How to apply for permits and what construction documents are required
If you’re applying for a permit under the CWUIC, submit **at least two sets** (or an approved digital set) of clear, scaled construction documents — prepared by a **registered design professional** when local law requires — and include a WUI site plan showing topography, access road width and grade, vegetation details, roof/ignition‑resistant information, and water supply; the **code official** can require extra documentation or waive submittal when appropriate.

What the code requires — in plain English
The California Wildland‑Urban Interface Code requires that, with each permit application, you submit construction documents (plans, engineering calculations, diagrams and other data) in not fewer than two sets or in digital format where the code official allows it. Exceptions & special cases

Worked example — concrete scenario
Scenario: You are applying for a building permit for a 1,200 ft² addition to a home located inside a designated WUI area. Your jurisdiction requires design professionals for structural work.
Steps and numbers:
- Prepare construction documents: architectural plans, structural engineering calculations, foundation and roof details. Because structural changes are involved, have these prepared and stamped by a registered design professional. § 106.1
- Produce at least two full paper sets of the plans (or confirm with the local code official whether a digital submission is allowed and acceptable). § 106.1
- Include a CWUIC‑compliant site plan showing: topography (contours), the access road width and percent of grade (e.g., access road 16 ft wide with 8% grade), existing/proposed utilities, building envelope, roof classification and descriptions of ignition‑resistant construction for exterior elements. § 106.3
- If the property’s vegetation does not meet Section 603 / PRC 4291 standards at submittal, plan to either perform the work or arrange an inspection/certification. The project cannot receive final building permit approval until vegetation management compliance is documented per § 106.4.

Plans, engineering calculations, diagrams and other data shall be submitted in not fewer than two sets, or in a digital format where allowed by the code official, with each application for a permit. The construction documents shall be prepared by a registered design professional where required by the statutes of the jurisdiction in which the project is to be constructed. [A] 106.2 Information on plans and specifications. Plans and specifications shall be drawn to scale on substantial paper or cloth and shall be of sufficient clarity to indicate the location, nature and extent of the work proposed, and show in detail that it will conform to the provisions of this code and relevant laws, ordinances, rules and regulations.
[A] 106.3 Site plan. In addition to the requirements for plans in the California Building Code, site plans shall include topography, width and percent of grade of access roads, landscape and vegetation details, locations of structures or building envelopes, existing or proposed overhead utilities, occupancy classification of buildings, types of ignition-resistant construction of buildings, structures and their appendages, roof classification of buildings and site water supply systems. The code official is authorized to waive or modify the requirement for a site plan where the application for permit is for alteration or repair or where otherwise warranted.
[A] 106.4 Vegetation management compliance . Prior to the building permit final approval, the property shall be in compliance with the vegetation management requirements prescribed in Section 603, including California Public Resources Code 4291 or California Government Code Section 51182. CWUIC § 105.6.1 High relevance — show source text
[A] 105.6.1 Refusal to issue a permit. Where the application or construction documents do not conform to the requirements of pertinent laws, the code official shall reject such application in writing, stating the reasons therefor.
[A] 105.7 Validity of permit. The issuance or granting of a permit or approval of plans, specifications and computations shall not be construed to be a permit for, or an approval of, any violation of any of the provisions of this code or of any other ordinance of the jurisdiction. Permits presuming to give authority to violate or conceal the provisions of this code or other ordinances of the jurisdiction shall not be valid.
[A] 105.8 Expiration. On or after January 1, 2019, every permit issued shall become invalid unless the work on the site authorized by such permit is commenced within 12 months after its issuance or if the work authorized on the site by such permit is suspended or aban- doned for a period of 12 months after the time the work is commenced. The building official is authorized to grant, in writing, one or more extensions of time for periods not more than 180 days each. The extension shall be requested in writing and justifiable cause demon- strated. (See Health and Safety Code Section 18938.5 and 18938.6.)

