Scope and application of the CEBC
The CEBC sets how California regulates repair, alteration, change of occupancy, additions and relocation of existing buildings and provides three compliance methods to balance safety and feasibility.

Overview
The California Existing Building Code (CEBC) regulates repair, alteration, change of occupancy, addition to and relocation of existing buildings — not new construction — and includes an explicit exception for detached one- and two‑family dwellings and townhouses that may follow the California Residential Code (§101.2) . Chapter 1 establishes the limits of applicability, the purpose of the code and the authority of the enforcing agency, with key scope and applicability rules in §101.1–§101.4 .
The CEBC is built around flexibility for existing buildings: it permits controlled alternatives to full new‑construction requirements so rehabilitations remain feasible while maintaining basic safety, accessibility and fire protections (see §101.3 and the code intent) . Designers may choose among three compliance approaches — the Prescriptive Method (Ch. 5), the Work‑Area Method (Chs. 6–11) and the Performance Method (Ch. 13) — and Chapter 3 contains requirements that apply to all methods; repairs are covered separately in Chapter 4 .

CEBC § 1.1.2 High relevance — show source text
1.1.2 Purpose. The purpose of this code is to establish the minimum requirements to safeguard the public health, safety and general welfare through structural strength, means of egress facilities, stability, access to persons with disabilities, sanitation, adequate lighting and ventilation and energy conservation; safety to life and property from fire and other hazards attributed to the built environment; and to provide safety to firefighters and emergency responders during emergency operations.
1.1.3 Scope. The provisions of this code shall apply to the construction, alteration, movement, enlargement, replacement, repair, equipment, use and occupancy, location, maintenance, removal and demolition of every building or structure or any appurtenances connected or attached to such buildings or structures throughout the State of California. [HCD 1 & 2] The provisions of this code shall apply to repair, alteration, change of occupancy, addition to and relocation of every existing building or structure or any appurtenances connected or attached to such buildings or structures throughout the State of California.
1.1.3.1 Nonstate-regulated buildings, structures and applications. Except as modified by local ordinance pursuant to Section 1.1.8, the following standards in the California Code of Regulations, Title 24, Parts 2, 2.5, 3, 4, 5, 6, 7, 9, 10 and 11 shall apply to all occupancies and applications not regulated by a state agency.
1.1.3.2 State-regulated buildings, structures and applications. The model code, state amendments to the model code and/or state amendments where there are no relevant model code provisions shall apply to the following buildings, structures and applications regulated by state agencies as specified in Sections 1.2 through 1.14, except where modified by local ordinance pursuant to Section 1.1.8. When adopted by a state agency, the provisions of this code shall be enforced by the appropriate enforcing agency, but only to the extent of authority granted to such agency by the state legislature.

CBC § 301 High relevance — show source text
This code provides three main options for a designer in dealing with alterations of existing buildings. These are laid out in Section 301 of this code:
Option 1: Work for alteration, change of occupancy or addition of all existing buildings shall be done in accordance with the Prescriptive Compliance Method given in Chapter 5. It should be noted that this method originates from the former Chapter 34 of the IBC (2012 and earlier editions).
Option 2: Work for alteration, change of occupancy or addition of all existing buildings shall be done in accordance with the Work Area Compliance Method given in Chapters 6 through 12.

Option 3: Work for alteration, change of occupancy or addition of all existing buildings shall be done in accordance with the Performance Compliance Method given in Chapter 13. It should be noted that this option was also provided in the former Chapter 34 of the IBC (2012 and earlier editions).
Under limited circumstances, a building alteration can be made to comply with the laws under which the building was originally built, as long as the accessibility requirements are met, there has been no substantial structural damage and there will be limited structural alteration. Flood hazard provisions also must still be addressed where there is a substantial improvement.
Note that all repairs must comply with Chapter 4 and all relocated buildings are addressed by Chapter 14.

The format of the CEBC allows each chapter to be devoted to a particular subject. The following table shows how the CEBC is divided. SECTION 605—CHANGE OF OCCUPANCY
605.1 Scope. Change of occupancy provisions apply where the activity is classified as a change of occupancy as defined in Chapter 2.
605.2 Application. Changes of occupancy shall comply with the provisions of Chapter 10.
SECTION 606—ADDITIONS
606.1 Scope. Provisions for additions shall apply where work is classified as an addition as defined in Chapter 2.
606.2 Application. Additions to existing buildings shall comply with the provisions of Chapter 11.
SECTION 607—HISTORIC BUILDINGS
607.1 Scope. The provisions of the California Historical Building Code (Part 8, Title 24, C.C.R) shall apply to qualified historical buildings or properties.

