General requirements & materials for storm drainage
Chapter 11 of the California Plumbing Code establishes the scope, approved materials, sizing, controlled‑flow and testing requirements for storm drainage systems.

Overview
Chapter 11 of the California Plumbing Code (CPC) sets the scope and baseline rules for storm‑water drainage systems — what must be drained, where it may be discharged, and the required separation from sanitary systems (see §1101.1–§1101.3) . This chapter is the starting point for designers and installers to ensure drains, leaders, roof outlets, subsoil drains and related appurtenances meet the Authority Having Jurisdiction’s expectations.
Material and installation requirements describe acceptable piping and fittings for conductors, underground drains and subsoil drains, plus limits on plastic use in specific occupancies (see §1101.4 and Table 1101.4.6) . Roof drains and strainers have their own materials and flashing rules in §1102.1–§1102.3, while sizing, controlled‑flow rules, engineered (including siphonic) systems, and testing requirements are addressed in §§1103–1107, with supporting tables and appendices for sizing guidance .

CHAPTER 11
STORM DRAINAGE
1101.0 General.
1101.1 Applicability. This chapter shall govern the materials, design, and installation of storm water drainage systems. 1101.2 Where Required. Roofs, paved areas, yards, courts, courtyards, vent shafts, light wells, or similar areas having rainwater, shall be drained into a separate storm sewer system, or into a combined sewer system where a separate storm sewer system is not available, or to some other place of disposal satisfactory to the Authority Having Jurisdiction. In the case of one- and two-family dwellings, storm water shall be permitted to be discharged on flat areas, such as streets or lawns, so long as the storm water shall flow away from the building and away from adjoining property, and shall not create a nuisance. 1101.3 Storm Water Drainage to Sanitary Sewer Pro- hibited. Storm water shall not be drained into sewers intended for sanitary drainage. 1101.4 Material Uses. Pipe, tube, and fittings conveying rainwater shall be of such materials and design as to perform their intended function to the satisfaction of the Authority Having Jurisdiction. Conductors within a vent or shaft shall be of cast-iron, galvanized steel, wrought iron, copper, copper alloy, lead, Schedule 40 ABS DWV, Schedule 40 PVC DWV, stainless steel 304 or 316L [stainless steel 304 pipe and fittings shall not be installed underground and shall be kept not less than 6 inches (152 mm) aboveground], or other approved materials, and changes in direction shall be in accordance with the requirements of Section 706.0. ABS and PVC DWV piping installations shall be installed in accordance with applicable standards referenced in Chapter 17 and the firestop protection requirements in the California Building Code . Except for individual single-family dwelling units, materials exposed within ducts or plenums shall have a flame-spread index of not more than 25 and a smoke-developed index of not more than 50, where tested in accordance with ASTM E84 or UL 723. Plastic piping installed in plenums shall be tested in accordance with all requirements of ASTM E84 or UL 723. Mounting methods, supports and sample sizes of materials for testing that are not specified in ASTM E84 or UL 723 shall be prohibited.

the roof drain required for the area served, sized in accordance with Table 1103.1.
(10)Flashings shall extend above the top of the scuppers.
(11)At a wall or parapet, 45 degree (0.79 rad) cants shall be installed.
(12)Separate storm and sanitary drainage systems shall be provided within the building.
(13)Calculations for the roof drainage system shall be submitted along with the plans to the Authority Having Jurisdiction for approval.

1105.2 Setback Roofs. Drains on setback roofs shall be permitted to be connected to the controlled-flow drainage systems provided:
(1) The setback is designed for storing water, or
(2) The square footage of the setback drainage area is converted as outlined in Section 1105.0 to gpm, and the storm-water pipe sizes in the controlled-flow system are based on the sum of the loads.
(3) The branch from each of the roof drains that are not provided with controlled flow shall be sized in accordance
with Table 1103.1.
1106.0 Engineered Storm Drainage System. 1106.1 General. The design and sizing of a storm drainage system shall be permitted to be determined by accepted engineering practices. The system shall be designed by a regis

