Required markings, labels and what must be in the instruction manual

The CRSC requires permanent identification (company name, model, manufacture date) and testing-agency marking on security bars and latches, visible release diagrams on the manual actuator, and a complete instruction manual with installation, initial and periodic testing/maintenance procedures and escape-operation diagrams; if the releasing mechanism is sold separately, the manual must list compatible bars by manufacturer, model and maximum dimensions (see §§ 12-3-12.1–12.3 and 12-3-13.1–13.2).

What the code requires — plain English

The California Referenced Standards Code requires that security bars, latching mechanisms and manual actuators carry permanent identification (company name, model number and date), that the manual actuator show visible symbols/diagrams for manual release, and that each system be supplied with installation and operating instructions describing installation, initial and periodic testing/maintenance and escape operation. These requirements are found in § 12-3-12.1, § 12-3-12.2, § 12-3-12.3 and § 12-3-13.1 of the CRSC.

The single most important rule: Security-bar assemblies and their release hardware must be permanently marked and shipped with clear installation and operating instructions that include how to release and how to escape — the markings and manual are required by the CRSC.

Markings — specifics and form

  • Permanent markings: The code requires the markings be permanent (not temporary or easily removed) and include the company name, model number and date of manufacture on both the security bars and the latching mechanism (§ 12-3-12.1).
  • Factory identification: If a manufacturer produces assemblies at more than one factory, each assembly must carry a distinctive marking to identify the producing factory (§ 12-3-12.1).
  • Manual-actuator graphics: The manual actuator must bear symbols or diagrams that identify how to manually release the security bars; those markings must be readily visible to occupants when the assembly is mounted as intended (§ 12-3-12.2).
  • Certification marking: The security bars and latching mechanism must be marked with the testing agency’s name or logo and identify the standard as SFM SB-2000 (§ 12-3-12.3).
  • Adhesive labels: If adhesive-backed labels are used to supply required markings, they must be suitable for the application and comply with UL 969, 1995 Edition (§ 12-3-12.4).

Instruction manual — required content

Per § 12-3-13.1 the manual provided with each system must include:

  • Installation instructions that describe how to install and initially test the system, and provide instructions for periodic testing and maintenance.
  • Operating instructions that include diagrams, drawings and symbols describing how to operate the system and escape in the event of a fire or other emergency.

When the releasing mechanism assembly is supplied separately from the security bars (allowed by the code only when the manual complies with the separate-assembly rules), the manual must:

  • Describe the compatible security bars that were investigated and found suitable for use with the releasing assembly.
  • Identify those compatible security bars by manufacturer’s name, model number and maximum dimensions (§ 12-3-13.2).

Exceptions & special cases

  • Separate supply of releasing assembly vs. security bars: The code allows the releasing mechanism assembly to be provided separately from the security bar assembly only if the instruction manual complies with § 12-3-13.2 (i.e., the manual names compatible bars and gives manufacturer/model/maximum dimensions).   • Adhesive label use: Adhesive-backed labels are permitted for required markings but must meet UL 969 (1995) and be suitable for the environment and application — they are not an automatic substitute for durable, permanent marking when permanence is required (§ 12-3-12.4).

Common mistakes

  • Using removable stickers or temporary tags instead of permanent markings (code requires company name, model and manufacture date to be permanent) — common violation of § 12-3-12.1.
  • Placing the release diagram on the actuator so it is not visible once mounted; the diagram must be readily visible to occupants when the assembly is mounted as intended (§ 12-3-12.2).
  • Omitting the testing agency mark or not identifying the standard as SFM SB-2000 on the product — required by § 12-3-12.3.
  • Shipping a releasing assembly separately without documenting compatible security bars (manufacturer name, model, maximum dimensions) in the manual — a failure against § 12-3-13.2.
  • Failing to include periodic testing and maintenance instructions in the installation section of the manual (required by § 12-3-13.1).
  • Not specifying actuator mounting height in installation instructions; code requires the manual to include mounting directions with a height limit (48 inches / 1.2 m) per § 12-3-13.3.

