    104.0 Permits.

    104.1 Permits Required. It shall be unlawful for a person, firm, or corporation to make an installation, alteration, repair, replacement, or remodel a plumbing system regulated by this code except as permitted in Section 104.2, or to cause the same to be done without first obtaining a separate plumbing permit for each separate building or structure. 104.2 Exempt Work. A permit shall not be required for the following:

    (1) The stopping of leaks in drains, soil, waste, or vent pipe, provided, however, that a trap, drainpipe, soil, waste, or vent pipe become defective, and it becomes necessary to remove and replace the same with new material, the same shall be considered as new work and a permit shall be procured and inspection made as provided in this code.

    (2) The clearing of stoppages, including the removal and reinstallation of water closets, or the repairing of leaks in pipes, valves, or fixtures, provided such repairs do not involve or require the replacement or rearrangement of valves, pipes, or fixtures.

    Exemption from the permit requirements of this code shall not be deemed to grant authorization for work to be done in violation of the provisions of the code or other laws or ordinances of this jurisdiction. 104.3 Application for Permit. To obtain a permit, the applicant shall first file an application therefore in writing on a form furnished by the Authority Having Jurisdiction for that purpose. Such application shall:

    (1) Potable or reclaimed (recycled) water is permitted to be used as makeup water for a non-pressurized storage tank provided the makeup water supply inlet is protected by an air gap in accordance with this code.

    (2) A potable water supply may be connected temporarily for the initial cross-connection test of the on-site treated non- potable gray water system as provided in Section 1502.3.2. 1506.5 Water Pressure. On-site treated non-potable gray water systems supplying water to water closets, urinals, and trap primers shall be capable of delivering not less than 15 pounds-force per square inch (psi) (103 kPa) residual pressure at the highest and most remote outlet served.     ALTERNATE WATER SOURCES FOR NONPOTABLE APPLICATIONS

  • CPC § 1505.1.1 High relevance — show source text

    The provisions in this section_ encompass the installation, construction, alteration, and repair of recycled water supply systems that are within or a part of a building, including a landscape irrigation system that connects to plumbing that is within or a part of a building, and receive reclaimed (recycled) water provided by a water/wastewater util- ity. When dealing with recycled water supply systems, the Authority Having Jurisdiction and Enforcing Agency may include the recycled water purveyor or potable water purveyor in accordance with their respective statutory authority and responsibility as provided on their respective permits for sup- plying water. Plumbing systems using reclaimed (recycled) water that do not enter the interior of a building plumbed with potable water are not encompassed by this section. All reclaimed (recycled) water use, covered and not covered by this code, is subject to applicable provisions of the State Water Resources Control Board’s Cross-Connection Control Policy Handbook and the California Code of Regulations: Title 22 and Title 23 .

    1505.1.1 Allowed Uses. Allowed uses shall include water closets, urinals, trap primers for floor drains and floor sinks, aboveground and subsurface irrigation, industrial or commercial cooling or air conditioning and other uses as generally allowed in the California Code of Regulations, Title 22, Division 4, Chapter 3 and specifi- cally allowed in the permit for the facility producing or supplying the reclaimed (recycled) water issued by the State Water Resources Control Board or Regional Water Quality Control Board .

    1505.1.2 Structures Allowed for Toilet and Urinal Flushing. In accordance with Water Code Section 13553, reclaimed (recycled) water shall be allowed for toilet and urinal flushing in certain structures.     1.8.4.2 Fees. Subject to other provisions of law, the gov- erning body of any city, county, or city and county may prescribe fees to defray the cost of enforcement of rules and regulations promulgated by the Department of Hous- ing and Community Development. The amount of the fees shall not exceed the amount reasonably necessary to administer or process permits, certificates, forms, or other documents, or to defray the costs of enforcement. For additional information, see State Housing Law, Health and Safety Code, Division 13, Part 1.5, Section 17951 and California Code of Regulations, Title 25, Division 1, Chapter 1, Subchapter 1, Article 3, com- mencing with Section 6.

    1.8.4.3 Plan Review and Time Limitations. Subject to other provisions of law, provisions related to plan check- ing, prohibition of excessive delays, and contracting with or employment of private parties to perform plan check- ing are set forth in the State Housing Law, Health and Safety Code Section 17960.1, and for employee housing, in Health and Safety Code Section 17021.

    1 Scope

    1.1 General

    This standard shall govern the trenchless installation of polyethylene (PE) pipe for use in sanitary and storm sewers. The installed pipe shall comply with the requirements of the Uniform Plumbing Code (UPC [TM] ) published by the International Association of Plumbing and Mechanical Officials (IAPMO) as to grade and connections to existing pipe and shall also comply with this standard. This standard specifies requirements for the installation of the trenchless insertion of polyethylene (PE) pipe for use in sanitary and storm sewers. 1.2 Terminology

    In this Standard,

    (a) “shall” is used to express a requirement, i.e., a provision that the user is obliged to satisfy to comply with the Standard;

    (b) “should” is used to express a recommendation, but not a requirement;

    (c) “may” is used to express an option or something permissible within the scope of the Standard; and

    (d) “can” is used to express a possibility or a capability.