The provisions contained in this appendix are not mandatory unless specifically adopted by a state agency, or referenced in the adopting ordinance.
1 Scope
1.1 General
This standard shall govern the trenchless installation of polyethylene (PE) pipe for use in sanitary and storm sewers. The installed pipe shall comply with the requirements of the Uniform Plumbing Code (UPC [TM] ) published by the International Association of Plumbing and Mechanical Officials (IAPMO) as to grade and connections to existing pipe and shall also comply with this standard. This standard specifies requirements for the installation of the trenchless insertion of polyethylene (PE) pipe for use in sanitary and storm sewers. 1.2 Terminology
In this Standard,
(a) “shall” is used to express a requirement, i.e., a provision that the user is obliged to satisfy to comply with the Standard;
(b) “should” is used to express a recommendation, but not a requirement;
(c) “may” is used to express an option or something permissible within the scope of the Standard; and
(d) “can” is used to express a possibility or a capability.

CPC § 1602.2 High relevance — show source text
** The installation, construction, alteration, and repair of rainwater catchments systems intended to supply uses such as water closets, urinals, trap primers for floor drains and floor sinks, irrigation, industrial processes, water features, cooling tower makeup and other uses shall be approved by the Authority Having Jurisdiction. Rainwater catchment systems for collecting precipitation from rooftops shall comply with ARCSA/ASPE/ANSI 63. 1602.2 Plumbing Plan Submission. No permit for a rainwater catchment system shall be issued until complete plumbing plans, with data satisfactory to the Authority Having Jurisdiction, have been submitted and approved. 1602.3 System Changes. No changes or connections shall be made to either the rainwater catchment system or the potable water system within a site containing a rainwater catchment system requiring a permit without approval by the Authority Having Jurisdiction. 1602.4 Connections to Potable or Reclaimed (Recy- cled) Water Systems. Rainwater catchment systems shall have no direct connection to a potable water supply or alternate water source system. Exceptions: (1) Potable water, on-site treated nonpotable gray water, or reclaimed (recycled) water is permitted to be used as makeup water for a rainwater catchment system provided the connection is protected by an air gap in accordance with this code.
(2) A potable water supply may be connected temporarily for the initial cross-connection test of the rainwater catchment system as required in Section 1605.3.2. 1602.5 Initial Cross-Connection Test. Where a portion of a rainwater catchment system is installed within a building, a cross-connection test is required in accordance with Section 1605.3. Before the building is occupied or the system is activated, the installer shall perform the initial cross-connection test in the presence of the Authority Having Jurisdiction and other authorities having jurisdiction. The test shall be ruled successful by the Authority Having Jurisdiction before final approval is granted. 1602.6 Sizing. The design and size of rainwater drains, gutters, conductors, and leaders shall comply with Chapter 11 of this code.

715.2 Joining Methods and Materials. Joining methods and materials shall be as prescribed in this code.
715.3 Existing Sewers. Where permitted by the Authority Having Jurisdiction, trenchless methods of rehabilitation of existing building sewer and building storm sewers shall be installed in accordance with Section 715.3.1 or Section 715.3.2.
715.3.1 Sewer Pipe Lining. For trenchless installation of resin-impregnated flexible tubing to line existing building sewers and building storm sewers installation shall be in accordance with ASTM F1216, ASTM F2561, ASTM F2599, or ASTM F3240.
715.3.2 Sewer Pipe Replacement. For trenchless installation of polyethylene (PE) pipe using the pipe bursting method to replace existing building sewers and building storm sewers materials shall be in accordance with ASTM F714.
716.0 Markings.
716.1 General. Pipe, brick, block, prefabricated septic tanks, prefabricated septic tank or seepage pit covers, or other parts or appurtenances incidental to the installation of building sewers or private sewage disposal systems shall be in accordance with the approval requirements of Chapter 3 of this code.
717.0 Size of Building Sewers. 717.1 General. The minimum size of a building sewer shall be determined on the basis of the total number of fixture units drained by such sewer, in accordance with Table 717.1. No building sewer shall be smaller than the building drain.

718.0 Grade, Support, and Protection of Building Sewers.

1101.6.1 Discharge. Subsoil drains shall be piped to a storm drain, to an approved water course, to the front street curb or gutter, to an alley, or the discharge from the subsoil drains shall be conveyed to the alley by a concrete gutter. Where a continuously flowing spring or groundwater is encountered, subsoil drains shall be piped to a storm drain or an approved water course. 1101.6.2 Sump. Where it is not possible to convey the drainage by gravity, subsoil drains shall discharge to an accessible sump provided with an approved automatic electric pump.

