Which installations are excluded from the chapter (what is not covered)?

Chapter 12 applies to ordinary building fuel‑gas piping (subject to pressure limits), but **§ 1202.3** specifically excludes many installations — portable appliances, agriculture/process equipment, refineries and large chemical plants, utility distribution equipment, vehicle/RV/CNG systems, temporary construction piping, LNG facilities, and similar specialized systems — which are regulated by other standards or authorities.

What the code requires — plain English

The California Plumbing Code limits Chapter 12 (Fuel Gas Piping) to building and premises fuel‑gas piping up to specified pressures and then lists a set of installations that are outside the chapter’s scope. In short: Chapter 12 does not apply to certain portable, industrial, utility, vehicle, rail, large‑plant, and special‑process gas installations — see § 1202.3 for the full list.

Chapter 12 applies to ordinary building and premises fuel‑gas piping (subject to the pressure limits in § 1201.1), but it does NOT apply to a specific set of industrial, utility, vehicle, temporary, or process piping installations listed in § 1202.3.

How to use these rules (quick checklist)

  • Is the piping part of ordinary building/premises service and operating at ≤ 5 psi natural gas (or ≤ 10 psi undiluted LP‑Gas)? If yes, Chapter 12 ordinarily applies — see § 1201.1.
  • If the installation is on the exclusion list in § 1202.3 (portable appliances, industrial/process plants, utility distribution equipment, vehicle/CNG/LNG, temporary construction piping, etc.), Chapter 12 does not apply; the installation is regulated by other standards or agencies (NFPA standards, utility standards, or industry codes).

Exceptions & special cases

  • Some items in § 1202.3 carve out only a portion of an installation (for example, the code excludes certain utility‑owned distribution equipment but the building‑side piping downstream of the meter may still fall under Chapter 12). Read item‑specific text in § 1202.3 to determine boundary.
  • Pressure thresholds matter: Chapter 12’s general applicability statement in § 1201.1 limits the chapter to natural gas piping up to 5 psi and undiluted LP‑Gas up to 10 psi; piping above those pressures likely falls outside Chapter 12 and must be handled under other standards. § 1201.1 clarifies these pressure limits.
  • Temporary systems: temporary fixed piping used during construction that will NOT become part of the permanent building piping is explicitly excluded (see list item on temporary LP‑Gas piping). If the temporary piping will be made permanent, the permanent portion must comply when it becomes permanent.

Common mistakes

  • Treating utility distribution infrastructure (meter, service regulator, utility‑owned piping) as if it were governed by Chapter 12 — it’s generally excluded. Check § 1202.3 and contact the gas supplier.
  • Assuming all vehicle/refuse/rail fuel systems are covered — the code excludes vehicle and RV systems manufactured to NFPA 1192 and similar. § 1202.3 lists these exclusions.
  • Ignoring pressure limits — piping at pressures above the 5 psi / 10 psi thresholds may not be covered by Chapter 12; verify applicable jurisdictional standards (see § 1201.1).
  • Applying Chapter 12 rules to process gas or feedstock piping in chemical plants or refineries — these are specifically excluded and are typically regulated by process/industrial standards (see § 1202.3).

Worked example — concrete scenario

Scenario: A contractor is asked to install fixed LP‑Gas piping to supply a temporary construction heater on a renovation job. The service regulator will deliver LP‑Gas at 2 psi and the piping will be removed at project end.

Apply the code:

  • Step 1 — Is it a temporary fixed piping installation that will NOT become permanent? Yes. § 1202.3 explicitly excludes LP‑Gas piping installed for building construction or renovations that is not to become part of the permanent building piping system. Therefore Chapter 12 does not apply to that temporary piping.
  • Step 2 — If the owner later intends the piping to remain as permanent building piping, the piping would then need to comply with Chapter 12 (subject to the pressure limits in § 1201.1).

Numeric check: even though gas pressure (2 psi) is below the 5 psi / 10 psi thresholds, the temporary nature alone places the installation in the exclusion in § 1202.3.

    1203.0 Inspection.

    1203.1 Inspection Notification. Upon completion of the installation, alteration, or repair of gas piping, and prior to the use thereof, the Authority Having Jurisdiction shall be notified that such gas piping is ready for inspection.

    1203.2 Excavation. Excavations required for the installation of underground piping shall be kept open until the piping has been inspected and approved. Where such piping is covered or concealed before such approval, it shall be exposed upon the direction of the Authority Having Jurisdiction.