    CALIFORNIA ADMINISTRATION

    1.1.0 General.

    1.1.1 Title. These regulations shall be known as the Califor- nia Plumbing Code, may be cited as such and will be referred to herein as “this code.” The California Plumbing Code is Part 5 of thirteen parts of the official compilation and publi- cation of the adoption, amendment, and repeal of plumbing regulations to the California Code of Regulations, Title 24, also referred to as the California Building Standards Code. This part incorporates by adoption the 2024 Uniform Plumb- ing Code of the International Association of Plumbing and Mechanical Officials with necessary California amendments.

    1.1.2 Purpose. The purpose of this code is to establish the minimum requirements to safeguard the public health, safety and general welfare through structural strength, means of egress facilities, stability, access to persons with disabilities, sanitation, adequate lighting and ventilation, and energy con- servation; safety to life and property from fire and other haz- ards attributed to the built environment; and to provide safety to fire fighters and emergency responders during emergency operations.

    1.1.3 Scope. The provisions of this code shall apply to the construction, alteration, movement, enlargement, replace- ment, repair, equipment, use and occupancy, location, main- tenance, removal, and demolition of every building or structure or any appurtenances connected or attached to such buildings or structures throughout the State of California.

    SECTION 1.8.4—PERMITS, FEES, APPLICATIONS AND INSPECTIONS

    1.8.4.1 Permits. A written construction permit shall be obtained from the enforcing agency prior to the erection, construction, reconstruction, installation, moving or alteration of any building or structure.

    Exceptions:

    1. Work exempt from permits as specified in Chapter 1, Division II, Scope and Administration, Section 105.2. 2. Changes, alterations or repairs of a minor nature not affecting structural features, egress, sanitation, safety or accessibility as determined by the enforcing agency. 3. Retroactive permits issued in accordance with Health and Safety Code Section 17958.12.

    Exemptions from permit requirements shall not be deemed to grant authorization for any work to be done in any manner in violation of other provisions of law or this code.

    1.8.4.2 Fees. Subject to other provisions of law, the governing body of any city, county, or city and county may prescribe fees to defray the cost of enforcement of rules and regulations promulgated by the Department of Housing and Community Development. The amount of the fees shall not exceed the amount reasonably necessary to administer or process permits, certificates, forms or other documents, or to defray the costs of enforcement. For additional information, see the State Housing Law, Health and Safety Code, Division 13, Part 1.5, Section 17951 and California Code of Regulations, Title 25, Division 1, Chapter 1, Subchapter 1, Article 3, commencing with Section 6.

    1.8.4.3 Plan review and time limitations. Subject to other provisions of law, provisions related to plan checking, prohibition of excessive delays and contracting with or employment of private parties to perform plan checking are set forth in the State Housing Law, Health and Safety Code Section 17960.1, and for employee housing, in Health and Safety Code Section 17021.

    1.8.4.3.1 Retention of plans. The building department of every city, county, or city and county shall maintain an official copy, microfilm, electronic or other type of photographic copy of the plans of every building, during the life of the building, for which the department issued a building permit.

    Exceptions:

    1. Single or multiple dwellings not more than two stories and basement in height. 2. Garages and other structures appurtenant to buildings listed in Exception 1. 3. Farm or ranch buildings appurtenant to buildings listed in Exception 1. 4. Any one-story building where the span between bearing walls does not exceed 25 feet (7620 mm), except a steel frame or concrete building.

    All plans for common interest developments as defined in Section 4100 of the California Civil Code shall be retained. For additional information regarding plan retention and reproduction of plans by an enforcing agency, see Health and Safety Code Sections 19850 through 19852.

  • CPC § 104.3.2 High relevance — show source text

    104.3.2 Plan Review Fees. Where a plan or other data is required to be submitted in accordance with Section 104.3.1, a plan review fee shall be paid at the time of submitting construction documents for review.

    The plan review fees for plumbing work shall be determined and adopted by this jurisdiction.

    The plan review fees specified in this subsection are separate fees from the permit fees specified in Section 104.5.

    Where plans are incomplete or changed so as to require additional review, a fee shall be charged at the rate shown in Table 104.5.