1 Scope
1.1 General
1.1.1 This Standard specifies requirements for the installation of SDR 9 CTS crosslinked polyethylene (PEX) tubing and fittings, including cold-expansion, crimp, press, and mechanical compression fittings, intended for hot- and cold-water distribution systems within buildings.
1.1.2 This Standards applies to
(a) SDR 9 CTS PEX tubing complying with ASTM F876 and pressure-rated in accordance with PPI TR-3; and (b) PEX fitting systems complying with (i) ASTM F877, for mechanical compression fittings and metal or plastic insert fittings with stainless steel press sleeves; (ii) ASTM F1807 or ASTM F2159, for metal or plastic insert fittings with copper crimp rings; (iii) ASTM F1960, for cold expansion fittings with PEX reinforced rings; or (iv) ASTM F2080, for cold expansion fittings with metal compression sleeves. 1.2 Terminology

STORM DRAINAGE
1101.0 General.
1101.1 Applicability. This chapter shall govern the materials, design, and installation of storm water drainage systems. 1101.2 Where Required. Roofs, paved areas, yards, courts, courtyards, vent shafts, light wells, or similar areas having rainwater, shall be drained into a separate storm sewer system, or into a combined sewer system where a separate storm sewer system is not available, or to some other place of disposal satisfactory to the Authority Having Jurisdiction.

Chapter 16 Nonpotable Rainwater Catchment Systems.
Chapter 16 regulates nonpotable rainwater catchment systems that include irrigation; toilet and urinal flushing with proper treatment; provisions where permits are required; maintenance of alternate water sources; and minimum water quality. This chapter provides guidance on how to optimize rainwater use while ensuring there is a decrease of risk to consumers from poor design, installation, and maintenance. Rainwater harvesting is the process of capturing, channeling, and storing water runoff for later use. Most systems are constructed of three principal components: the catchment area, the collection device, and the conveyance system.
Chapter 17 Referenced Standards.
Chapter 17 provides two comprehensive tables with referenced standards. The standards listed in Table 1701.1 are applied as indicated in the applicable reference section(s). A list of additional approved standards, publications, practices, and guides that are not referenced in specific sections appear in Table 1701.2.
Referenced standards set forth specific details of accepted practices, materials specifications, or test methods in many specialized applications. Standards provide an efficient method of conveying complex information and specifications on the performance requirements for materials, products, systems, application, and installation. The manner and purpose for a standard’s use and, in turn, code compliance, must be definitive in all references to the standard. If the standard is intended to be a requirement for judging code compliance, the code must state its intent for use. The standard should adequately address a defined need and at the same time specify the minimum performance requirements, technical characteristics and methods of testing, and required test results.
The referenced standards tables are organized in a manner that makes it easy to find specific standards in alphabetical order, and by acronym of the publishing agency of the standard. The tables list the title of the standard, the edition, and any addenda. Contact information for each publishing agency is provided at the end of the chapter.
Appendix A Recommended Rules for Sizing the Water Supply System.
Appendix A provides a method of sizing the water supply and distribution system that provides precise calculations to establish the proper pressures and flow to the system’s fixtures. The goal of sizing the system is to deliver an acceptable volume of water to the most hydraulically remote fixture during minimum pressure and maximum flow conditions; provide satisfactory water pressure to the most hydraulically remote fixture during minimum pressure and maximum flow conditions; and to prevent excessive water velocity during maximum flow conditions.
Appendix B Explanatory Notes on Combination Waste and Vent Systems.
Appendix B contains general guidelines for the design and installation of combination waste and vent systems. These systems are designed for waste piping and are purposely oversized to serve as both a waste and vent pipe to avoid excessive pneumatic effects at fixture drains.
Appendix C Alternate Plumbing Systems.
The intent of this appendix is to provide clarification of procedures for the design and approval of engineered plumbing systems, alternate materials, and equipment that are not specifically covered in other parts of the code. Alternative methods are allowed to be used where approved by the authority having jurisdiction. Approval of alternatives is based on a demonstration showing that the method or material used is at least equivalent in strength, deflection, and capacity to that provided by the prescriptive methods and materials.