Worked example — applying the rule

Scenario: Manufacturer “SafeHome, Inc.” produces a security-bar assembly and a separate releasing mechanism sold as two pieces.

What must appear and where:

  • On each security bar and on the latching mechanism SafeHome must permanently mark: company name “SafeHome, Inc.”, model “SH-3000”, and date of manufacture “2026-05” — to comply with § 12-3-12.1.
  • The manual actuator (the inside-release handle) must carry a diagram (for example: a simple arrow + “Pull” icon) that shows how to release the bars; that diagram must be readily visible when the actuator is installed — per § 12-3-12.2.
  • The product must be marked with the testing agency logo (e.g., “XYZ Labs”) and identify the standard SFM SB-2000 on the bar or latch per § 12-3-12.3.
  • The instruction manual shipped with the releasing mechanism (because the pieces are sold separately) must list compatible security bars SafeHome investigated and found suitable. For example the manual must list: “SafeHome Model SH-3000 — max dimensions: width 36 inches, height 24 inches” (manufacturer name, model number and maximum dimensions) to satisfy § 12-3-13.2.
  • The installation section must tell the installer to mount the actuator no more than 48 inches (1.2 m) above the finished floor and must describe initial testing and periodic maintenance steps per § 12-3-13.1 and § 12-3-13.3.

Note: The numeric dimensions given here in the example (36" x 24") are hypothetical example values illustrating how the manufacturer would list a compatible bar’s maximum dimensions; the CRSC requires the manual to provide whatever maximum dimensions the manufacturer investigated and validated per § 12-3-13.2.

    12-3-13.2 When the releasing mechanism assembly is provided separately from the security bar assembly in accordance with Section 12-3-3.1, the instruction manual shall describe the compatible security bars that have been investigated and found suitable for use with the releasing assembly. Security bars shall be identified by the manufacturer’s name and model number and maximum dimensions.

    12-3-13.3 The installation instructions shall include directions on mounting the actuator inside the room at a height not exceeding 48 inches (1.2 m) from the finished floor.

    Sec. 12-4A-101. Laboratory animal quarters shall comply with Chapter IV, “Guide for Care and Use of Laboratory Animals,” U.S. Department of Health, Education and Welfare, Publication Number 85-23, Revised 1985.

    SECTION 12-3-9—ENDURANCE TEST

    12-3-9.1 A sample of the security bar releasing system shall function as intended during 250 cycles of operation without failure or excessive wear of the parts, including serving or fraying of individual cable wires. Following the cycling, the system shall be subjected to the Operation Test.

    12-3-9.2 The system shall be operated and reset as described in the manufacturer's operating instructions. As part of the cycling, it is only necessary to unlatch, disengage and reset the system, and not open the security bars to the full open position. The cycling rate shall not exceed 30 cycles per minute.

    SECTION 12-3-10—ENVIRONMENTAL EXPOSURE TEST

    12-3-10.1 After each of the following exposures, test assemblies shall be subjected to the Manual Actuation Test. The test shall be performed while the test assemblies are in the test chambers, or immediately after their removal from the test chamber. Opening forces after these conditionings shall not exceed the values shown in Section 12-3-8.2 or 12-3-8.3. A single sample shall be subjected to each exposure. The same sample, or different sample, shall be allowed to be used for each exposure condition.

    12-3-10.2 Elevated ambient. Samples shall be conditioned in a 120°F (49°C) environment for 24 hours.

    12-3-10.3 Low ambient. Samples shall be conditioned in a 32°F (0°C) environment for 24 hours.

    12-3-10.4 Humidity test. Samples shall be conditioned for 24 hours in moist air having a relative humidity of 85 +/– 5 percent at a temperature of 90°F +/– 5°F (32 +/– 2°C).