    104.3.3 Time Limitation of Application. Applications for which no permit is issued within 180 days following the date of application shall expire by limitation, plans and other data submitted for review thereafter, shall be returned to the applicant or destroyed by the Authority Having Jurisdiction. The Authority Having Jurisdiction shall be permitted to exceed the time for action by the applicant for a period not to exceed 180 days upon request by the applicant showing that circumstances beyond the control of the applicant have prevented the action from being taken. No application shall be extended more than once. In order to renew action on an application after expiration, the applicant shall resubmit plans and pay a new plan review fee. 104.4 Permit Issuance. The application, construction documents, and other data filed by an applicant for a permit shall be reviewed by the Authority Having Jurisdiction. Such plans shall be permitted to be reviewed by other departments of this jurisdiction to verify compliance with applicable laws under their jurisdiction. Where the Authority Having Jurisdiction finds that the work described in an application for permit and the plans, specifications, and other data filed therewith are in

    accordance with the requirements of the code and other pertinent laws and ordinances and that the fees specified in Section 104.5 have been paid, the Authority Having Jurisdiction shall issue a permit therefore to the applicant. 104.4.1 Approved Plans or Construction Docu- ments. Where the Authority Having Jurisdiction issues the permit where plans are required, the Authority Having Jurisdiction shall endorse in writing or stamp the construction documents “APPROVED.” Such approved construction documents shall not be changed, modified, or altered without authorization from the Authority Having Jurisdiction, and the work shall be done in accordance with approved plans.

    The Authority Having Jurisdiction shall be permitted to issue a permit for the construction of a part of a plumbing system before the entire construction documents for the whole system have been submitted or approved, provided adequate information and detailed statements have been filed in accordance with the pertinent requirements of this code. The holder of such permit shall be permitted to proceed at the holder’s risk without assurance that the permit for the entire building, structure, or plumbing system will be granted. 104.4.2 Validity of Permit. The issuance of a permit or approval of construction documents shall not be construed to be a permit for, or an approval of, a violation of the provisions of this code or other ordinance of the jurisdiction. No permit presuming to give authority to violate or cancel the provisions of this code shall be valid.

    The issuance of a permit based upon plans, specifications, or other data shall not prevent the Authority Having Jurisdiction from thereafter requiring the correction of errors in said plans, specifications, and other data or from preventing building operations being carried on thereunder where in violation of this code or of other ordinances of this jurisdiction. **104.4.3 Expiration.

  • CPC § 104.5.2 High relevance — show source text

    ** Where work for which a permit is required by this code has been commenced without first obtaining said permit, a special investigation shall be made before a permit is issued for such work. 104.5.2 Investigation Fees. An investigation fee, in addition to the permit fee, shall be collected whether a permit is then or subsequently issued. The investigation fee shall be equal to the amount of the permit fee that is required by this code if a permit were to be issued. The payment of such investigation fee shall not exempt a person from compliance with other provisions of this code, nor from a penalty prescribed by law. 104.5.3 Fee Refunds. The Authority Having Jurisdiction shall be permitted to authorize the refunding of a fee as follows:

    (1) The amount paid hereunder that was erroneously paid or collected.

    (2) Refunding of not more than a percentage, as determined by this jurisdiction where no work has been done under a permit issued in accordance with this code.

    The Authority Having Jurisdiction shall not authorize the refunding of a fee paid except upon written application filed by the original permittee not to exceed 180 days after the date of fee payment.

    105.0 Inspections and Testing.

    105.1 General. Plumbing systems for which a permit is required by this code shall be inspected by the Authority Having Jurisdiction.

    No plumbing system or portion thereof shall be covered, concealed, or put into use until inspected and approved as prescribed in this code. Neither the Authority Having Jurisdiction nor the jurisdiction shall be liable for expense entailed in the removal or replacement of material required to permit inspection. Plumbing systems regulated by this code shall not be connected to the water, the energy fuel supply, or the sewer system until authorized by the Authority Having Jurisdiction.

    105.2 Required Inspections. New plumbing work and such portions of existing systems as affected by new work, or changes, shall be inspected by the Authority Having Jurisdiction to ensure compliance with the requirements of this code and to ensure that the installation and construction of the plumbing system are in accordance with approved plans. The Authority Having Jurisdiction shall make the following inspections and other such inspections as necessary. The permittee or the permittee’s authorized agent shall be responsible for the scheduling of such inspections as follows:

    (1) The underground inspection shall be made after trenches or ditches are excavated and bedded, piping installed, and before backfill is put in place.

    (2) Rough-in inspection shall be made prior to the installation of wall or ceiling membranes.

    (3) Final inspection shall be made upon completion of the installation.

    105.2.1 Uncovering. Where a drainage or plumbing system, building sewer, private sewage disposal system, or part thereof, which is installed, altered, or repaired, is covered or concealed before being inspected, tested, and approved as prescribed in this code, it shall be uncovered for inspection after notice to uncover the work has been issued to the responsible person by the Authority Having Jurisdiction.

    The requirements of this section shall not be considered to prohibit the operation of plumbing installed to replace existing equipment or fixtures serving an occupied portion of the building in the event a request for inspection of such equipment or fixture has been filed with the Authority Having Jurisdiction not more than 72 hours after such replacement work is completed, and before a portion of such plumbing system is concealed by a permanent portion of the building.