    1203.3 Type of Inspections. The Authority Having Jurisdiction shall make the following inspections and either shall approve that portion of the work as completed or shall notify the permit holder wherein the same fails to be in accordance with this code.

    1203.3.1 Rough Piping Inspection. This inspection shall be made after gas piping authorized by the permit has been installed and before such piping has been covered or concealed or fixture or appliance has been attached thereto. This inspection shall include a determination that the gas piping size, material, and installation meet the requirements of this code.

    1203.3.2 Final Piping Inspection. This inspection shall be made after piping authorized by the permit has been installed, and after portions, thereof that are to be covered or concealed are so concealed, and before fixture, appliance, or shutoff valve has been attached thereto.

    A5.303.4 Water conserving plumbing fixtures and fittings.

    A5.303.4.1 Nonwater urinals. Nonwater urinals with drain cleansing action are installed in accordance with the California Plumbing Code .

    Where approved, nonwater urinals with drain cleansing action (formerly urinal, hybrids) as defined in Chapter 2, shall be considered waterless urinals.

    A5.303.5 Dual plumbing. New buildings and facilities shall be dual plumbed for potable and recycled water systems for toilet flushing when recycled water is available as determined by the enforcement authority.

    SECTION A5.304—OUTDOOR WATER USE

    A5.304.1 Reserved.

    A5.304.2 Outdoor water use. For new water service not subject to the provisions of Water Code Section 535, separate meters or submeters shall be installed for indoor and outdoor potable water use for landscaped areas of at least 500 square feet but not more than 1,000 square feet.

    A5.304.6 Restoration of areas disturbed by construction. Restore all landscape areas disturbed during construction by planting with local adaptive and/or noninvasive vegetation.

    A5.304.7 Previously developed sites. On previously developed or graded sites, restore or protect at least 50 percent of the site area with adaptive and/or noninvasive vegetation. Projects complying with Section A5.106.3, Item 3 may apply vegetated roof surface to this calculation if the roof plants meet the definition of adaptive and noninvasive.

    Exception: Area of the building footprint is excluded from the calculation.

    [ASHRAE 90.1:7.5.2] L 503.4.3 Large Service Water-Heating Systems. New buildings with service water-heating systems with a total installed input capacity of 1 000 000 Btu/h (293 kW) or greater, provided by high-capacity gas-fired service water-heating equipment shall meet either or both of the following requirements:

    (1) Where a single unit of high-capacity gas-fired service water-heating equipment is installed, it shall have a minimum thermal efficiency ( Et ) of 92 percent. (2) Multiple units of high-capacity gas-fired service water-heating equipment connected to the same service water-heating system shall have a total input-capacity-weighted average thermal efficiency ( Et ) of at least 90 percent, and a minimum of 30 percent of the input of the high-capacity gas-fired service water-heating equipment in the service water heating-system shall have a thermal efficiency ( Et ) of at least 92 percent.

    High-capacity gas-fired service water-heating equipment comprises gas-fired instantaneous water heaters with a rated input both greater than 200 000 Btu/h (58.6 kW) and not less than 4000 British thermal units per hour per gallon [Btu/(h•gal)] (0.3097 kW/L) of stored water, and gas-fired storage water heaters with a rated input both greater than 105 000 Btu/h (30.8 kW) and less than 4000 British thermal units per hour per gallon [Btu/(h•gal)] (0.3097 kW/L) of stored water.

    Exceptions:

    (1) Water heaters installed in individual dwelling units.

    (2) Individual gas water heaters with input capacity not greater than 100 000 Btu/h (29.3 kW). [ASHRAE 90.1:7.5.3] L 503.4.4 Heat Recovery for Service Water Heating. Condenser heat recovery systems shall be installed for heating or preheating of service hot water provided all of the following are true:

    (1) The facility operates 24 hours a day.

    (2) The total installed heat rejection capacity of the water-cooled systems exceeds 6 000 000 Btu/h (1758 kW) of heat rejection.

    APPENDIX L

    L 503.4.5 Capacity. The required heat recovery system shall have the capacity to provide the smaller of:

    (1) Sixty percent of the peak heat-rejection load at design conditions or

    (2) Preheat of the peak service hot-water draw to 85°F (29°C).

    Exceptions:

    (1) Facilities that employ condenser heat recovery for space heating with a heat recovery design exceeding 30 percent of the peak water-cooled condenser load at design conditions.

