Certification requirements and as-built / valve identification records

The California Plumbing Code requires you to file duplicate construction documents and get plan approval before a medical gas/vacuum system permit is issued, to certify the installed system per the certification section referenced by **§ 1304.2**, and to leave the as-built plans and valve identification records at the facility after completion (see **§ 1304.3** and **§ 1304.5**).

    SPECIAL CONSTRUCTION

    Parks Act (Health and Safety Code Section 18200 et seq.) and the California Code of Regulations, Title 25, Division 1, Chapter 2. Manufac- tured homes must meet unit identification (data plate) and certification label requirements as specified in the Code of Federal Regulations, Title 24, Subtitle B, Chapter XX, Part 3280 and Health and Safety Code Section 18032. Commercial modulars and special purpose commercial modulars must meet identification requirements in the California Code of Regulations, Title 25, Division 1, Chapter 3, Subchapter 2.

    3113.1.1 Compliance. A newly constructed relocatable building shall comply with the requirements of this code for new construction. [DSA-SS and DSA-SS/CC] as enforced by the enforcement agency. An existing relocatable building that is undergoing alteration, addition, change of occupancy or relocation shall comply with Chapter 14 of the California Existing Building Code .

    Exception: [DSA-SS and DSA-SS/CC] An existing relocatable public school building that is undergoing alteration, addition or change of occupancy shall comply with Chapter 3 of the California Existing Building Code.

    3113.2 Supplemental information. Supplemental information specific to a relocatable building shall be submitted to the authority having jurisdiction. It shall, as a minimum, include the following in addition to the information required by Section 105:

    Exception: [DSA-SS and DSA-SS/CC] Supplemental information specific to a relocatable building shall be submitted to the enforce- ment agency. It shall, as a minimum, include the following in addition to the information required by Section 1603A:

    1. Manufacturer’s name and address.

    2. Date of manufacture.

    4. Manufacturer’s design drawings.

    5. Type of construction in accordance with Section 602.

    6. Design loads including: roof live load, roof snow load, floor live load, wind load and seismic site class, use group and design category.

    3113.3 Manufacturer’s data plate. Each relocatable module shall have a data plate that is permanently attached on or adjacent to the electrical panel, and shall include the following information:

    1. Occupancy group.

    2. Manufacturer’s name and address.

    3. Date of manufacture.

    4. Serial number of module.

    5. Design roof live load, design floor live load, snow load, wind and seismic design.

    6. Approved quality assurance agency or approved inspection agency.

    7. Codes and standards of construction.

    8. Envelope thermal resistance values.

    9. Electrical service size.

    10. Fuel-burning equipment and size.

    11. Special limitations if any.

    (7) Other means of protection, if the degree of protection afforded is equal to or greater than that afforded by any of the features set forth above and has been independently verified by an approved testing laboratory as meeting standards for those features estab- lished by ASTM International, the American Society of Mechanical Engineers, or another nationally recognized standards development organization, and the feature is accompanied by a label verifying that the protection meets those standards.

    (b) The requirements of subdivision (a) are not satisfied by any of the following: (1) An exit alarm and a self-closing, self-latching device on the same door. (2) An exit alarm and a door latch on separate doors. (3) A safety pool cover and an alarm described in paragraph (6) of subdivision (a).

    (c) Before the issuance of a final approval for the completion of permitted construction or remodeling work, the local building code offi- cial shall inspect the drowning safety prevention features required by this section and, if no violations are found, shall give final approval.

    115923. An enclosure shall have all of the following characteristics:

    (a) Any access gates through the enclosure open away from the swimming pool, and are self-closing with a self-latching device placed no lower than 60 inches above the ground.

    (b) A minimum height of 60 inches.

    (c) A maximum vertical clearance from the ground to the bottom of the enclosure of two inches.

    (d) Gaps or voids, if any, do not allow passage of a sphere equal to or greater than four inches in diameter.

    (e) An outside surface free of protrusions, cavities or other physical characteristics that would serve as handholds or footholds that could enable a child below the age of five years to climb over.

    115924. (a) Any person entering into an agreement to build a swimming pool or spa, or to engage in permitted work on a pool or spa covered by this article, shall give the consumer notice of the requirements of this article.