    105.2.1.1 Water Supply System. No water supply system or portion thereof shall be covered or concealed until it first has been tested, inspected, and approved.

    CHAPTER 14

    PROCESS PIPING

    1401.0 General.

    1401.1 Applicability. Except as otherwise addressed in this code, this chapter shall govern the installation of process piping in or in conjunction with a building or structure located upon the premises.

    1402.0 Permit.

    1402.1 General. It shall be unlawful to install, alter, or repair or cause to be installed, altered, or repaired process material piping without first obtaining a permit.

    Permits for process piping shall show the total number of outlets to be provided for on each system and such other information as required by the Authority Having Jurisdiction.

    Fees for process piping permits are included in Table 104.5.

    1403.0 Plans Required.

    1403.1 General. Plans, engineering calculations, diagrams, and other data shall be submitted in one or more sets with each application for a permit. The Authority Having Jurisdiction shall be permitted to require plans, computations, and specifications to be prepared and designed by a registered design professional.

    Where plans or other data are submitted for review, a plan review fee shall be paid, as provided in Section 104.3.2.

    1404.0 Workmanship.

    1404.1 General. Process piping shall not be strained or bent, nor shall tanks, vessels, vats, appliances, or cabinets be supported by or develop strain or stress on the piping.

    1405.0 Inspections.

    1405.1 General. Upon completion of the installation, alteration, or repair of process piping, and prior to the use thereof, the Authority Having Jurisdiction shall be notified that such piping is ready for inspection.

    Excavations required for the installation of underground piping shall be kept open until such time as the piping has been inspected and approved. Where such piping is covered or concealed before such approval, it shall be exposed upon the direction of the Authority Having Jurisdiction.

    1405.2 Required Inspections. The Authority Having Jurisdiction shall make the following inspections and shall either approve that portion of the work as completed or shall notify the permit holder wherein the same fails to be in accordance with this code.

    1405.2.1 Rough Piping Inspection. This inspection shall be made after process piping authorized by the permit has been installed and before piping has been cov

    ered or concealed. This inspection shall include a determination that the piping size, material, and installation are in accordance with the requirements of this code.

    1405.2.2 Final Piping Inspection. This inspection shall be made after piping authorized by the permit has been installed and after portions thereof that are to be covered or concealed are so concealed. This inspection shall include a pressure test, at which time the piping shall stand a pressure of not less than one-and-one-half times the maximum designed operating pressure where hydraulic testing is conducted or 110 percent where testing is conducted pneumatically. Test pressures shall be held for a length of time satisfactory to the Authority Having Jurisdiction, but in no case for less than 30 minutes with no perceptible drop in pressure. HPM drain, waste, and vent piping shall be tested in accordance with the plumbing code. Tests shall be made in the presence of the Authority Having Jurisdiction. Necessary apparatus for conducting tests shall be furnished by the permit holder.

    (4) Be accompanied by construction documents in accordance with Section 104.3.1.

    (5) Be signed by the permittee or the permittee’s authorized agent. The Authority Having Jurisdiction shall be permitted to require evidence to indicate such authority.

    (6) Give such other data and information in accordance with the Authority Having Jurisdiction.

    104.3.1 Construction Documents. Construction documents, engineering calculations, diagrams, and other data shall be submitted in two or more sets, or in a digital format where permitted by the Authority Having Jurisdiction, with each application for a permit. The construction documents, computations, and specifications shall be prepared by, and the plumbing designed by, a registered design professional. Construction documents shall be drawn to scale with clarity to identify that the intended work to be performed is in accordance with the code.

    Exception: The Authority Having Jurisdiction shall be permitted to waive the submission of construction documents, calculations, or other data where the Authority Having Jurisdiction finds that the nature of the work applied for is such that reviewing of construction documents is not necessary to obtain compliance with the code.

    104.3.2 Plan Review Fees. Where a plan or other data is required to be submitted in accordance with Section 104.3.1, a plan review fee shall be paid at the time of submitting construction documents for review.

    The plan review fees for plumbing work shall be determined and adopted by this jurisdiction.

    The plan review fees specified in this subsection are separate fees from the permit fees specified in Section 104.5.

    Where plans are incomplete or changed so as to require additional review, a fee shall be charged at the rate shown in Table 104.5.