    SECTION 12-3-11—ABUSE TEST

    12-3-11.1 A sample shall comply with the Manual Actuation Test requirements in Sections 12-3-8.2 and 12-3-8.3 after being subjected to the simulated abuse provided in Section 12-3-11.2.

    (d) Sliding doors.

    1. Doors mounted on the face of the wall shall not move from the wall sufficiently to develop a separation of more than 2 [1] / 8 inches (54 mm) at the point of separation during the entire classification period and as a result of the hose stream.
    2. Doors mounted in guides shall not release from guides and guides shall not loosen from fastenings.
    3. The bottom bar of rolling steel doors shall not separate from the floor structure more than [3] / 4 inch (19 mm) during the entire classification period and as a result of the hose stream.
    4. The meeting edge of centerparting horizontal sliding doors and biparting vertical sliding doors shall not separate more than the door thickness in a direction perpendicular to the plane of the doors.
    5. The meeting edges of centerparting horizontal sliding doors and biparting vertical sliding doors without an overlapping astragal for a fire and hose stream exposure of 1 [1] / 2 hours or less shall not separate along the meeting edges more than [3] / 8 inch (9.5 mm), including the initial clearance between doors.
    6. The meeting edges of centerparting horizontal sliding doors incorporating an astragal shall not separate in a direction parallel to the plane of the doors more than [3] / 4 inch (19 mm) nor equal to the throw of the latch bolt along the meeting edges.
    7. The bottom edge of service counter doors or single slide dumbwaiter doors shall not separate from the sill more than [3] / 8 inch (9.5 mm).
    8. A resilient astragal when required for life-safety purposes shall not deteriorate sufficiently to cause through openings during the fire endurance part of the test, but small portions may be dislodged during the hose stream part of the test.
    9. The lap edges of passenger elevator doors, including the lap edges of multisection doors, shall not move from the wall or adjacent panel surfaces sufficiently to develop a separation of more than 2 [7] / 8 inches (73 mm) at the point of separation during the entire classification period and as a result of the hose stream.
    10. The meeting edges of centerparting passenger elevator door assemblies, for a fire and hose stream exposure of 1 [1] / 2 hours or less, shall not move apart more than 1 [1] / 4 inches (32 mm) as measured in any horizontal plane during the entire classification period and as a result of the hose stream.

    MARKING

    Sec. 12-7-407.

    (a) Label. Fire assemblies shall bear a label issued by an approved listing agency or a label approved by the State Fire Marshal showing the fire-protection rating of the assembly.

    (b) Label markings. The markings on the labels approved by the State Fire Marshal shall include the following:

    1. Name and address of the listee.

    2. Model number or identification of the assembly.

    3. Serial number assigned by the listing agency or file number assigned by the State Fire Marshal.

    4. Rating of 3, 1 [1] / 3, 1, [3] / 4, [1] / 2 or [1] / 3 hour indicating duration of exposure to fire.

    5. Letter A, B, C, D or E following the hourly rating designating the location for which the assembly is designed.

    6. Temperature rise on the unexposed fact at the end of 30 minutes.

    APPENDIX F

    F 801.5 Pressure Monitoring Switch. An electric lowpressure monitoring switch shall be installed in the piping system to monitor the air pressure. The pressure switch shall transmit a supervisory signal to the central alarm monitoring station where the pressure of the breathing air system is less than 80 percent of the system operating pressure. Activation of the pressure switch shall also activate an audible alarm and visual strobe located at the building annunciator panel. A weather-resistant sign shall be provided in conjunction with the audible alarm stating, “FIREFIGHTER AIR SYSTEM – LOW AIR PRESSURE ALARM.” Where not part of a building annunciator panel, the lettering shall be in a contrasting color, and the letters shall be not less than 2 inches (51 mm) high with a [3] ⁄ 8 of an inch (9.5 mm) brush stroke. F 801.6 Isolation Valve. A system isolation valve shall be installed downstream of each air fill station and shall be located in the panel or within 3 feet (914 mm) of the station. The isolation valve shall be marked with its function in letters that are not less than [3] ⁄ 16 of an inch (4.8 mm) high with a [1] ⁄ 16 of an inch (1.6 mm) brush stroke.

