Where is the comprehensive list of referenced standards found?

Chapter 80 is the CFC’s official index of every outside standard the code uses; it lists the agency, exact edition, title and the CFC sections that reference each standard. To know which edition applies and how a standard is used, look up the standard in **§ 80** and apply it only as the CFC allows under **§ 102.7**.

What the code requires — plain English

The comprehensive list of all standards that the California Fire Code (CFC) references is collected in Chapter 80 — Referenced Standards (that is, § 80). Chapter 80 lists each referenced standard by promulgating agency, document identification, effective date/title, and the CFC section(s) that reference it. The way those standards are applied in this code is governed by § 102.7.

The single most important rule: look in Chapter 80 (the Referenced Standards chapter) for the official, enforceable list of every standard the CFC relies on — and apply each listed standard only to the extent the CFC references it (see § 102.7).

What Chapter 80 contains (decision‑relevant)

  • Chapter 80 (Referenced Standards / § 80) is the authoritative directory of standards referenced anywhere in the CFC. It is Part VI of the code.
  • Each entry in Chapter 80 shows: promulgator / standard number, effective date and title, and which CFC section(s) call that standard out.
  • The application and legal effect of those referenced standards are set out in § 102.7 — these standards “become an enforceable part of the code to the extent of the reference.”

How to read a Chapter 80 entry (step‑by‑step)

  1. Find the agency acronym (e.g., NFPA, ASTM, UL) in Chapter 80.
  2. Read the listed document number and edition/year — this is the edition the CFC references.
  3. Note the CFC section number(s) listed next to the standard — those are the code provisions that require or permit use of that standard.
  4. Apply the standard only to the extent the CFC references it (per § 102.7).

Exceptions & special cases

  • Some provisions shown in the code are reprints from other California regulations (for example, CCR Title 19 sections). The code indicates those reprints and whether the State Fire Marshal adopts them; check the adoption notes/matrix when a Title 19 reprint is involved.
  • The referenced standard becomes part of the enforceable requirements only “to the extent of the reference” — the CFC can limit or extend a standard’s application by how it cites it (see § 102.7). Do not assume the entire text of a referenced standard applies unless the CFC says so.
  • Chapter 80 itself is a list and does not replace the need to read the CFC sections that call out the standard; use both together (the CFC section gives the requirement; Chapter 80 gives the exact edition and title of the referenced document).

Common mistakes

  • Assuming a standard listed in Chapter 80 applies in full in all circumstances — the correct rule is the standard applies only “to the extent of the reference” (see § 102.7).
  • Using the wrong edition: Chapter 80 lists the effective edition/year — using a different edition can lead to noncompliance. Always verify the edition shown in § 80.
  • Forgetting to check the CFC section that cites the standard — Chapter 80 identifies the standard and where it’s cited, but the substance and limits of the requirement are in the citing CFC section.
  • Ignoring adoption notes about Title 19/other state‑level reprints: some language is reprinted for convenience and may carry separate adoption status; consult the matrix/adoption notes where indicated.

Worked example — how to use Chapter 80 on a real project

Scenario: your permit reviewer says “the sprinkler design must comply with the standard the CFC references.”
Steps:

  1. Look up the CFC section that requires sprinklers (the reviewer should give you the section number). Then open Chapter 80 (§ 80) and find the entry for the standard referenced by that CFC section (Chapter 80 lists the agency, standard number and edition and the CFC section(s) that reference it).
  2. Note the exact edition/year shown in Chapter 80 for that standard — that is the edition the CFC requires.
  3. Apply the standard only to the extent required by the CFC section (see § 102.7). If the CFC section modifies or limits parts of the standard, follow the CFC language first.

Example numbers (illustrative): If Chapter 80 lists “NFPA 13 — 2022 edition” beside § 903.X, then your sprinkler plans must follow NFPA 13 (2022) where § 903.X references it, and any CFC text that further amends or restricts that application must also be followed. Always cite § 80 for the edition and § 102.7 for the application rule when responding to the reviewer.