    (b) Pursuant to existing law, the Department of Health Services shall have available on the department’s Web site, commencing January 1, 2007, approved pool safety information available for consumers to download. Pool contractors are encouraged to share this informa- tion with consumers regarding the potential dangers a pool or spa poses to toddlers. Additionally, pool contractors may provide the consumer with swimming pool safety materials produced from organizations such as the United States Consumer Product Safety Commission, Drowning Prevention Foundation, California Coalition for Children’s Safety & Health, Safe Kids Worldwide, Association of Pool and Spa Professionals, or the American Academy of Pediatrics.

    115925. The requirements of this article do not apply to any of the following:

    (a) Public swimming pools.

  • CPC § 104.1 Medium relevance — show source text

    [A] 104.1 General. The building official is hereby authorized and directed to enforce the provisions of this code.

    [A] 104.2 Determination of compliance. The building official shall have the authority to determine compliance with this code, to render interpretations of this code and to adopt policies and procedures in order to clarify the application of its provisions. Such interpretations, policies and procedures:

    1. Shall be in compliance with the intent and purpose of this code.
    2. Shall not have the effect of waiving requirements specifically provided for in this code.

    [A] 104.2.1 Listed compliance. Where this code or a referenced standard requires equipment, materials, products or services to be listed and a listing standard is specified, the listing shall be based on the specified standard. Where a listing standard is not specified, the listing shall be based on an approved listing criteria. Listings shall be germane to the provision requiring the listing. Installation shall be in accordance with the listing and the manufacturer’s instructions, and where required to verify compliance, the listing standard and manufacturer’s instructions shall be made available to the building official.

    [A] 104.2.2 Technical assistance. To determine compliance with this code, the building official is authorized to determine compliance with this code, to require the owner or owner’s authorized agent to provide a technical opinion and report.

    [A] 104.2.2.1 Cost. A technical opinion and report shall be provided without charge to the jurisdiction.

    [A] 104.2.2.2 Preparer qualifications. The technical opinion and report shall be prepared by a qualified engineer, specialist, laboratory or specialty organization acceptable to the building official. The building official is authorized to require design submittals to be prepared by, and bear the stamp of, a registered design professional.

    [A] 104.2.2.3 Content. The technical opinion and report shall analyze the properties of the design, operation or use of the building or premises and the facilities and appurtenances situated thereon to identify and propose necessary recommendations.

    [A] 104.2.2.4 Tests. Where there is insufficient evidence of compliance with the provisions of this code, the building official shall have the authority to require tests as evidence of compliance. Test methods shall be as specified in this code or by other recognized test standards. In the absence of recognized test standards, the building official shall approve the testing procedures. Such tests shall be performed by a party acceptable to the building official.

    [A] 104.2.3 Alternative materials, design and methods of construction and equipment. The provisions of this code are not intended to prevent the installation of any material or to prohibit any design or method of construction not specifically prescribed by this code, provided that any such alternative has been approved.

    Exception: Performance-based alternative materials, designs or methods of construction and equipment complying with the International Code Council Performance Code . This exception shall not apply to alternative structural materials or to alternative structural designs. [DSA-SS, DSA-SS/CC] The International Code Council Performance Code is not permitted by DSA.

    [DSA-SS, DSA-SS/CC & OSHPD 1, 1R, 2, 4 & 5] Alternative system shall satisfy ASCE 7 Section 1.3, unless more restrictive require- ments are established by this code for an equivalent system.

    [DSA-SS, DSA-SS/CC] Alternative systems shall also satisfy the California Administrative Code, Section 4-304.

Frequently asked questions

Who must keep the as-built plans and valve identification records on site?

The code requires that a record of as-built plans and valve identification records remain on the site; the owner/operator of the facility is responsible for retaining them at the facility per § 1304.5.

Do I need to submit anything before I get a permit?

Yes — duplicate construction documents must be filed with and approved by the Authority Having Jurisdiction before issuance of a permit, per § 1304.3.

What must be on a valve tag?

Valve identification must include the name/chemical symbol, color code, room(s) or areas served, and a caution not to operate except in emergency as specified in § 1323.14.

Where do I find the detailed certification/test steps I must perform?