[A] 106.2.2 Fire protection system(s) shop drawings. Shop drawings for the fire protection system(s) shall be submitted to indicate compliance with this code and the construction documents and shall be approved prior to the start of system installation. Shop drawings shall contain information as required by the referenced installation standards in Chapter 9 of the California Build- ing Code .
[A] 106.2.3 Means of egress. The construction documents for Alterations—Level 2, Alterations—Level 3, additions and changes of occupancy shall show in sufficient detail the location, construction, size and character of all portions of the means of egress in compliance with the provisions of this code. The construction documents shall designate the number of occupants to be accommodated in every work area of every floor and in all affected rooms and spaces.
[A] 106.2.4 Exterior wall envelope. Construction documents for work affecting the exterior wall envelope shall describe the exterior wall envelope in sufficient detail to determine compliance with this code. The construction documents shall provide details of the exterior wall envelope as required, including windows, doors, flashing, intersections with dissimilar materials, corners, end details, control joints, intersections at roof, eaves or parapets, means of drainage, water-resistive barriers and details around openings.

[A] 105.3.2 Time limitation of application. An application for a permit for any proposed work shall be deemed to have been abandoned 180 days after the date of filing, unless such application has been pursued in good faith or a permit has been issued; except that the code official is authorized to grant one or more extensions of time for additional periods not exceeding 90 days each. The extension shall be requested in writing and justifiable cause demonstrated.
[A] 105.4 Validity of permit. The issuance or granting of a permit shall not be construed to be a permit for, or an approval of, any violation of any of the provisions of this code or of any other ordinance of the jurisdiction. Permits presuming to give authority to violate or cancel the provisions of this code or other ordinances of the jurisdiction shall not be valid. The issuance of a permit based on construction documents and other data shall not prevent the code official from requiring the correction of errors in the construction documents and other data. The code official is authorized to prevent occupancy or use of a structure where in violation of this code or of any other ordinances of this jurisdiction.

SECTION 106—FLOOR AND ROOF DESIGN LOADS
[A] 106.1 Live loads posted. In commercial or industrial buildings, for each floor or portion thereof designed for live loads exceeding 50 psf (2.40 kN/m [2] ), such design live loads shall be conspicuously posted by the owner or the owner’s authorized agent in that part of each story in which they apply, using durable signs. It shall be unlawful to remove or deface such notices. [DSA-SS, DSA-SS/CC] These posting requirements also apply to school and state-owned essential services buildings as regulated by DSA.
106.1.1 Snow load posting. [OSHPD 1, 1R, 2, 4 & 5] Snow loads used in design shall be posted as for live loads.
106.1.2 Snow load posting. [DSA-SS, DSA-SS/CC] When design snow loads at exterior balconies, decks and other elevated walking surfaces exceed 50 psf, the design snow loads shall be posted as for live loads. When design roof (not ground) snow loads exceed 20 psf, the roof design snow loads for each roof level of the building shall similarly be conspicuously posted with signs stating the maxi- mum design roof snow loads.
[A] 106.2 Issuance of certificate of occupancy. A certificate of occupancy required by Section 111 shall not be issued until the floor load signs, required by Section 106.1, have been installed.
[A] 106.3 Restrictions on loading. It shall be unlawful to place, or cause or permit to be placed, on any floor or roof of a building, structure or portion thereof, a load greater than is permitted by this code.

[A] 105.6.18 Plant extraction systems. A construction permit is required for installation of or modification to plant extraction systems. Maintenance performed in accordance with this code is not considered to be a modification and does not require a permit.

[A] 105.6.22 Special event structure. A single construction permit is required to erect and take down a temporary special event structure in accordance with Section 105.5.51.

DIVISION II—SCOPE AND ADMINISTRATION
[A] 105.6.23 Spraying or dipping. A construction permit is required to install or modify a spray room, dip tank or booth. Maintenance performed in accordance with this code is not considered to be a modification and does not require a permit.
[A] 105.6.24 Standpipe systems. A construction permit is required for the installation, modification or removal from service of a standpipe system. Maintenance performed in accordance with this code is not considered to be a modification and does not require a permit.
[A] 105.6.25 Temporary membrane structures and tents. A construction permit is required to erect an air-supported temporary membrane structure, a temporary special event structure or a tent in accordance with Section 105.5.51.