    This document describes the options available and requirements of Wholesale Distribution Customers (Other Utilities or Customers which can connect to PG&Es Primary Voltage Distribution System and receive energy at Wholesale Rates as defined in the Wholesale Distribution Tariff − WDT). These Distribution Customers must have an executed Wholesale Distribution Tariff and Service Agreement (SA) filed with FERC (Federal Energy Regulatory Commission) to be eligible for these options of Interconnection. Excluded from this Document and disallowed are new WDT Connections at Secondary Voltage Levels (Below 600 Vac) as well as connections to Network Primary Voltage Circuits and Network Secondary Voltage Systems.

    This document details the equipment and connections requirements to safely interconnect to PG&E’s Electric Distribution System. These connections require clearly separated asset ownership while allowing for both parties (PG&E and the Wholesale Customer) to complete maintenance and operation tasks with little or minimal interaction requirements between the parties. Variations of these examples should be submitted through the Variance Process (TD−2951P−01 Request for Variance from Electric Distribution Standards) and discussed in advance with Electric Distribution Planning Departments prior to approval allowing Project progression. The intent of this document is that these generalized examples are the ONLY allowable configurations to be approved without an approved variance in the Electronic Document Routing System (EDRS). Variances are NOT precedent setting but rather are on a Project by Project Case.

    Distribution Customers must provide space and locations for the equipment identified in Table 1. The intent of the equipment requirements identified in Table 1 allow the Distribution Customer (WDT Eligible Electric Utility Customer) to function largely independent of the Distribution Provider (PG&E) while at the same time isolating failures to the Distribution Customers System from affecting the PG&E Distribution System.

    4 General

    4.1 Tubing

    4.1.1 PEX tubing can be

    (a) pigmented throughout (i.e., with color); (b) non-pigmented (e.g., translucent or natural); or (c) coated with a pigmented layer. 4.1.2 PEX tubing is typically available in NTS-1/4 to NTS-3.

    4.1.3 Before installation, the installer shall review the tubing markings and verify that

    (a) the standard designation(s) of the fittings to which the tube can be joined to is included in the markings; (b) it bears a certification mark from an accredited certification organization; and (c) pressure and temperature ratings meet or exceed that of the intended end-use. 4.2 Fittings 4.2.1 Cold-Expansion Fittings

    Cold-expansion fittings typically are made of brass, stainless steel, or sulfone; consist of an insert and a PEX reinforcing ring; and are available in NTS-3/8 to NTS-3.

    4.2.2 Crimp or Press Insert Fittings

    Crimp or press insert fittings typically

    (a) are made of brass, stainless steel, or sulfone; (b) consist of an insert and a copper crimp ring or a stainless steel press ring (c) are available in NTS-3/8 to NTS-2 4.2.3 Compression Fittings

    Compression (i.e., transition) fittings typically

    Only fittings systems marked on the tubing shall be used for installation with that particular tubing.

    4.4 Tools

    Tools and tool accessories (e.g., tool heads) used for the installation of PEX tubing systems shall be in accordance with the manufacturer’s specifications and written instructions.

    Exception: [OSHPD 1, 2, 3, 4 & 5] Use of CPVC is not per- mitted for potable water applications. 604.1.1 Local Authority to Approve CPVC Pipe Within Residential Buildings Under Specified Con- ditions. [HCD 1 & HCD 2] The local responsible build- ing official of any city, county, or city and county, shall authorize by permit the use of CPVC for hot and cold water distribution systems within the interior of residential build- ings provided all of the following conditions are satisfied:

    (a) Permit Conditions. Any building permit issued pur- suant to Section 604.1.1 shall be conditioned on compliance with the mitigation measures set forth in this section.

    (b) Approved Materials. Only CPVC plumbing mate- rial listed as an approved material and installed in accordance with this code may be used.

    (c) Installation and Use. Any installation and use of CPVC plumbing material pursuant to this section shall comply with all applicable requirements of this code and the manufacturer’s installation instructions.

    (d) Certification of Compliance. Prior to issuing a building permit pursuant to Section 604.1.1, the building official shall require as part of the permit- ting process that the contractor, or the appropriate plumbing subcontractors, provide written certifica- tion: (1) that is required in subdivision (e), and (2) that he or she will comply with the flushing proce- dures and worker safety measures of this code and the manufacturer’s installation instructions.

