How to demonstrate compliance (what reviewers will expect)
- Submit drawings and calculations showing conformance to ICC 300 items applicable to the assembly (structure, anchorage, guards, handrails, aisles, and egress). The CEBC requires ICC 300 compliance but does not reproduce its technical text — you must use ICC 300 for details.

Exceptions & special cases
- Chapter 14’s moved‑building provisions do not apply to certain factory-built units (e.g., commercial modulars, manufactured homes, mobilehomes, multi‑unit manufactured housing and special purpose commercial modulars); those are regulated under other statutes and Title 25 regulations. Common mistakes
- Assuming “moved” seating is exempt from code simply because it’s not a permanent building: the CEBC explicitly requires compliance with ICC 300 for moved assemblies per § 1401.1.1.
- Attempting to apply only the CEBC’s general structural chapters instead of using ICC 300 for seating-specific items (handrails, guards, aisle layouts, footboards, self‑rising seats, etc.). The CEBC requires ICC 300 as the technical standard.

About this chapter: Chapter 14 is applicable to any building that is moved or relocated. The relocation of a building will automatically cause an inspection and evaluation process that enables the jurisdiction to determine the level of compliance with the California Fire Code and the California Existing Building Code . These two codes, by their scope, are applicable to existing buildings. This is the case regardless of any repair, remodeling, alteration work or change of occupancy occurring (see the California Fire Code and California Existing Building Code.
SECTION 1401—GENERAL
1401.1 Scope. This chapter provides requirements for relocated or moved structures, including relocatable buildings as defined in Chapter 2. [HCD] The provisions of Chapter 14 are not applicable to commercial modulars, manufactured homes, mobilehomes, multi- unit manufactured housing and special purpose commercial modulars as defined in Health and Safety Code Sections 18001.8, 18007, 18008, 18008.7 and 18012.5, respectively. These structures are subject to installation/reinstallation requirements specified in the Mobile- home Parks Act (Health and Safety Code Section 18200 et seq.) and the California Code of Regulations, Title 25, Division 1, Chapter 2. Manufactured homes must meet unit identification (data plate) and certification label requirements as specified in the Code of Federal Regulations, Title 24, Subtitle B, Chapter XX, Part 3280 and Health and Safety Code Section 18032. Commercial modulars and special purpose commercial modulars must meet identification requirements in the California Code of Regulations, Title 25, Division 1, Chapter 3, Subchapter 2.
1401.1.1 Bleachers, folding and telescopic seating and grandstands. Relocated or moved bleachers, folding and telescopic seating and grandstands shall comply with ICC 300.
1401.2 Conformance. The building shall be safe for human occupancy as determined by the California Fire Code and the Interna- tional Property Maintenance Code . Any repair, alteration or change of occupancy undertaken within the moved structure shall comply with the requirements of this code applicable to the work being performed. Any field-fabricated elements shall comply with the requirements of the California Building Code or the California Residential Code, as applicable. [HCD 1 & HCD 2] After July 1, 1978, local ordinances or regulations for relocated or moved apartment houses and dwellings shall permit the retention of existing materials and methods of construction, provided the apartment house or dwelling complies with the building standards for foundations applica- ble to new construction and does not become or continue to be a substandard building. SECTION 1402—REQUIREMENTS

1402.1 Location on the lot. The building shall be located on the lot in accordance with the requirements of the California Building Code or the California Residential Code, as applicable.
[BS] 1402.2 Foundation. The foundation system of relocated buildings shall comply with the California Building Code or the Califor- nia Residential Code, as applicable.
[BS] 1402.2.1 Connection to the foundation. The connection of the relocated building to the foundation shall comply with the California Building Code or the California Residential Code, as applicable.
[BS] 1402.3 Wind loads. Buildings shall comply with California Building Code or California Residential Code wind provisions, as applicable.
Exceptions:
- Detached one- and two-family dwellings and Group U occupancies where wind loads at the new location are not higher than those at the previous location.
- Structural elements whose stress is not increased by more than 10 percent.
[BS] 1402.4 Seismic loads. Buildings shall comply with California Building Code or California Residential Code seismic provisions at the new location, as applicable.
Exceptions:
- Structures in Seismic Design Categories A and B and detached one- and two-family dwellings in Seismic Design Categories A, B and C where the seismic loads at the new location are not higher than those at the previous location.
- Structural elements whose stress is not increased by more than 10 percent.
[BS] 1402.5 Snow loads. Structures shall comply with California Building Code or California Residential Code snow loads, as applicable, where snow loads at the new location are higher than those at the previous location.
Exception: Structural elements whose stress is not increased by more than 5 percent.