601.1.1 Compliance with other alternatives. Alterations, additions and changes of occupancy to existing structures shall comply with the provisions of Chapters 7 through 11 or with one of the alternatives provided in Section 301.3.
601.2 Work area. The work area, as defined in Chapter 2, shall be identified on the construction documents.
SECTION 602—ALTERATION—LEVEL 1
602.1 Scope. Level 1 alterations include the removal and replacement or the covering of existing materials, elements, equipment or fixtures using new materials, elements, equipment or fixtures that serve the same purpose.
602.2 Application. Level 1 alterations shall comply with the provisions of Chapter 7.
SECTION 603—ALTERATION—LEVEL 2
603.1 Scope. Level 2 alterations include the addition or elimination of any door or window, the reconfiguration or extension of any system, or the installation of any additional equipment, and shall apply where the work area is equal to or less than 50 percent of the building area.
Exception: The movement or addition of nonfixed and movable fixtures, cases, racks, counters and partitions not over 5 feet 9 inches (1753 mm) in height shall not be considered a Level 2 alteration.
603.2 Application. Level 2 alterations shall comply with the provisions of Chapter 7 for Level 1 alterations as well as the provisions of Chapter 8.
SECTION 604—ALTERATION—LEVEL 3
604.1 Scope. Level 3 alterations apply where the work area exceeds 50 percent of the building area.
604.2 Application. Level 3 alterations shall comply with the provisions of Chapters 7 and 8 for Level 1 and 2 alterations, respectively, as well as the provisions of Chapter 9.
SECTION 605—CHANGE OF OCCUPANCY
605.1 Scope. Change of occupancy provisions apply where the activity is classified as a change of occupancy as defined in Chapter 2.

Chapter 5 Prescriptive Compliance Method.
Chapter 5 provides one of the three main options of compliance available in the CEBC for buildings and structures undergoing alteration, addition or change of occupancy. The base requirements are more administrative in nature. The structural triggers for upgrades are consistent with the Work Area Method.

Chapter 5A provides details for the prescriptive compliance method for alteration, addition and change of occupancy of existing build- ings and structures regulated by the Department of Health Care Access and Information/Office of Statewide Hospital Planning and Development, which include hospitals and correctional treatment centers (applications listed in Sections 1.10.1 (OSHPD 1).
Chapter 6 Classification of Work.
Chapter 6 provides an overview of the Work Area Method and defines the different classifications of work including alterations, change of occupancy, additions and historic buildings. Detailed requirements for all of these are given in subsequent Chapters 7 through 11.
Chapter 7 Alterations—Level 1.
Chapter 7 provides the technical requirements for those existing buildings that undergo Level 1 alterations as described in Section 602, which includes replacement or covering of existing materials, elements, equipment or fixtures using new materials for the same purpose. This chapter is distinguished from Chapters 8 and 9 by only involving replacement of building components with new components with no reconfiguration of space.
Chapter 8 Alterations—Level 2.
A Level 2 alteration is an alteration involving space reconfiguration that could be up to and including 50 percent of the area of the building or addition of a new building system. Level 2 alterations also include the extension or addition of any system or equipment. The purpose of Chapter 8 is to provide detailed requirements and provisions to identify the required improvements in the existing building elements, means of egress, fire protection, structural systems, energy efficiency, and other building systems include electrical, mechanical and plumbing when a building is being altered.