    (e) Worker Safety. Any contractor applying for a build- ing permit that includes the use of CPVC plumbing materials authorized pursuant to this section shall include in the permit application a signed written certification stating that:

    (1) They are aware of the health and safety hazards associated with CPVC plumbing installations;

    (2) They have included in their Injury and Illness Prevention Plan the hazards associated with CPVC plumbing pipe installations; and

    (3) The worker safety training elements of their Injury and Illness Prevention Plan meet the Department of Industrial Relation’s guidelines.

    (f) Findings of Compliance. The building official shall not give final permit approval of any CPVC plumbing materials installed pursuant to Section 604.1.1 unless he or she finds that the material has been installed in compliance with the requirements of this code and the manufacturer’s installation instructions.

    (g) Penalties. Any contractor or subcontractor found to have failed to comply with the flushing, ventilation, and glove requirements of this code and the manu- facturer’s installation instructions shall be subject to the penalties in Health and Safety Code, Division 13, Part 1.5, Chapter 6 (Section 17995 et seq.). In addition, if during the conduct of any building inspection the building official finds that the venti- lation and glove requirements of this code, are being violated, such building officials shall cite the con- tractor or subcontractor for that violation.

    (h) Special Requirements for CPVC Installation within Residential Structures. In addition to the other requirements in the California Plumbing Code, all installations of CPVC pipe within resi- dential structures shall meet the following:

    A5.303.4 Water conserving plumbing fixtures and fittings.

    A5.303.4.1 Nonwater urinals. Nonwater urinals with drain cleansing action are installed in accordance with the California Plumbing Code .

    Where approved, nonwater urinals with drain cleansing action (formerly urinal, hybrids) as defined in Chapter 2, shall be considered waterless urinals.

    A5.303.5 Dual plumbing. New buildings and facilities shall be dual plumbed for potable and recycled water systems for toilet flushing when recycled water is available as determined by the enforcement authority.

    SECTION A5.304—OUTDOOR WATER USE

    A5.304.1 Reserved.

    A5.304.2 Outdoor water use. For new water service not subject to the provisions of Water Code Section 535, separate meters or submeters shall be installed for indoor and outdoor potable water use for landscaped areas of at least 500 square feet but not more than 1,000 square feet.

    A5.304.6 Restoration of areas disturbed by construction. Restore all landscape areas disturbed during construction by planting with local adaptive and/or noninvasive vegetation.

    A5.304.7 Previously developed sites. On previously developed or graded sites, restore or protect at least 50 percent of the site area with adaptive and/or noninvasive vegetation. Projects complying with Section A5.106.3, Item 3 may apply vegetated roof surface to this calculation if the roof plants meet the definition of adaptive and noninvasive.

    Exception: Area of the building footprint is excluded from the calculation.

A copy of the whole building life cycle assessment which includes the GWP analysis produced by the software, in addition to maintenance and training information, shall be included in the operation and maintenance manual and shall be provided to the owner at the close of construction. The enforcing agency may require inspection and inspection reports in accordance with Sections 702.2 and 703.1 during and at completion of construction to demonstrate substantial conformance. Inspection shall be performed by the design professional of record or third party acceptable to the enforcing agency.

    A5.409.3 Product GWP compliance—prescriptive path. Each product that is permanently installed and listed in Table A5.409.3 shall have a Type III environmental product declaration (EPD), either product-specific or factory-specific.

    R 101.0 Tiny Houses.

    R 101.1 Applicability. This appendix shall apply to structures permanently attached to a foundation. The tiny house plumbing systems shall be designed and installed in accordance with the requirements of this appendix and the requirements of this code. The provision of this appendix shall apply to permanent structures of 400 square feet (37 m [2] )or less. The provisions of this appendix shall not apply to recreational vehicles as defined in NFPA 1192 or to manufactured homes

    as defined in NFPA 501A.

    R 102.0 Definitions.

    R 102.1 General. For purposes of this appendix, the following definition shall apply:

    Tiny House. A single family dwelling that, is not greater than 400 square feet (37 m [2] ), not including loft area.

    R 103.0. General.

    R 103.1 Permits and Construction Documents. Per mits and construction documents shall be submitted and approved in accordance with Section 104.0. R 103.2 Fuel-Gas Piping System. Gas piping system shall be sized and installed in accordance with Chapter 12.

    R 103.3 Water Heaters. Water heaters shall be installed in accordance with Chapter 5 and the manufacturer’s recommendations and instructions.

    R 103.4 Potable Water Sources. Where a public water supply system is available, it shall be used. Private or alternate water sources shall comply with the potable water standards of the state, and local health authority. R 103.5 Water Supply to Fixtures. Each plumbing fixture shall be provided with an adequate supply of potable water in accordance with Chapter 6.