Appendix G Voluntary Home-Hardening Recommendations.
Appendix G is an informational appendix that provides discussion of some elements of the proposed self-defense mechanisms and their role in enhancing the protection of exposed structures in the wildland-urban interface. The items provided in this appendix provide owners with suggestions for increasing the survivability of their structure. These items are not mandatory but can be considered by owners to increase the safety of structures.
Appendix H Referenced California Documents.
Appendix H contains portions of California statutes and regulations located in other documents. They are reprinted in Appendix H to aid the user in understanding the requirements applicable to wildland-urban interface areas and to provide a background for the provi- sions. Much of the text in the CWUIC is based on the requirements found in these other documents.
Appendix I Board of Appeals.
Appendix I contains the provisions for appeal and the establishment of a board of appeals. The provisions include the application for an appeal, the makeup of the board of appeals and the conduct of the appeal process.

ADMINISTRATION
101.9 Effective date of this code. Only those standards approved by the California Building Standards Commission that are effective at the time an application for a building permit is submitted shall apply to the plans and specifications for, and to the construction performed under, that permit. For the effective dates of the provisions contained in this code, see the appropriate application checklist and the History Note page of this code.
101.10 Mandatory requirements. This code contains both mandatory and voluntary green building measures. Mandatory and voluntary measures are identified in the appropriate application checklist contained in this code.
101.11 Effective use of this code. The following steps shall be used to establish which provisions of this code are applicable to a specific occupancy:
- Establish the type of occupancy.
- Verify which state agency has authority for the established occupancy by reviewing the authorities list in Sections 103 through 106.
- Once the appropriate agency has been identified, find the chapter which covers the established occupancy.
- The Matrix Adoption Tables at the beginning of Chapters 4 and 5 identify the mandatory green building measures necessary to meet the minimum requirements of this code for the established occupancy.
- Voluntary tier measures are contained in Appendix Chapters A4 and A5. A checklist containing each green building measure, both required and voluntary, is provided at the end of each appendix chapter. Each measure listed in the application checklist has a section number which correlates to a section where more information about the specific measure is available.
- The application checklist identifies which measures are required by this code and allows users to check off which voluntary items have been selected to meet voluntary tier levels if desired or mandated by a city, county, or city and county.
SECTION 102—CONSTRUCTION DOCUMENTS AND INSTALLATION VERIFICATION
102.1 Submittal documents. Construction documents and other data shall be submitted in one or more sets with each application for a permit. Where special conditions exist, the enforcing agency is authorized to require additional construction documents to be prepared by a licensed design professional and may be submitted separately.
Exception: The enforcing agency is authorized to waive the submission of construction documents and other data not required to be prepared by a licensed design professional.
102.2 Information on construction documents. Construction documents shall be of sufficient clarity to indicate the location, nature and scope of the proposed green building feature and show that it will conform to the provisions of this code, the California Building Standards Code and other relevant laws, ordinances, rules and regulations as determined by the enforcing agency.
102.3 Verification. Documentation of conformance for applicable green building measures shall be provided to the enforcing agency. Alternate methods of documentation shall be acceptable when the enforcing agency finds that the proposed alternate documentation is satisfactory to demonstrate substantial conformance with the intent of the proposed green building measure.
[HCD] Documentation of conformance for applicable green building measures shall be provided to the enforcing agency. All projects shall submit a completed Residential Occupancies Application Checklist that includes Chapter 4 residential mandatory measures and Tier 1 or Tier 2, as applicable. Frequently asked questions
What exactly must I put on the site plan for a WUI permit?
At minimum the CWUIC says the site plan must show topography, width and percent of grade of access roads, landscape and vegetation details, locations of structures or building envelopes, existing/proposed overhead utilities, occupancy classification, types of ignition‑resistant construction, roof classification, and site water supply systems. See § 106.3.
How many paper sets of plans do I need to submit?
Not fewer than two sets, unless the code official has authorized a digital submission. § 106.1.
Do I always need a licensed architect or engineer to prepare the plans?
Only where required by the statutes of your jurisdiction; when required, construction documents must be prepared by a registered design professional. The code official can also require additional professional documentation when special conditions exist. § 106.1.
Can final approval be withheld for vegetation issues?
Yes. Before final building‑permit approval the property must be in compliance with vegetation management requirements (Section 603 and referenced state laws). Acceptable proof includes inspections or certifications listed in § 106.4.
What if my project is very small or routine?
The code official may waive the submission of plans and other data if they determine plan review is unnecessary for the nature of the work; this is the Exception to § 106.1. Always confirm with your enforcing agency.