    104.3.3 Time Limitation of Application. Applications for which no permit is issued within 180 days following the date of application shall expire by limitation, plans and other data submitted for review thereafter, shall be returned to the applicant or destroyed by the Authority Having Jurisdiction. The Authority Having Jurisdiction shall be permitted to exceed the time for action by the applicant for a period not to exceed 180 days upon request by the applicant showing that circumstances beyond the control of the applicant have prevented the action from being taken. No application shall be extended more than once. In order to renew action on an application after expiration, the applicant shall resubmit plans and pay a new plan review fee. 104.4 Permit Issuance. The application, construction documents, and other data filed by an applicant for a permit shall be reviewed by the Authority Having Jurisdiction. Such plans shall be permitted to be reviewed by other departments of this jurisdiction to verify compliance with applicable laws under their jurisdiction. Where the Authority Having Jurisdiction finds that the work described in an application for permit and the plans, specifications, and other data filed therewith are in

    accordance with the requirements of the code and other pertinent laws and ordinances and that the fees specified in Section 104.5 have been paid, the Authority Having Jurisdiction shall issue a permit therefore to the applicant. 104.4.1 Approved Plans or Construction Docu- ments. Where the Authority Having Jurisdiction issues the permit where plans are required, the Authority Having Jurisdiction shall endorse in writing or stamp the construction documents “APPROVED.” Such approved construction documents shall not be changed, modified, or altered without authorization from the Authority Having Jurisdiction, and the work shall be done in accordance with approved plans.

    The Authority Having Jurisdiction shall be permitted to issue a permit for the construction of a part of a plumbing system before the entire construction documents for the whole system have been submitted or approved, provided adequate information and detailed statements have been filed in accordance with the pertinent requirements of this code. The holder of such permit shall be permitted to proceed at the holder’s risk without assurance that the permit for the entire building, structure, or plumbing system will be granted. 104.4.2 Validity of Permit. The issuance of a permit or approval of construction documents shall not be construed to be a permit for, or an approval of, a violation of the provisions of this code or other ordinance of the jurisdiction. No permit presuming to give authority to violate or cancel the provisions of this code shall be valid.

    The issuance of a permit based upon plans, specifications, or other data shall not prevent the Authority Having Jurisdiction from thereafter requiring the correction of errors in said plans, specifications, and other data or from preventing building operations being carried on thereunder where in violation of this code or of other ordinances of this jurisdiction. 104.4.3 Expiration. A permit issued by the Authority Having Jurisdiction under the provisions of this code shall expire by limitation and become null and void where the work authorized by such permit is not commenced within 180 days from the date of such permit, or where the work authorized by such permit is suspended or abandoned at a time after the work is commenced for a period of 180 days. Before such work is recommenced, a new permit shall first be obtained to do so, and the fee, therefore, shall be one-half the amount required for a new permit for such work, provided no changes have been made or will be made in the original construction documents for such work, and provided further that such suspensions or abandonment has not exceeded 1 year. 104.4.3.1 Expiration. [BSC] On or after January 1, 2019, every permit issued shall become invalid unless the work on the site authorized by such permit is commenced within 12 months after its issuance or if the work authorized on the site by such permit is suspended or abandoned for a period of 12 months after the time the work is commenced.     1 Scope

    1.1 General

    1.1.1 This Standard specifies requirements for the installation of SDR 9 CTS crosslinked polyethylene (PEX) tubing and fittings, including cold-expansion, crimp, press, and mechanical compression fittings, intended for hot- and cold-water distribution systems within buildings.

    1.1.2 This Standards applies to

    (a) SDR 9 CTS PEX tubing complying with ASTM F876 and pressure-rated in accordance with PPI TR-3; and (b) PEX fitting systems complying with (i) ASTM F877, for mechanical compression fittings and metal or plastic insert fittings with stainless steel press sleeves; (ii) ASTM F1807 or ASTM F2159, for metal or plastic insert fittings with copper crimp rings; (iii) ASTM F1960, for cold expansion fittings with PEX reinforced rings; or (iv) ASTM F2080, for cold expansion fittings with metal compression sleeves. 1.2 Terminology

    In this Standard,

    2 ALL OCCUPANCIES—MANDATORY REQUIREMENTS FOR THE

    SECTION 110.0—SYSTEMS AND EQUIPMENT—GENERAL

    Sections 110.1 through 110.12 specify requirements for manufacturing, construction and installation of certain systems, equipment, appliances and building components that are installed in buildings within the scope of Section 100.0(a).

    Note: The requirements of Sections 110.0 through 110.12 apply to newly constructed buildings. Sections 141.0 and 150.2 specify which requirements of Sections 110.1 through 110.12 also apply to additions and alterations to existing buildings.

    (a) General Requirements. Systems, equipment, appliances and building components shall only be installed in a building within the scope of Section 100.0(a) regulated by Part 6 only if:

    1. The manufacturer has certified that the system, equipment, appliances or building component complies with the applicable manufacturing provisions of Sections 110.1 through 110.12; and
    2. The system, equipment, appliance or building component complies with all applicable installation provisions of Sections 110.1 through 110.12.

    (b) Certification Requirements for Manufactured Systems, Equipment, Appliances and Building Components.