    F 901.0 System Requirements. F 901.1 Protection. Components of the firefighter breathing air replenishment system installed in a building or structure shall be protected by not less than a 2-hour fire-resistive construction. Components shall be protected from physical damage. F 901.2 Markings. Components shall be clearly identified using stainless steel or plastic labels or tags indicating their function. This shall include not less than all fire department connection panels, air fill stations, air storage system, gauges, valves, air connections, air outlets, enclosures, and doors. F 901.3 Tubing Markings. Tubing shall be clearly marked, “FIREFIGHTERS AIR SYSTEM” and “HIGH-PRESSURE BREATHING AIR” using signs or self-adhesive labels.     F 1001.0 Design Criteria. F 1001.1 Fill Time. The system shall be designed to fill, at the most remote fill station or panel, not less than two 66 cubic foot (ft [3] ) (1.87 m [3] ) compressed breathing air cylinders to a pressure not to exceed 4500 psi (31 026 kPa) simultaneously in 3 minutes or less. Where greater capacity is required, the Authority Having Jurisdiction shall specify the required system capacity. F 1001.2 Fill Panels or Stations Location. Cylinder fill panels or stations shall be installed in the interior of buildings in accordance with Section F 1001.2.1 through Section F 1001.2.3.

    F 1001.2.1 High-Rise Buildings. An interior cylinder fill panel or station shall be installed commencing on the third floor and every third floor thereafter above grade. For underground floors in buildings with more than five underground floors, an interior cylinder fill panel or station shall be installed commencing on the third floor below grade and every three floors below grade thereafter, except for the bottom-most floor. F 1001.2.2 Underground Structures. For underground floors in buildings with more than five underground floors, an interior cylinder fill panel or station shall be installed commencing on the third floor below grade and every three floors below grade thereafter, except for the bottom-most floor. F 1001.2.3 Installation Locations. The specific location or locations on each floor shall be approved by the Authority Having Jurisdiction.

    F 1101.0 System Assembly Requirements. F 1101.1 General. The system shall be an all-welded system except where the tubing joints are readily accessible and at the individual air fill panels or stations.

    TENTS, TEMPORARY SPECIAL EVENT STRUCTURES AND OTHER MEMBRANE STRUCTURES

    of Title 19, California Code of Regulations, Chapter 8, Section 1237.1. Additionally, it shall indicate that the bunting and combustible decorative materials and effects are composed of material meeting the flame propagation performance criteria of Title 19, California Code of Regulations, Chapter 8, Section 1237.1, as applicable. Alternatively, the materials shall be treated with a flame retardant in an approved manner and meet the flame propagation performance criteria of the applicable test method of Title 19, California Code of Regulations, Chapter 8. The certificate shall indicate compliance with the testing requirements of Title 19, California Code of Regulations, Chapter 8. The flame propagation performance criteria shall be effective for the period specified by the registration .

    For California, all fabrics and all interior decorative fabrics or materials shall be flame resistant in accordance with the provisions set forth in CCR, Title 19, Division 1, and Chapter 8, and shall meet the requirements of this section. Tops and sidewalls shall be made either from fabric that has been flame-resistant treated with an approved exterior chemical process by an approved application concern, or from inherently flame-resistant fabric approved and listed by the State Fire Marshal (see CCR, Title 19, Division 1, Chapter 8).

    3104.3 Label. Membrane structures or tents shall have a permanently affixed label bearing the following information:

    1. The identification of size and fabric or material.

    2. The names and addresses of the manufacturers of the tent or air-supported structure.

    3. A statement that the fabric or material meets the requirements of Section 3104.2.

    4. If treated, the date when a flame-retardant treatment was last applied to the fabric or material, the trade name or kind of chemical used in treatment, name of person or firm treating the fabric or material, and name of testing agency and test standard by which the fabric or material was tested.