**_ The provisions of adopted sections in Chapters 3 through 5 shall control the alteration, repair and change of occupancy or function of existing structures for applications listed in Section 1.10.1, 1.10.2, 1.10.4 and 1.10.5 regulated by the Department of Health Care Access and Information/Office of Statewide Hospital Planning and Development (OSHPD). Functional service spaces shall comply with the requirements in the California Building Code, Sections 1224, 1225, 1226, 1227 and 1228.
301.1.1 Bleachers, folding and telescopic seating and grandstands. Existing bleachers, folding and telescopic seating and grandstands shall comply with ICC 300.
301.2 Repairs. Repairs shall comply with the requirements of Chapter 4.
301.3 Alteration, addition or change of occupancy. The alteration, addition or change of occupancy of all existing buildings shall comply with one of the methods listed in Section 301.3.1, 301.3.2 or 301.3.3 as selected by the applicant. Sections 301.3.1 through 301.3.3 shall not be applied in combination with each other. [OSHPD 1R, 2, 4 and 5] Sections 301.3.2 and 301.3.3, not adopted by OSHPD.
Exception: Subject to the approval of the code official, alterations complying with the laws in existence at the time the building or the affected portion of the building was built shall be considered in compliance with the provisions of this code. New structural

PROVISIONS FOR ALL COMPLIANCE METHODS

Alterations for accessibility required by the California Building Code, Chapter 11A.
Alterations that constitute substantial improvement in flood hazard areas, which shall comply with Sections 503.2, 701.3 or 1303.1.3.
Structural provisions of Section 304, Chapter 5 or to the structural provisions of Sections 706, 805 and 906.
301.3.1 Prescriptive compliance. Alterations, additions and changes of occupancy complying with Chapter 5 of this code in buildings complying with the California Fire Code shall be considered in compliance with the provisions of this code.
Exception: Hospital buildings removed from acute care service, skilled nursing facilities, intermediate-care facilities, correctional treatment centers and acute psychiatric hospitals [OSHPD 1R, 2, 4 and 5]. [DSA-SS/CC] The provisions of Sections 317 through 323 establish minimum standards for earthquake evaluation and design for the rehabilitation of existing buildings for use as community college buildings under the jurisdiction of the Division of the State Architect—Structural Safety/Community Colleges (DSA-SS/CC, refer to Section 1.9.2.2) where required by Sections 4-307 and 4-309(c) of the California Administrative Code. The provisions of Sections 317 through 323 also establish minimum standards for earthquake evaluation and design for rehabilitation of existing community college buildings currently under the jurisdiction of DSA-SS/CC. 4. _[HCD 1]**_ In addition to the requirements in this chapter, maintenance, alteration, repair, addition or change of occupancy to existing buildings and accessory structures under the authority of the Department of Housing and Community Development, as provided in Section 1.8.2.1.1, shall comply with California Code of Regulations, Title 25, Division 1, Chapter 1, Subchapter 1.

