Disinfection of potable water systems (§ 609.10)

    609.7 Abutting Lot. Nothing contained in this code shall be construed to prohibit the use of an abutting lot to:

    (1) Provide access to connect a building supply to an available public water service where proper cause and legal easement not in violation of other requirements have been first established to the satisfaction of the Authority Having Jurisdiction.

    (2) Provide additional space for a building supply where the proper cause, transfer of ownership, or change of boundary not in violation of other requirements have been first established to the satisfaction of the Authority Having Jurisdiction. The instrument recording such action shall constitute an agreement with the Authority Having Jurisdiction, which shall clearly state and show that the areas so joined or used shall be maintained as a unit during the time they are so used. Such an agreement shall be recorded in the office of the County Recorder as a part of the conditions of ownership of said properties, and shall be binding on heirs, successors, and assigns to such properties.     ALTERNATE WATER SOURCES FOR NONPOTABLE APPLICATIONS

    1502.3.1 Visual System Inspection. Before commencing the cross-connection testing, a dual system inspection shall be conducted by the Authority Having Jurisdiction and other authorities having jurisdiction as follows:

    (1) Meter locations of the alternate water source and potable water lines shall be checked to verify that no modifications were made and that no cross-con nections are visible.

    (2) Pumps and equipment, equipment room signs and exposed piping in equipment room shall be checked.

    (3) Valves shall be checked to ensure that the valve lock seals are still in place and intact. Valve control door signs shall be checked to verify that no signs have been removed.

    1502.3.2 Cross-Connection Test. A cross-connec- tion test shall be performed in the presence of the Authority Having Jurisdiction or other authorities having jurisdiction to determine whether a cross-connection has occurred as follows:

    (1) The potable water system shall be activated and pressurized. The alternate water source system shall be shut down, depressurized, and drained.

    (2) The potable water system shall remain pressurized for a minimum period specified by the Authority Having Jurisdiction while the alternate water source system is empty. The minimum period the alternate water source system is to remain depressurized shall be determined on a case-by-case basis, taking into account the size and complexity of the potable and the alternate water source distribution systems, but in no case shall that period be less than 1 hour.

    (3) The drain on the alternate water source system shall be checked for flow during the test and fixtures, potable and alternate water source, shall be tested and inspected for flow. Flow from an alternate water source system outlet indicates a cross-connection. No flow from a potable water outlet shall indicate that it is connected to the alternate water source sys tem.

    (4) The potable water system shall then be depressurized and drained.

    (5) The alternate water source system shall then be activated and pressurized. When an alternate water source is not available for the initial cross-connec- tion test, a temporary connection to a potable water supply shall be required. At the conclusion of the ini- tial cross-connection test, the temporary connection to the potable water supply shall be disconnected.

    (6) The alternate water source system shall remain pressurized for a minimum period specified by the Authority Having Jurisdiction while the potable water system is empty. The minimum period the potable water system is to remain depressurized shall be determined on a case-by-case basis, but in no case shall that period be less than 1 hour.

    (7) Fixtures, potable, and alternate water source shall be tested and inspected for flow. Flow from a potable water system outlet indicates a cross-connection. No flow from an alternate water source outlet will indicate that it is connected to the potable water system.

    (8) The drain on the potable water system shall be checked for flow during the test and at the end of the

    test.

On-site treated nonpotable gray water systems shall be inspected and tested in accordance with Section 1502.1 and/or as required by the Authority Having Jurisdiction .

    water pressure in the on-site treated non-potable gray water supply system within the building exceeds 80 psi (552 kPa), a pressure reducing valve reducing the pressure to 80 psi (552 kPa) or less to water outlets in the building shall be installed.

    1506.6 Initial Cross-Connection Test. A cross-connection test is required in accordance with Section 1502.3. Before the building is occupied or the system is activated, the installer shall perform the initial cross-connection test in the presence of the Authority Having Jurisdiction and other authorities having jurisdiction. The test shall be ruled successful by the Authority Having Jurisdiction before final approval is granted. 1506.7 On-Site Treated Nonpotable Gray Water Sys- tem Materials. On-site treated nonpotable gray water supply, and distribution system materials shall comply with the requirements of this code for potable water supply and distribution systems unless otherwise provided for in this section.

    Considerations are soil density; clearance from obstacles, utilities, and structures; location of bends, and water service locations. Excavations and shoring shall be in accordance with jurisdictional safety requirements. (c) Set Up Fuse the proper length of polyethylene pipe in accordance with ASTM F2620, or ASTM D3261 and fuse the end to a small length that is attached to the pulling head. A rod pusher cable is pushed through the damaged host pipe and attached to the pulling cable, which is then drawn through the pipe. The clevis end of the cable is attached to the pulling head. The pulling equipment is then set up according to the manufacturer’s instructions.

    (d) Pulling Pull the pulling head through. Once the pull is done, complete the connection to the existing piping.

