entire chapter” side heading row, then SFM adopted the entire chapter without amendment.
- If the X is in the chapter/section row next to 601.1, that indicates SFM adopted 601.1 specifically. The Appendix H example shows specific section rows with X marks (601.1, 601.2, etc.) under the SFM column. So conclude SFM adopted those Title 19 sections as shown.
Numbers‑style summary from the example:
- Table header column 3 = SFM (confirm by reading header).
- Row = 601.1; cell = X under SFM (cell in the section list, not the top “Adopt entire chapter” row) → SFM adopted section 601.1.

Not necessarily. Appendix H includes reprints of CCR Title 19 and some Title 14 text for user convenience; the appendix notes explain that reprinted text may not indicate adoption by the State Fire Marshal — check the matrix and the agency adoption language.
If the table shows “Adopt entire chapter as amended,” where do I find the amendments?