4 REPAIRS

Repairs shall comply with the requirements in the California Building Code, Sections 1224.2, 1225.2, 1226.2, 1227.2 and 1228.2 for functional requirements as applicable.
401.1.1 Bleachers, folding and telescopic seating and grandstands. Repairs to existing bleachers, folding and telescopic seating and grandstands shall comply with ICC 300.
401.1.2 Scope. [BSC] For state-owned buildings, including those owned by the University of California and the California State University and the Judicial Council, the requirements of Sections 405.2.1 and 405.2.3 are replaced by the requirements of Sections 317 through 322.
401.2 Compliance. The work shall not make the building less complying than it was before the repair was undertaken. Work on nondamaged components that is necessary for the required repair of damaged components shall be considered part of the repair and shall not be subject to requirements for alterations.
[BS] 401.3 Flood hazard areas. In flood hazard areas, repairs that constitute substantial improvement shall require that the building comply with Section 1612 of the California Building Code, or Section R306 of the California Residential Code, as applicable.
SECTION 402—BUILDING ELEMENTS AND MATERIALS
402.1 Glazing in hazardous locations. Replacement glazing in hazardous locations shall comply with the safety glazing requirements of the California Building Code or California Residential Code as applicable.
Exception: Glass block walls, louvered windows and jalousies repaired with like materials.
402.2 Existing materials. [HCD] Existing materials shall comply with Section 302.3.
402.3 New and replacement materials. [HCD & HCD 2] New and replacement materials used for repairs shall comply with Section 302.4.
SECTION 403—FIRE PROTECTION
403.1 General. Repairs shall be done in a manner that maintains the level of fire protection provided.

404.1 General. Repairs shall be done in a manner that maintains the level of protection provided for the means of egress.
SECTION 405—STRUCTURAL
[BS] 405.1 General. Structural damage shall be repaired in compliance with this section and Section 401.2.
405.1.1 Structural concrete. Repair of structural concrete shall be permitted to comply with ACI 562 Section 1.7, except where Section 405.2.2, 405.2.3 or 405.2.4.1 requires compliance with Section 304.3.

4 REPAIRS

About this chapter: Chapter 4 provides requirements for repairs of existing buildings. The provisions define conditions under which repairs may be made using materials and methods like those of the original construction or the extent to which repairs must comply with requirements for new buildings.
SECTION 401—GENERAL
401.1 Scope. R epairs shall comply with the requirements of this chapter. Repairs to historic buildings and structures shall comply with Part 8, Title 24, C.C.R. [OSHPD 1R, 2, 4 & 5] Repairs to historic buildings not adopted by OSHPD. Repairs shall comply with the requirements in the California Building Code, Sections 1224.2, 1225.2, 1226.2, 1227.2 and 1228.2 for functional requirements as applicable.

[BE] 1030.1.1 Bleachers. Bleachers, grandstands and folding and telescopic seating, that are not building elements, shall comply with ICC 300.
[BE] 1030.1.1.1 Spaces under grandstands and bleachers. Spaces under grandstands or bleachers shall be separated by fire barriers complying with Section 707 of the California Building Code and horizontal assemblies complying with Section 711 of the California Building Code with not less than 1-hour fire-resistance-rated construction.
Exceptions:
Ticket booths less than 100 square feet (9 m [2] ) in area.
Toilet rooms.
Other accessory use areas 1,000 square feet (93 m [2] ) or less in area and equipped with an automatic sprinkler system in accordance with Section 903.3.1.1.
[BE] 1030.2 Assembly main exit. A building, room or space used for assembly purposes that has an occupant load of greater than 300 and is provided with a main exit, that main exit shall be of sufficient capacity to accommodate not less than one-half of the occupant load, but such capacity shall be not less than the total required capacity of all means of egress leading to the exit. Where the building is classified as a Group A occupancy, the main exit shall front on not less than one street or an unoccupied space of not less than 20 feet (6096 mm) in width that adjoins a street or public way. In a building, room or space used for assembly purposes where there is not a well-defined main exit or where multiple main exits are provided, exits shall be permitted to be distributed around the perimeter of the building provided that the total capacity of egress is not less than 100 percent of the required capacity and not less than one exit shall discharge on a street or an unoccupied space of not less than 20 feet (6096 mm) in capacity that adjoins a street or publicway. Smoke-protected seating shall comply with Section 1030.6.2.
[BE] 1030.3 Assembly other exits. In addition to having access to a main exit, each level in a building used for assembly purposes having an occupant load greater than 300 and provided with a main exit, shall be provided with additional means of egress that shall provide an egress capacity for not less than one-half of the total occupant load served by that level and shall

Frequently asked questions
Do I need to attach the ICC 300 standard to my plan set?
Yes. The CEBC requires conformance with ICC 300 for moved bleachers (see § 1401.1.1). Provide plan notes that reference the specific ICC 300 edition and clauses used, and include any calculations or manufacturer documentation that demonstrate compliance.
If I only relocate seating within the same building, is ICC 300 still required?