    R 103.6 Protection of Potable Water. The potable water supply shall be protected from pollution and contamination in accordance with Section 602.0 and Section 603.0. Backflow prevention shall be in accordance with Table 603.2.

    R 103.7 Water-Treatment Equipment. Where installed, water-treatment equipment shall comply with the requirements of Section 611.0.

    R 103.8 Testing. Installations of water supply, drainage, and venting systems shall be tested and inspected in accordance with the requirements of this code.

    R 201.0 Tiny House Fixtures.

    R 201.1 Fixtures. Plumbing fixtures shall comply with the requirements of Chapter 4.

    R 201.2 Kitchen. Each tiny house shall be provided with a kitchen sink.

    1 Scope

    1.1 General

    1.1.1 This Standard specifies requirements for the installation of SDR 9 CTS crosslinked polyethylene (PEX) tubing and fittings, including cold-expansion, crimp, press, and mechanical compression fittings, intended for hot- and cold-water distribution systems within buildings.

    1.1.2 This Standards applies to

    (a) SDR 9 CTS PEX tubing complying with ASTM F876 and pressure-rated in accordance with PPI TR-3; and (b) PEX fitting systems complying with (i) ASTM F877, for mechanical compression fittings and metal or plastic insert fittings with stainless steel press sleeves; (ii) ASTM F1807 or ASTM F2159, for metal or plastic insert fittings with copper crimp rings; (iii) ASTM F1960, for cold expansion fittings with PEX reinforced rings; or (iv) ASTM F2080, for cold expansion fittings with metal compression sleeves. 1.2 Terminology

    In this Standard,

    (a) “shall” is used to express a requirement, i.e., a provision that the user is obliged to satisfy to comply with the Standard; (b) “should” is used to express a recommendation, but not a requirement; (c) “may” is used to express an option or something permissible within the scope of the Standard; and (d) “can” is used to express a possibility or a capability.     Materials for piping and tubing must meet the working temperature and pressure of the system. Furthermore, materials must be compatible with the transfer medium to prevent deformation, bursting, or any chemical action between the material and the transfer medium. Approved materials for indoor piping, fittings, and accessories that are a part of a groundwater system as well as the allowable joining methods for piping or tubing are provided for application and enforcement purposes.

    Chapter 18 Referenced Standards. Chapter 18 provides two comprehensive tables with referenced standards. The standards listed in Table 1801.1 are applied as indicated in the applicable reference section(s). A list of additional approved standards, publications, practices, and guides that are not referenced in specific sections appear in Table 1801.2.

    Referenced standards set forth specific details of accepted practices, materials specifications, or test methods in many specialized applications. Standards provide an efficient method of conveying complex information and specifications on the performance requirements for materials, products, systems, application, and installation. The manner and purpose for a standard’s use and, in turn, code compliance, must be definitive in all references to the standard. If the standard is intended to be a requirement for judging code compliance, the code must state its intent for use. The standard should adequately address a defined need and at the same time specify the minimum performance requirements, technical characteristics and methods of testing, and required test results.

    The referenced standards tables are organized in a manner that makes it easy to find specific standards in alphabetical order, and by acronym of the publishing agency of the standard. The tables list the title of the standard, the edition, and any addenda. Contact information for each publishing agency is provided at the end of the chapter.

    Appendix A Residential Plans Examiner Review Form for HVAC System Design. A residential plans examiner review form is located in this appendix as an example to assist users in identifying whether the HVAC system has followed the approved procedures for system design (loads, equipment, and ducts).

    Appendix B Procedures to be Followed to Place Gas Equipment in Operation. Appendix B provides requirements for the procedures that apply after an appliance is installed in place, piped, and connected to its venting system. The requirements include adjusting the burner input, air adjustments, verifying operation of safety shutoffs, automatic ignition, and protective devices, checking draft for vent-connected appliances, and operating instructions.

    Appendix C Installation and Testing of Oil (Liquid) Fuel-Fired Equipment. Appendix C governs the installation, testing, or repair of oil or liquid fuel-burning equipment used in buildings or structures and equipment.

    Appendix D Fuel Supply: Manufactured/Mobile Home Parks and Recreational Vehicle Parks. The provisions of this appendix apply to the fuel gas piping systems of mobile home and recreational vehicle parks. These provisions also apply to the use, maintenance, and installation for supplying fuel gas for accessory buildings or structures, and building components.