    5. If untreated, a statement that no treatment was applied when the fabric or material met the requirements of Section 3104.2.

    [California Code of Regulations, Title 19, Division 1, §334.] Requirements Pertaining to All Tents.

    All tents manufactured for sale in California shall be labeled in accordance with the appropriate provisions of California Code of Regulations, Title 19, Division 1, Section 335.

    [California Code of Regulations, Title 19, Division 1, §335.(a) and (b)] Labeling of Tents.

    (a) Each section of top and sidewall in large tents shall have a durable label, permanently affixed, bearing the following information:

    (1) The Seal of Registration.

    (2) If treated fabric, the name and registration number of the approved application concern and approved chemical used, and the date of treatment.

    (3) If registered fabric, the trade name and registration number of the approved fabric, and the date of production.

    In lieu of attached labels, the required information may be applied directly to the fabric by print, stamp or stencil.

    (b) Small tents shall have a permanently affixed label bearing the information in California Code of Regulations, Title 19, Division 1, Section 335, subsection (a), or shall comply with the provisions specified in CPAI-84 (1975) which reads as follows:

    MARKING

    Sec. 12-7-407.

    1. Name and address of the listee.

    2. Model number or identification of the assembly.

    3. Serial number assigned by the listing agency or file number assigned by the State Fire Marshal.

    4. Rating of 3, 1 [1] / 3, 1, [3] / 4, [1] / 2 or [1] / 3 hour indicating duration of exposure to fire.

    5. Letter A, B, C, D or E following the hourly rating designating the location for which the assembly is designed.

    6. Temperature rise on the unexposed fact at the end of 30 minutes. Temperature rise classification shall be 250°F (121°C) max., 450°F (232°C) max., 650°F (343°C) max. or no reference on the label to temperature rise denoting a temperature rise on the unexposed surface in excess of 650°F (343°C) at the end of 30 minutes. (c) Glass lights. All doors with glass vision panels of 100 square inches (64 516 m [2] ) or less in area carry the same temperature rating as the door without glass lights. All doors with glass lights in excess of 100 square inches (64 516 mm [2] ) are rated as having a surface temperature in excess of 650°F (343°C) max., at the end of 30 minutes.

    Sec. 12-7-500. These requirements and methods of test apply to unframed and framed rigid construction.

    TEST SETUP AND PERFORMANCE

    Section 12-7-501

    (a) Unframed rigid combustible decorative material. Rigid combustible decorative material and assemblies of materials not more than [1] / 4 inch (6 mm) in thickness used for folding doors, room dividers, decorative screens and similar applications, which do not create concealed spaces and which are installed with exposed edges, shall be flame resistant in accordance with the following:

    1. Test specimen shall be 12 inches (305 mm) wide and 24 inches (609 mm) long. Four specimens shall be tested, two in each direction of the material.

Who must provide the instruction manual?

The manufacturer or supplier of the releasing system must provide the installation and operating instructions with each system as required by § 12-3-13.1.

Can I use an adhesive label for the company name and model number?

Yes, but adhesive-backed labels used for required markings must be suitable for the application and comply with UL 969 (1995 Edition) per § 12-3-12.4.

If the releasing mechanism is sold separately, what must the manual include?

It must describe compatible security bars investigated and found suitable, and identify them by manufacturer name, model number and maximum dimensions (see § 12-3-13.2).

Where must the release diagram be located?

The symbols or diagrams indicating how to manually release the bars must be marked on the manual actuator and be readily visible to occupants when mounted as intended (see § 12-3-12.2).

Is there a required mounting height for the actuator?

Yes — the installation instructions must include directions to mount the actuator inside the room at a height not exceeding 48 inches (1.2 m) from the finished floor (see § 12-3-13.3).