About this chapter: Chapter 1 Division II establishes the limits of applicability of this code and describes how the code is to be applied and enforced. Chapter 1 Division II is in two parts: Part 1—Scope and Application (Sections R101–R102) and Part 2—Administration and Enforcement (Sections R103–R114). Section R101 identifies which buildings and structures come under its purview and references other I-Codes as applicable. Standards and codes are scoped to the extent referenced (see Section R102.4).
The one- and two-family dwelling code is intended to be adopted as a legally enforceable document, and it cannot be effective without adequate provisions for its administration and enforcement. The provisions of Chapter 1 establish the authority and duties of the building official appointed by the authority having jurisdiction and also establish the rights and privileges of the design professional, contractor and property owner.
Division II is not adopted by the Department of Housing and Community Development except where specifically indicated. Note: Specific sections of Chapter 1, Division II adopted by the State Fire Marshal will be indicated in the Matrix Adoption Table.
PART 1—SCOPE AND APPLICATION
SECTION R101—SCOPE AND GENERAL REQUIREMENTS
R101.1 Title. These provisions shall be known as the Residential Code for One- and Two-family Dwellings of [ NAME OF JURISDICTION ], and shall be cited as such and will be referred to herein as “this code.”
R101.2 Scope. The provisions of this code shall apply to the construction, alteration, movement, enlargement, replacement, repair, equipment, use and occupancy, location, removal and demolition of detached one- and two-family dwellings and townhouses not more than three stories above grade plane in height with a separate means of egress and their accessory structures not more than three stories above grade plane in height.
Exception: The following shall be permitted to be constructed in accordance with this code where provided with an automatic sprinkler system complying with Section R309 :
Live/work units located in townhouses and complying with the requirements of Section 508.5 of the California Building Code.
Owner-occupied lodging houses with five or fewer guestrooms.
A care facility with five or fewer persons receiving custodial care within a dwelling unit.
A care facility with five or fewer persons receiving medical care within a dwelling unit.
A day care facility for five or fewer persons of any age receiving care within a dwelling unit.
R101.2.1 Appendices. Provisions in the appendices shall not apply unless specifically adopted.
R101.3 Purpose. The purpose of this code is to establish minimum requirements to provide a reasonable level of safety, health and general welfare through affordability, structural strength, means of egress, stability, sanitation, light and ventilation, energy conservation and safety to life and property from fire and other hazards and to provide a reasonable level of safety to firefighters and emergency responders during emergency operations.
SECTION R102—APPLICABILITY
R102.1 General. Where there is a conflict between a general requirement and a specific requirement, the specific requirement shall be applicable. Where, in any specific case, different sections of this code specify different materials, methods of construction or other requirements, the most restrictive shall govern.

PART 1—SCOPE AND APPLICATION
SECTION 101—SCOPE AND GENERAL REQUIREMENTS
[A] 101.1 Title. These regulations shall be known as the Existing Building Code of [ NAME OF JURISDICTION ], herein-after referred to as “this code.”
[A] 101.2 Scope. The provisions of this code shall apply to the repair, alteration, change of occupancy, addition to and relocation of existing buildings.
Exception: Detached one- and two-family dwellings and townhouses not more than three stories above grade plane in height with a separate means of egress, and their accessory structures not more than three stories above grade plane in height, shall comply with this code or the California Residential Code.
[A] 101.2.1 Appendices. Provisions in the appendices shall not apply unless specifically adopted or referenced.
101.2.2 Application of fire code. Where work regulated by this code is also regulated by the construction requirements for existing buildings in Chapter 11 of the California Fire Code, such work shall comply with applicable requirements in both codes.
[A] 101.3 Purpose. The intent of this code is to provide flexibility to permit the use of alternative approaches to achieve compliance with minimum requirements to provide a reasonable level of safety, health, property protection and general welfare insofar as they are affected by the repair, alteration, change of occupancy, addition and relocation of existing buildings.
[A] 101.4 Applicability. This code shall apply to the repair, alteration, change of occupancy, addition and relocation of existing buildings, regardless of occupancy, subject to the criteria of Sections 101.4.1 and 101.4.2.
[A] 101.4.1 Buildings not previously occupied. A building or portion of a building that has not been previously occupied or used for its intended purpose, in accordance with the laws in existence at the time of its completion, shall be permitted to comply with the provisions of the laws in existence at the time of its original permit unless such permit has expired. Subsequent permits shall comply with the California Building Code or California Residential Code, as applicable, for new construction.
[A] 101.4.2 Buildings previously occupied. The legal occupancy of any building existing on the date of adoption of this code shall be permitted to continue without change, except as is specifically covered in this code, the California Fire Code, or the Inter- national Property Maintenance Code, or as is deemed necessary by the code official for the general safety and welfare of the occupants and the public.
[A] 101.5 Safeguards during construction. Construction work covered in this code, including any related demolition, shall comply with the requirements of Chapter 15.
CBC § 301 High relevance — show source text
The IEBC is a model code in the International Code family of codes intended to provide requirements for repair and alternative approaches for alterations, changes of occupancy and additions to existing buildings. A large number of existing buildings and structures do not comply with the current building code requirements for new construction. Although many of these buildings are potentially salvageable, rehabilitation is often cost-prohibitive because compliance with all the requirements for new construction could require extensive changes that go well beyond the value of the building or the original scope of the alteration. At the same time, it is necessary to regulate construction in existing buildings that undergo additions, alterations, extensive repairs or change of occupancy. Such activity represents an opportunity to ensure that new construction complies with the current building codes and that existing conditions are maintained, at a minimum, to their current level of compliance or are improved as required to meet basic safety levels. To accomplish this objective, and to make the alteration process easier, this code allows for options for controlled departure from full compliance with the International Codes dealing with new construction, while maintaining basic levels for fire safety, structural and life safety features of the rehabilitated building.