    4.6 Cleanouts

    4.6.1 Plug Each cleanout fitting for cast-iron pipe shall consist of a cast-iron or brass body and an approved plug. Each cleanout for galvanized wrought-iron, galvanized steel, copper, or brass pipe shall consist of a brass plug as specified in Table 1, or a standard weight brass cap, or an approved ABS or PVC plastic plug, or an approved stainless-steel cleanout or plug. Plugs shall have raised square heads or approved countersunk rectangular slots. 4.6.2 Approved Each cleanout fitting and each cleanout plug, or cap shall be of an approved type.

    4.6.3 Watertight and Gastight

    Cleanouts shall be designed to be watertight and gastight.

    5 Testing and Inspection Requirements

    5.1 Media

    The piping of the building sewer shall be tested with water. The Authority Having Jurisdiction shall be permitted to require the removal of cleanouts, etc., to ascertain whether the pressure has reached all parts of the system.

    5.2 Water Test

    The system shall be tested by plugging the end of the building sewer at its points of connection to the public sewer or private sewage disposal system and completely filling the building sewer with water from the lowest to the highest point thereof.

    5.3 Inspections

    The completed piping shall be internally inspected by camera unless waived by the Administrative Authority.

Where a zone is served by a system or systems with both humidification and dehumidification capability, means (such as limit switches, mechanical stops, or, for DDC systems, software programming) shall be provided capable of and configured to prevent simultaneous operation of humidification and dehumidification equipment.     E 503.4.6.8 Freeze Protection and Snow or Ice Melting Systems. Freeze protection systems, such as heat tracing of outdoor piping and heat exchangers, including self-regulating heat tracing, shall include automatic controls capable of and configured to shut off the systems when outdoor air temperatures are more than 40°F (4°C) or when the conditions of the protected fluid will prevent freezing. Snow and ice melting systems shall include automatic controls capable of and configured to shut off the systems when the pavement temperature is more than 50°F (10°C) and no precipitation is falling, and an automatic or manual control that will allow shutoff when the outdoor temperature is more than 40°F (4°C) so that the potential for snow or ice accumulation is negligible.     1303.4.2 Vapor Vents and Stacks. Where a sterilizer or bedpan steamer has provision for a vapor vent and such a vent is required by the manufacturer, the vent shall be extended to the outdoors above the roof. Sterilizer and bedpan steamer vapor vents shall be installed in accordance with the manufacturer’s installation instructions and shall not be connected to a drainage system vent.

    1303.5 Aspirators. Provisions for aspirators or other watersupplied suction devices shall be installed with the specific approval of the Authority Having Jurisdiction. Where aspirators are used for removing body fluids, they shall include a collection container to collect liquids and solid particles. Aspirators shall indirectly discharge to the sanitary drainage system through an air gap in accordance with Section 806.1. The potable water supply to an aspirator shall be protected by a vacuum breaker or equivalent backflow protection device in accordance with Section 603.5.9.

    1303.6 Drains. Drains shall be installed on dryers, aftercoolers, separators, and receivers.

    1303.7 Clinical Sinks. Clinical sinks shall be installed in

    accordance with the manufacturer’s installation instructions

    and shall comply with Section 1303.7.1.

    1303.7.1 Drainage Connection. Clinical sinks shall be directly connected to the sanitary drainage system and shall be provided with approved flushing devices installed in accordance with Section 413.1.

    1303.8 Water Supply for Hospitals. Hospitals shall be provided with not less than two approved potable water sources that are installed in such a manner as to prevent the interruption of water service.

    1303.9 Work Performed in Occupied Healthcare Facilities. In existing, occupied, inpatient healthcare facilities, all plumbing systems installation and remodel work shall be performed by personnel certified in accordance with ASSE/IAPMO/ANSI 12010.

    1304.0 Medical Gas and Medical Vacuum Piping Sys- tems.

    1304.1 General. The installation of medical gas and medical vacuum piping systems shall comply with the requirements of this chapter. 1304.1.1 [OSHPD 1, 1R, 2, 3, 4 & 5] Medical gas sys- tems for health care facilities that are regulated by OSHPD (hospitals, skilled nursing facilities, and intermediate care facilities, licensed clinics, and correctional treatment cen- ters) shall be in accordance with NFPA 99, Standard for Health Care Facilities. See California Fire Code Refer- enced Standards (Chapter 80) for applicable version of the Standard. See California Building Code Table 1224.4.6.1 for location and number of station outlets for oxygen, vac- uum, and medical air.

    [F] 909.12.4 Automatic control. Where completely automatic control is required or used, the automatic-control sequences shall be initiated from an appropriately zoned automatic sprinkler system complying with Section 903.3.1.1, manual controls provided with ready access for the fire department and any smoke detectors required by engineering analysis.

