Retrofit limits and additional requirements for existing Group I-2 (health-care)
If you’re retrofitting an existing health‑care area (Group I‑2, Condition 2), the California Fire Code caps what building floor levels you can place that use on based on the building’s type of construction — check **§ 1105.3** and **Table 1105.3** (and the table’s notes) to find the highest allowed floor, and remember you must still comply with §§ 1103 and 1104; the most restrictive rule controls.
Last reviewed: July 6, 2026
What the code requires — 2-4 sentences
Existing Group I-2 occupancies must meet the minimum fire-safety rules in § 1103, the means-of-egress rules in § 1104, and the additional egress/construction requirements of § 1105. The retrofit placement limit for Group I-2, Condition 2 is a floor‑level cap: Group I-2, Condition 2 shall not be located on a floor level higher than the floor level limitation in Table 1105.3 (see § 1105.3 and Table 1105.3) and the applicability statement in § 1105.2 controls which parts of Chapter 11 apply.
The single most important rule: Existing Group I-2, Condition 2 occupancies cannot be placed above the maximum floor level shown for their construction type in Table 1105.3 — check § 1105.3 and the table before planning a retrofit.
Requirements in detail
Scope and general rule
Per § 1105.1, existing Group I-2 must also comply with the minimum provisions in § 1103 and § 1104, and with the additional requirements in this Section (Chapter 11). Where Chapter 11 conflicts with the construction rules that applied at the time of original construction, the more restrictive requirement applies. § 1105.1 is the general anchor for applying the retrofit limits.
Applicability: § 1105.2 states that Sections 1105.3 through 1105.8, plus 1105.10 and 1105.11, apply to the existing Group I-2 fire area — i.e., these are the specific retrofit/alteration requirements to consult.
Floor‑level limitation (the operative rule)
- § 1105.3: “Group I-2, Condition 2 shall not be located on a floor level higher than the floor level limitation in Table 1105.3 based on the type of construction.” The table (Table 1105.3) is the decision document that determines the highest floor level where Condition 2 is permitted.
Decision‑relevant table (quick reference)
The following condensed table translates the P/NP entries from Table 1105.3 into the highest allowed floor level for Group I-2, Condition 2 for each construction type and the two table note variants shown in the retrieved excerpt (the table references “Note b” and “Note c”; the full note text is not present in the retrieved extract — see the caveat below). Code reference: Table 1105.3 and § 1105.3.
| Construction type | Table note (as shown) | Highest permitted floor level (based on P/NP in Table 1105.3) | Code reference |

| VB | Note b | 1 | Table 1105.3; § 1105.3 |
| VB | Note c | None permitted | Table 1105.3; § 1105.3 |
Notes about the table:
- The retrieved file shows the table entries and marks “P = Permitted; NP = Not Permitted” but the full text of the table footnotes (for example, what precisely “Note b” and “Note c” require) is not included in the snippet returned by the file search. Do not assume the meaning of the notes without consulting the full code text.
Interaction with other requirements
- The retrofit floor‑level limit is one constraint; retrofits must also satisfy the minimum fire‑safety requirements in § 1103 and means‑of‑egress requirements in § 1104 (these are explicitly required by § 1105.1). If the building’s original construction rules were stricter, the more restrictive rule controls.
Exceptions & special cases
The extracted material shows that Table 1105.3 uses footnotes (e.g., “Note b”, “Note c”) to qualify the permitted/ non‑permitted entries. The text of those notes is not present in the retrieved snippet; therefore the exact qualifying conditions (commonly things like presence/coverage of an automatic sprinkler system, or other special features) are not confirmed here. You must consult the full Table 1105.3 footnotes in the adopted CFC to determine which note applies to your project.
Applicability to Condition 2: the table and several rows are explicitly tied to Group I-2, Condition 2 (this condition may be defined or limited by adopting ordinance/legislation). The file excerpts include an explanatory footnote that the requirements “Only applies to Group I-2, Condition 2 occupancies as established by the adopting ordinance or legislation of the jurisdiction.” Confirm local adopting language before applying the table.
The Chapter directs that Sections 1105.3–1105.8, 1105.10, 1105.11 apply to the existing I-2 fire area; other subsections in Chapter 11 may add further specific retrofit obligations not reproduced in the retrieved excerpt.
(If you want, I can retrieve the missing table footnotes and the full text of § 1105.3 and adjacent subsections from your uploaded code file so we can resolve the Note b / Note c definitions exactly.)
Common mistakes
- Assuming “P” entries apply without checking the table footnotes — the notes can change applicability (the retrieved text shows Note b/Note c but not their definitions).
- Misclassifying the building’s type of construction (IA, IIB, IIIA, etc.). The floor‑level cap follows that construction type — get a verified construction‑type classification before applying Table 1105.3.
- Forgetting to apply § 1105.1’s directive to also comply with § 1103 and § 1104; floor level permission does not waive fire‑safety or egress requirements.
- Overlooking local adoption language: the table’s application to “Condition 2” may depend on local ordinances or legislation.
Worked example — concrete scenario
Scenario: an existing health‑care unit is classified as Group I-2, Condition 2 and the building is Type IIA construction.
- Check Table 1105.3 entries for IIA:
- Under the table row for IIA with Note b, the table entries are P, P, P, NP for floor levels 1, 2, 3, 4+ respectively — so the highest permitted floor level is 3.
- Under Note c the row shows P, NP, NP, NP — highest permitted floor level is 1.
Application:
- If the project meets the condition associated with Note b (see the full code for the note text), you may place the I-2 Condition 2 unit up to Level 3.
- If the project falls under Note c, you are limited to Level 1 only.
- In all cases you must still comply with § 1103 and § 1104, and apply the most‑restrictive rule where earlier construction rules are stricter, per § 1105.1.
Because the full note text isn’t in the retrieved snippet, do not use Note b / Note c conclusions until you confirm the note definitions in the full code (I can fetch and quote those footnotes if you want).

Frequently asked questions
What exactly does “Condition 2” mean for Group I-2?
“Condition 2” is a specific sub‑classification used in the code/adopting ordinance. The retrieved excerpts reference Condition 2 but do not include its definition — verify the full CFC/ local adopting ordinance to confirm whether your space qualifies.
Do automatic sprinklers always change the allowed floor level?
Table 1105.3 uses table notes (e.g., Note b/Note c) that commonly differentiate based on features such as sprinkler systems, but the retrieved snippet does not contain the full note text. Consult the full Table 1105.3 footnotes to confirm how sprinkler coverage affects the entry.
If my building was originally built under older rules, which rule applies?
Per § 1105.1, if Chapter 11 conflicts with the construction rules that applied when the building was built, the more restrictive provision applies. Always compare both sets and apply the stricter requirement.
Where can I find the missing footnotes to Table 1105.3?
The retrieved excerpt shows “Note b” and “Note c” but not their full wording. I can pull the full table with its footnotes from your uploaded code file (or you should consult the official CFC text) to resolve those conditions precisely.
Must I also meet § 1103 and § 1104 when the table permits a floor level?
Yes — § 1105.1 explicitly requires compliance with § 1103 (fire safety) and § 1104 (means of egress) in addition to the Table 1105.3 limits.