Option 3: Work for alteration, change of occupancy or addition of all existing buildings shall be done in accordance with the Performance Compliance Method given in Chapter 13. It should be noted that this option was also provided in the former Chapter 34 of the IBC (2012 and earlier editions).
Under limited circumstances, a building alteration can be made to comply with the laws under which the building was originally built, as long as the accessibility requirements are met, there has been no substantial structural damage and there will be limited structural alteration. Flood hazard provisions also must still be addressed where there is a substantial improvement.
Note that all repairs must comply with Chapter 4 and all relocated buildings are addressed by Chapter 14.
ARRANGEMENT AND FORMAT OF THE 2025 CEBC
The format of the CEBC allows each chapter to be devoted to a particular subject. The following table shows how the CEBC is divided. The subsequent table shows CEBC requirements that are correlated with other California Codes. The chapter synopses detail the scope and intent of the provisions of the CEBC.

501 A .2 Fire-resistance ratings. Fire-resistance ratings shall comply with the California Building Standards Code.
501A.3 Prescriptive compliance provisions. Alterations, additions and changes of occupancy to the following categories of existing buildings and structures shall comply with the provisions of this section.
501A.3.1 Prescriptive compliance provisions for SPC-4D using the California Building Code, 1980 (CBC 1980). Nonconforming buildings shall satisfy the following requirements: 1. The California Building Code, 1980 (CBC 1980), as used in this chapter, consists of the Uniform Building Code, 1979 (UBC 1979) along with requirements contained in: a) California Code of Regulations, Title 24- Building Standards, dated February 2, 1980 (Revision record for Register 80, No. 5). b) California Code of Regulations, Title 22 – Social Security, dated October 13, 1979 (Revision Record for Register 79, No 41). c) California Code of Regulations, Title 17 – Public Health, dated October 13, 1979 (Revision Record for Register 79, No 41-B). 2. All existing structural elements of Seismic Force Resisting System (SFRS) shall satisfy the detailing requirements in the CBC 1980 or demonstrate that the level of seismic performance is equivalent to that given in the CBC 1980, as determined by the building official. 3. A continuous load path or paths with adequate strength and stiffness to transfer all the forces from the point of origin to final point of resistance shall be justified by analysis. 4. Site data report in accordance with the CBC 1980 shall establish that seismically induced differential settlement does not exceed 1 ″ in 40 ′ .
5. Adjacent buildings shall satisfy the SPC building separation requirements in accordance with the California Administrative Code, Chapter 6 Section 3.4. 6. The addition of new structural elements or strengthening of existing structural elements for retrofit of nonconforming build- ings to SPC-4D shall comply with the following: a) The seismic demand (forces or displacements) shall be in accordance with the CBC 1980; b) Capacity, detailing and connections for new structural elements shall satisfy the requirements in the CBC 2025 for new construction; and c) The strengthening of existing structural elements shall use capacities determined in accordance with the CBC 2025 for new construction consistent with the detailing and connections used in the strengthened member. 7. All construction, quality assurance and quality control shall be in accordance with the new construction provisions of CBC 2025.
8. Elements not part of the Seismic Force-Resisting System (SFRS), including those identified in the California Administrative Code Chapter 6, Article 10, shall be evaluated using seismic forces and the requirements of the CBC 1980. 9. Any column or wall that forms part of two or more intersecting SFRS and is subjected to axial load due to seismic forces acting along either principal plan axis equaling or exceeding 20 percent of the axial design strength of the column or wall shall be _evaluated for the most critical load effect due to application of seismic force in any direction.

Appendix C Guidelines for the Wind Retrofit of Existing Buildings.
The purpose of Appendix C is to provide voluntary prescriptive alternatives for addressing the retrofit of buildings in high-wind areas. Currently, there are two chapters which deal with the retrofit of gable ends and the fastening of roof decks, Appendix Chapters C1 and C2, respectively. This appendix includes its own referenced standards.
Appendix D Board of Appeals.
Appendix D contains the provisions for appeal and the establishment of a board of appeals. The provisions include the application for an appeal, the makeup of the board of appeals and the conduct of the appeal process.
Appendix E Temporary Emergency Uses.
Appendix E is intended to provide guidance for designers, engineers, architects and fire and building officials on allowing temporary emergency uses of existing buildings with respect to the minimum code requirements. This appendix is a template or checklist that references the relevant code requirement of concerns.