Compliance with the referenced standard is necessary for compliance with this code. By providing specifically adopted standards, the construction and installation requirements necessary for compliance with the code can be readily determined. The basis for code compliance is, therefore, established and available on an equal basis to the building code official, contractor, designer and owner.

    Chapter 80 Referenced Standards

    Chapter 80 lists all of the product and installation standards and codes that are referenced throughout Chapters 1 through 67 and includes identification of the promulgators and the section numbers in which the standards and codes are referenced. As stated in Section 102.7, these standards and codes become an enforceable part of the code (to the prescribed extent of the reference) as if printed in the body of the code.

    Appendix Chapter 4 Special Detailed Requirements Based on Use and Occupancy

    Appendix Chapter 4 provides detailed criteria for special uses and occupancies. The unique characteristics of a live/work unit as opposed to a 30-story high-rise building call for specific standards for each. Twenty-seven sections address covered and open mall buildings, atri- ums, hospitals, stages, buildings where hazardous materials are used and stored, jails and prisons, ambulatory care facilities and storm shelters, among other special occupancy issues.

    Appendix A Board of Appeals

    Appendix A contains the provisions for appeal and the establishment of a board of appeals. The provisions include the application for an appeal, the makeup of the board of appeals and the conduct of the appeal process.

    Appendix B Fire-Flow Requirements for Buildings

    Appendix B provides a tool for the use of jurisdictions in establishing a policy for determining fire-flow requirements in accordance with Section 507.3. The primary tool used in this appendix is a table that presents fire flow based on construction type and building area based on the correlation of the Insurance Services Office (ISO) method and the construction types used in the CBC.

    Appendix BB Fire-flow Requirements for Buildings

    The procedures determining fire-flow requirements for any school buildings or portions of buildings hereafter constructed for which review and approval is required under Subdivision(a) of Section 17280 of the Government Code shall be in accordance with this appendix as amended by the state fire marshal.

    Appendix C Fire Hydrant Locations and Distribution

    Appendix C focuses on the location and spacing of fire hydrants, which is important to the success of firefighting operations. This particular appendix gives one methodology based on the required fire flow that fire departments can work with to set a policy for hydrant distribution around new buildings and facilities in conjunction with Section 507.5.

    Appendix CC Fire Hydrant Locations and Distribution

    Fire hydrants shall be provided in accordance with this appendix for the protection of any school buildings, or portions thereof, hereafter constructed for which review and approval are required under Subdivision(a) of Section 17280 of the Government Code.

    Appendix D Fire Apparatus Access Roads

    Appendix D contains more detailed elements for use with the basic access requirements found in Section 503. This appendix, like Appendices B and C, is a tool for jurisdictions looking for guidance in establishing access requirements and includes criteria for multiple-family residential developments, large one- and two-family subdivisions, specific examples for various types of turnarounds for fire department apparatus and parking regulatory signage.

    Appendix E Hazard Categories

    Appendix E contains guidance in the classifying of hazardous materials so that proposed designs can be evaluated intelligently and accurately. The descriptive materials and explanations of hazardous materials and how to report and evaluate them on a Safety Data Sheet (SDS) are intended to be instructional as well as informative.

Frequently asked questions

Where exactly in the code do I look for the list of standards?

Look in Chapter 80 — Referenced Standards (that is, § 80). Chapter 80 is the consolidated index of every standard the CFC references, including edition and the CFC sections that cite each standard.

How do I know which edition of a standard applies?

Chapter 80 lists the effective edition/year for each referenced standard; use the edition shown there. The application rules are in § 102.7.

If Chapter 80 lists a standard, does the entire standard apply?

No — a referenced standard applies only “to the extent of the reference” in the CFC. Read both the CFC section that cites the standard and § 102.7 to determine scope.

Are there cases where the code reprints other state regulations?

Yes. The code identifies reprinted CCR Title 19 text and adoption notes; check the matrix/adoption notes for special adoption status.

If I find a conflict between a CFC section and a referenced standard, which controls?

The CFC controls. Referenced standards are enforceable only to the extent the CFC references them; where the CFC modifies or limits a standard, follow the CFC language (see § 102.7).