    1. Appliances that are within the scope of Section 1601 of the Appliance Efficiency Regulations shall only be installed if they have been certified to the Energy Commission by the manufacturer, pursuant to the provisions of Title 20 California Code of Regulations, Section 1606; or
    2. Systems, equipment, appliances and building components that are required by Part 6 or the Reference Appendices to be certified to the Energy Commission, which are not appliances that are within the scope of Section 1601 of the Appliance Efficiency Regulations, shall only be installed if they are certified by the manufacturer in a declaration, executed under penalty of perjury under the laws of the State of California, that: A. All the information provided pursuant to the certification is true, complete, accurate and in compliance with all applicable requirements of Part 6; and B. The equipment, product, or device was tested using the test procedure specified in Part 6 if applicable
    3. The certification status of any system, equipment, appliance or building component shall be confirmed only by reference to: A. A directory published or approved by the Commission; or B. A copy of the application for certification from the manufacturer and the letter of acceptance from the Commission staff; or C. Written confirmation from the publisher of a Commission-approved directory that a device has been certified; or D. A Commission-approved label on the device.

    Note: Part 6 does not require a builder, designer, owner, operator, or enforcing agency to test any certified device to determine its compliance with minimum specifications or efficiencies adopted by the Commission.

    (b) Except for those circumstances described in Section 110.1(c), conformance with efficiency levels required to comply with Part 6 mandatory, prescriptive and performance standards shall be verified utilizing data from either:

    1. The Energy Commission’s database of certified appliances maintained pursuant to Title 20 California Code of Regulations Section 1606, and which is available at: www.energy.ca.gov/appliances/database/ ; or
    2. An equivalent directory published by a federal agency; or
    3. An approved trade association directory as defined in Title 20 California Code of Regulations Section 1606(h).

    (c) Conformance with efficiency levels required to comply with Part 6 mandatory, prescriptive and performance standards shall be demonstrated either by default to the mandatory efficiency levels specified in Part 6 or by following procedures approved by the Commission pursuant to Section 10-109 of Title 24, Part 1, when:

    1. Data to verify conformance with efficiency levels required to comply with Part 6 mandatory, prescriptive and performance standards is not available pursuant to subdivision (b); or
    2. Field verification and diagnostic testing is required for compliance with Part 6 and the Energy Commission has not approved a field verification and diagnostic test protocol that is applicable to the appliance; or

    15 ROOF ASSEMBLIES AND ROOFTOP STRUCTURES

    About this chapter: Chapter 15 provides minimum requirements for the design and construction of roof assemblies and rooftop structures. The criteria address the weather-protective barrier at the roof and, in most circumstances, a fire-resistant barrier. The chapter is largely prescriptive in nature and is based on decades of experience with various traditional materials, but it also recognizes newer products. Section 1511 addresses rooftop structures, which include penthouses, tanks, towers and spires. Rooftop penthouses larger than prescribed in this chapter must be treated as a story under Chapter 5.

    CHAPTER 14

    FIRESTOP PROTECTION

    1401.0 General.

    1401.1 Applicability. Piping penetrations of required fireresistance-rated walls, partitions, floors, floor/ceiling assemblies, roof/ceiling assemblies, or shaft enclosures shall be protected in accordance with the requirements of the building code, and this chapter.

    1402.0 Construction Documents.

    1402.1 Penetrations. Construction documents shall indicate with sufficient detail how penetrations of fire-resistancerated assemblies shall be firestopped prior to obtaining design approval.

    1403.0 Installation.

    1403.1 Materials. Firestop systems shall be installed in accordance with this chapter, the building code, and the manufacturer’s installation instructions.

    SECTION 1503—WEATHER PROTECTION

    1503.1 General. Roof decks shall be covered with approved roof coverings secured to the building or structure in accordance with the provisions of this chapter. Roof coverings shall be designed in accordance with this code, and installed in accordance with this code and the manufacturer’s approved instructions.

    1503.2 Flashing. Flashing shall be installed in such a manner so as to prevent water from entering the wall and roof through joints in copings, through moisture-permeable materials and at intersections with parapet walls and other penetrations through the roof plane.

    1503.2.1 Locations. Flashing shall be installed at wall and roof intersections, at gutters, wherever there is a change in roof slope or direction and around roof openings. Where flashing is of metal, the metal shall be corrosion resistant with a thickness of not less than 0.019 inch (0.483 mm) (No. 26 galvanized sheet).

    1503.3 Parapet walls. Parapet walls shall be coped or covered in accordance with Sections 1503.3.1 and 1503.3.2. The top surface of the parapet wall shall provide positive drainage.

    1503.3.1 Fire-resistance-rated parapet walls. Parapet walls required by Section 705.12 shall be coped or covered with weatherproof materials of a width not less than the thickness of the parapet wall such that the fire-resistance rating of the wall is not decreased.

    1503.3.2 Other parapet walls. Parapet walls meeting one of the exceptions in Section 705.12 shall be coped or covered with weatherproof materials of a width not less than the thickness of the parapet wall.

    1503.4 Attic and rafter ventilation. Intake and exhaust vents for ventilation of attic and enclosed rafter assemblies shall be provided in accordance with Section 1202.2 and the vent product manufacturer’s installation instructions.