    [F] 909.13 Control air tubing. Control air tubing shall be of sufficient size to meet the required response times. Tubing shall be flushed clean and dry prior to final connections and shall be adequately supported and protected from damage. Tubing passing through concrete or masonry shall be sleeved and protected from abrasion and electrolytic action.

    [F] 909.13.1 Materials. Control-air tubing shall be hard-drawn copper, Type L, ACR in accordance with ASTM B42, ASTM B43, ASTM B68/B68M, ASTM B88, ASTM B251 and ASTM B280. Fittings shall be wrought copper or brass, solder type in accordance with ASME B16.18 or ASME B16.22. Changes in direction shall be made with appropriate tool bends. Brass compression-type fittings shall be used at final connection to devices; other joints shall be brazed using a BCuP-5 brazing alloy with solidus above 1,100°F (593°C) and liquids below 1,500°F (816°C). Brazing flux shall be used on copper-to-brass joints only.

    Exception: Nonmetallic tubing used within control panels and at the final connection to devices provided that all of the following conditions are met:

    1. Tubing shall comply with the requirements of Chapter 6 of the California Mechanical Code .
    2. Tubing and connected devices shall be completely enclosed within a galvanized or paint-grade steel enclosure having a minimum thickness of 0.0296 inch (0.7534 mm) (No. 22 gage). Entry to the enclosure shall be by copper tubing with a protective grommet of neoprene or Teflon or by suitable brass compression to male barbed adapter.
    3. Tubing shall be identified by appropriately documented coding.
    4. Tubing shall be neatly tied and supported within the enclosure. Tubing bridging cabinets and doors or moveable devices shall be of sufficient length to avoid tension and excessive stress. Tubing shall be protected against abrasion. Tubing connected to devices on doors shall be fastened along hinges.

    [F] 909.13.2 Isolation from other functions. Control tubing serving other than smoke control functions shall be isolated by automatic isolation valves or shall be an independent system.

    [F] 909.13.3 Testing. Control air tubing shall be tested at three times the operating pressure for not less than 30 minutes without any noticeable loss in gauge pressure prior to final connection to devices.

    [F] 909.14 Marking and identification. The detection and control systems shall be clearly marked at all junctions, accesses and terminations.

    [F] 909.15 Control diagrams. Identical control diagrams showing all devices in the system and identifying their location and function shall be maintained current and kept on file with the fire code official, the fire department and in the fire command center in a format and manner approved by the fire code official.

    APPENDIX L

    L 503.4.5 Capacity. The required heat recovery system shall have the capacity to provide the smaller of:

    (1) Sixty percent of the peak heat-rejection load at design conditions or

    (2) Preheat of the peak service hot-water draw to 85°F (29°C).

    Exceptions:

    (1) Facilities that employ condenser heat recovery for space heating with a heat recovery design exceeding 30 percent of the peak water-cooled condenser load at design conditions.

    (2) Facilities that provide 60 percent of their service water heating from onsite renewable energy or siterecovered energy or from other sources. [ASHRAE 90.1:6.5.6.2.2] L 503.5 Submittals. The Authority Having Jurisdiction shall require submittal of compliance documentation and supplemental information in accordance with Section 104.3.1 of this code.

    L 504.0 Solar Water Heating Systems.

    L 504.1 General. The erection, installation, alteration, addition to, use or maintenance of solar water heating systems shall be in accordance with this section and the Uniform Solar Energy and Hydronics Code.

    L 504.2 Annual Inspection and Maintenance. Solar energy systems that utilize a heat transfer fluid shall annually be inspected unless inspections are required on a more frequent basis by the solar energy system manufacturer.

    L 505.0 Hard Water.

    L 505.1 Softening and Treatment. Where water has a hardness equal to or exceeding 10 gr/gal (171 mg/L) measured as total calcium carbonate equivalents, the water supply line to water heating equipment and the circuit of boilers shall be softened or treated to prevent accumulation of limescale and consequent reduction in energy efficiency.

    L 506.0 Drain Water Heat Exchangers. L 506.1 General. Drain water heat exchangers shall comply with IAPMO PS 92. The heat exchanger shall be accessible.

Do all new potable piping systems require disinfection?

Generally yes when required by the Authority Having Jurisdiction; when no local method is prescribed follow the Code’s options in § 609.10 (50 ppm/24 hr or 200 ppm/3 hr, flushing, bacteriological repeat if needed).

How close must the low‑pressure cutoff be to the pump inlet?

The low‑pressure cutoff switch must be installed not more than 5 feet (1524 mm) from the pump inlet and set for not less than 10 psi (69 kPa). § 609.9.

Are potable water pumps required to be NSF certified?

Yes—pumps intended to supply drinking water must comply with NSF/ANSI/CAN 61 as required in § 609.8.2.

What insulation thickness is required for a 1‑inch hot water pipe?

For a pipe up to 2 inches diameter, the insulation wall thickness must be not less than the diameter of the pipe (so 1 in pipe requires ≥1 in insulation) under § 609.12.2.