    User notes:

    About this chapter: Chapter 15 looks to the construction process. Parameters are provided for demolition and for protecting adjacent property during demolition and construction. Issues such as how to provide egress and adequate water supply while the building is growing, the timing of standpipe and sprinkler installation, and protection of pedestrians are addressed. Note that this chapter is consistent with Chapter 33 of the California Building Code and Chapter 33 of the California Fire Code.

    SECTION 1501—GENERAL

    [BG] 1501.1 Scope. The provisions of this chapter shall govern safety during construction and the protection of adjacent public and private properties. Fire safety during construction shall also comply with the applicable provisions of Chapter 33 of the California Fire Code.

    [BG] 1501.2 Storage and placement of construction equipment and materials. Construction equipment and materials shall be stored and placed so as not to endanger the public, the workers or adjoining property for the duration of the construction project.

    [BS] 1501.3 Roof loads. Structural roof components shall be capable of supporting the roof-covering system and the material and equipment loads that will be encountered during installation of the system.

    [BG] 1501.4 Maintenance of exits, existing structural elements, fire protection devices and sanitary safeguards. Required exits, existing structural elements, fire protection devices and sanitary safeguards shall be maintained at all times during alterations, repairs or additions to any building or structure.

    Exceptions:

    1. Where such required elements or devices are being altered or repaired, adequate substitute provisions shall be made.
    2. Maintenance of such elements and devices is not required where the existing building is not occupied.

    [BG] 1501.5 Removal of waste materials. Waste materials shall be removed in a manner that prevents injury or damage to persons, adjoining properties and public rights-of-way.

    SECTION 1502—OWNER’S RESPONSIBILITY FOR FIRE PROTECTION

    Exception 1 to Section 100.0(f): If one occupancy constitutes at least 80 percent of the conditioned floor area of the building, the entire building envelope, HVAC and water heating may be designed to comply with the provisions of Part 6 applicable to that occupancy, provided that the applicable lighting requirements in Sections 140.6 through 140.8, 150.0(k), or 160.5 and 170.2(e) are met for each occupancy and space, and mandatory measures in Sections 110.0 through 130.5, 150.0, and 160.0 through 160.9 are met for each occupancy and space.

    Exception 2 to Section 100.0(f): If one occupancy constitutes at least 90 percent of the combined conditioned plus unconditioned floor area of the building, the entire building indoor lighting may be designed to comply with only the lighting provisions of Part 6 applicable to that occupancy.

    (g) Administrative requirements. Administrative requirements relating to permit requirements, enforcement by the Commission, locally adopted energy standards, interpretations, claims of exemption, approved calculation methods, rights of appeal, and certification and labeling requirements of fenestration products and roofing products are specified in California Code of Regulations, Title 24, Part 1, Sections 10-101 to 10-114.

    (h) Certification requirements for manufactured equipment, products and devices. Part 6 limits the installation of manufactured equipment, products and devices to those that have been certified as specified by Sections 110.0 and 110.1. Requirements for manufactured equipment, products, and devices, when not specified in Title 24 Part 6, are specified in California Code of Regulations, Title 20, Sections 1601–1609.

    SECTION 100.1 DEFINITIONS AND RULES OF CONSTRUCTION

    (a) Rules of Construction.

    1. Where the context requires, the singular includes the plural and the plural includes the singular.
    2. The use of “and” in a conjunctive provision means that all elements in the provision must be complied with or must exist to make the provision applicable.     1.11.2.3 More restrictive fire and panic safety building standards.

    1.11.2.3.1 Any fire protection district organized pursuant to Health and Safety Code Part 2.7 (commencing with Section 13800) of Division 12 may adopt building standards relating to fire and panic safety that are more stringent than those building standards adopted by the State Fire Marshal and contained in the California Building Standards Code. For these purposes, the district board shall be deemed a legislative body and the district shall be deemed a local agency. Any changes or modifications that are more stringent than the requirements published in the California Building Standards Code relating to fire and panic safety shall be subject to Section 1.1.8.1.

    1.11.2.3.2 Any fire protection district that proposes to adopt an ordinance pursuant to this section shall, not less than 30 days prior to noticing a proposed ordinance for public hearing, provide a copy of that ordinance, together with the adopted findings made pursuant to Section 1.11.2.3.1, to the city, county, or city and county where the ordinance will apply. The city, county, or city and county may provide the district with written comments, which shall become part of the fire protection district’s public hearing record.

    1.11.2.3.3 The fire protection district shall transmit the adopted ordinance to the city, county, or city and county where the ordi- nance will apply. The legislative body of the city, county, or city and county may ratify, modify or deny an adopted ordinance and transmit its determination to the district within 15 days of the determination. Any modification or denial of an adopted ordinance shall include a written statement describing the reasons for any modifications or denial. No ordinance adopted by the district shall be effective until ratification by the city, county, or city and county where the ordinance will apply. Upon ratification of an adopted ordinance, the city, county or city and county shall file a copy of the findings of the district, and any findings of the city, county, or city and county, together with the adopted ordinance expressly marked and identified to which each finding refers, in accordance with Section 1.1.8.1(3).

    1.11.2.4 Request for alternate means of protection. Requests for approval to use an alternative material, assembly or materials, equipment, method of construction, method of installation of equipment or means of protection shall be made in writing to the enforcing agency by the owner or the owner’s authorized representative and shall be accompanied by a full statement of the condi- tions. Sufficient evidence or proof shall be submitted to substantiate any claim that may be made regarding its conformance. The enforcing agency may require tests and the submission of a test report from an approved testing organization as set forth in Title 19, California Code of Regulation, to substantiate the equivalency of the proposed alternative means of protection.

    When a request for alternate means of protection involves hazardous materials, the authority having jurisdiction may consider implementation of the findings and recommendations identified in a Risk Management Plan (RMP) developed in accordance with Title 19, Division 5, Chapter 2, Article 3.

    Approval of a request for use of an alternative material, assembly of materials, equipment, method of construction, method of installation of equipment or means of protection made pursuant to these provisions shall be limited to the particular case covered by request and shall not be construed as establishing any precedent for any future request.

    SECTION 110.1—MANDATORY REQUIREMENTS FOR APPLIANCES

    (a) Any appliance regulated by the Appliance Efficiency Regulations, Title 20 California Code of Regulations, Section 1601 et seq., may be installed only if the appliance fully complies with Section 1608(a) of those regulations.

    (b) Except for those circumstances described in Section 110.1(c), conformance with efficiency levels required to comply with Part 6 mandatory, prescriptive and performance standards shall be verified utilizing data from either:

    1. The Energy Commission’s database of certified appliances maintained pursuant to Title 20 California Code of Regulations Section 1606, and which is available at: www.energy.ca.gov/appliances/database/ ; or
    2. An equivalent directory published by a federal agency; or
    3. An approved trade association directory as defined in Title 20 California Code of Regulations Section 1606(h).

    (c) Conformance with efficiency levels required to comply with Part 6 mandatory, prescriptive and performance standards shall be demonstrated either by default to the mandatory efficiency levels specified in Part 6 or by following procedures approved by the Commission pursuant to Section 10-109 of Title 24, Part 1, when:

    1. Data to verify conformance with efficiency levels required to comply with Part 6 mandatory, prescriptive and performance standards is not available pursuant to subdivision (b); or
    2. Field verification and diagnostic testing is required for compliance with Part 6 and the Energy Commission has not approved a field verification and diagnostic test protocol that is applicable to the appliance; or
    3. The appliance meets the requirements of Section 110.1(a) but has been site-modified in a way that affects its performance; or

    1. If more than one efficiency standard is listed for any equipment in Tables 110.2-A through 110.2-L, the equipment shall meet all the applicable standards that are listed; and
    2. If more than one test method is listed in Tables 110.2-A through 110.2-L, the equipment shall comply with the applicable efficiency standard when tested with each listed test method; and

    401.0 General.

    401.1 Applicability. This chapter shall govern the materials and installation of plumbing fixtures, including faucets and fixture fittings, and the minimum number of plumbing fixtures required based on occupancy. 401.2 Quality of Fixtures. Plumbing fixtures shall be constructed of dense, durable, non-absorbent materials and shall have smooth, impervious surfaces, free from unnecessary concealed fouling surfaces. 401.3 Water-Conserving Fixtures and Fittings. Note 1: [BSC-CG & DSA-SS] Flow rates for specified plumbing fixtures for mandatory nonresidential construction are contained in Chapter 5, Division 5.3 of the California Green Building Standards Code (Part 11, Title 24, Califor- nia Code of Regulations - CALGreen). Scoping provisions applicable to nonresidential additions and alterations are contained in Section 301.3 of CALGreen. Note 2: [BSC-CG] On and after January 1, 2014, certain commercial real property, as defined in Civil Code Section 1101.3, shall have its noncompliant plumbing fixtures replaced with appropriate water-conserving plumbing fix- tures under specific circumstances. Do I always need a licensed plumber to pull the permit?

Not necessarily — licensing requirements are determined by the AHJ and by state contractor licensing law; the CPC notes that the AHJ may require licensing or evidence of competency (see § 103.3.1).

If I submit plans electronically, how many sets do I need?

The CPC permits the AHJ to accept digital submissions; where required, construction documents shall be submitted in two or more sets or in an approved digital format (see § 104.3.1).

What happens if I start work and then the AHJ requires plans?

If work was started without a permit, the AHJ will require a special investigation and will collect an investigation fee equal to the permit fee in addition to requiring the normal permit and probably plan submissions (see § 104.5.2).

Are recycled water systems treated differently?
