Overview
This area of the California Energy Code explains what product documentation and manufacturer certifications are required to install systems, equipment, appliances and building components regulated by Part 6, how compliance is demonstrated, and which parts of the code apply to different building types and enforcing agencies. Manufacturer declarations and Energy Commission certification are a baseline requirement for installing regulated equipment (§110.0), and the Code points to specific verification paths (directories, acceptance letters, or labels) for confirming certification status.
The Code and its reference appendices also set product-specific qualification rules and prescriptive verification paths—for example, product GWP requirements and EPDs under the green‑building appendices (Section 5.409 and A5.409.3) and prescriptive roofing reflectance/emittance requirements (A5.106.11.2.2). Worksheets and compliance forms (WS‑4, WS‑5, WS‑7, WS‑8 and others) are identified as the practical verification tools to submit with construction documents.
Applicability by building type is controlled both by Title 24 Part 6 sections and by the adoption/agency matrices in other Parts (OSHPD, DSA, HCD, etc.). Special adoption tables and Part 1/Part 2 cross‑references (e.g., the OSHPD adoption notes at §1.10.x) explain which sections apply to hospitals, skilled‑nursing, correctional, and other specialty facilities. Use those matrix entries to determine whether a given product qualification or worksheet is required for your project.

Calculations to demonstrate compliance, Type III EPDs for products required to comply if included in the project, and Worksheet WS-8 signed by the design professional of record shall be provided on the construction documents. Updated EPDs for products used in construction shall be provided to the owner at the close of construction and to the enforcement entity upon request. The enforcing agency may require inspection and inspection reports in accordance with Sections 702.2 and 703.1 during and at completion of construction to demonstrate substantial conformance. Inspection shall be performed by the design professional of record or third party acceptable to the enforcing agency.
A5.409.4 Whole building life cycle assessment of additional impacts. Maintaining compliance with the requirements of Section 5.409.2, conduct a cradle-to-grave whole building life cycle assessment performed in accordance with ISO 14044, including operating energy, and demonstrating a minimum 10-percent improvement for a minimum of two additional impacts listed in Section A5.409.4.1, as compared to a reference baseline building of similar size, function, complexity, type of construction, material specification, location and operating energy performance that meets the requirements of the California Energy Code currently in effect.
A5.409.4.1 Impacts to be considered. Select from the following impacts in the assessment:
Fossil fuel depletion.
Stratospheric ozone depletion.
Acidification of land and water sources.
Eutrophication.
Photochemical oxidants (smog).

MANUFACTURE, CONSTRUCTION AND INSTALLATION OF SYSTEMS, EQUIPMENT AND BUILDING COMPONENTS
SECTION 110.0—SYSTEMS AND EQUIPMENT—GENERAL
Sections 110.1 through 110.12 specify requirements for manufacturing, construction and installation of certain systems, equipment, appliances and building components that are installed in buildings within the scope of Section 100.0(a).
Note: The requirements of Sections 110.0 through 110.12 apply to newly constructed buildings. Sections 141.0 and 150.2 specify which requirements of Sections 110.1 through 110.12 also apply to additions and alterations to existing buildings.
(a) General Requirements. Systems, equipment, appliances and building components shall only be installed in a building within the scope of Section 100.0(a) regulated by Part 6 only if:
- The manufacturer has certified that the system, equipment, appliances or building component complies with the applicable manufacturing provisions of Sections 110.1 through 110.12; and
- The system, equipment, appliance or building component complies with all applicable installation provisions of Sections 110.1 through 110.12.
(b) Certification Requirements for Manufactured Systems, Equipment, Appliances and Building Components.
- Appliances that are within the scope of Section 1601 of the Appliance Efficiency Regulations shall only be installed if they have been certified to the Energy Commission by the manufacturer, pursuant to the provisions of Title 20 California Code of Regulations, Section 1606; or
- Systems, equipment, appliances and building components that are required by Part 6 or the Reference Appendices to be certified to the Energy Commission, which are not appliances that are within the scope of Section 1601 of the Appliance Efficiency Regulations, shall only be installed if they are certified by the manufacturer in a declaration, executed under penalty of perjury under the laws of the State of California, that: A. All the information provided pursuant to the certification is true, complete, accurate and in compliance with all applicable requirements of Part 6; and B. The equipment, product, or device was tested using the test procedure specified in Part 6 if applicable
- The certification status of any system, equipment, appliance or building component shall be confirmed only by reference to: A. A directory published or approved by the Commission; or B. A copy of the application for certification from the manufacturer and the letter of acceptance from the Commission staff; or C. Written confirmation from the publisher of a Commission-approved directory that a device has been certified; or D. A Commission-approved label on the device.
Note: Part 6 does not require a builder, designer, owner, operator, or enforcing agency to test any certified device to determine its compliance with minimum specifications or efficiencies adopted by the Commission.

110.3.4.1 [HCD 1] Moisture content verification. Moisture content of framing members shall be verified in accordance with the California Green Building Standards Code (CALGreen), Chapter 4, Division 4.5.
[A] 110.3.5 Types IV-A, IV-B and IV-C connection protection inspection. In buildings of Types IV-A, IV-B and IV-C construction, where connection fire-resistance ratings are provided by wood cover calculated to meet the requirements of Section 2304.10.1, inspection of the wood cover shall be made after the cover is installed, but before any other coverings or finishes are installed.
[A] 110.3.6 Lath and gypsum panel product inspection. Lath and gypsum panel product inspections shall be made after lathing and gypsum panel products, interior and exterior, are in place, but before any plastering is applied or gypsum panel product joints and fasteners are taped and finished.
Exception: Gypsum panel products that are not part of a fire-resistance-rated assembly or a shear assembly.
[A] 110.3.7 Weather-exposed balcony and walking surface waterproofing. Where balconies or other elevated walking surfaces have weather-exposed surfaces, and the structural framing is protected by an impervious moisture barrier, all elements of the impervious moisture barrier system shall not be concealed until inspected and approved.
Exception: Where special inspections are provided in accordance with Section 1705.1.1, Item 3.
[A] 110.3.8 Fire- and smoke-resistant penetrations. Protection of joints and penetrations in fire-resistance-rated assemblies, smoke barriers and smoke partitions shall not be concealed from view until inspected and approved.
[A] 110.3.9 Energy efficiency inspections. Inspections shall be made to determine compliance with Chapter 13 and shall include, but not be limited to, inspections for: envelope insulation R- and U-values, fenestration U-value, duct system R-value, and HVAC and water-heating equipment efficiency.
[A] 110.3.10 Other inspections. In addition to the inspections specified in Sections 110.3.1 through 110.3.9, the building official is authorized to make or require other inspections of any construction work to ascertain compliance with the provisions of this code and other laws that are enforced by the department of building safety.
[A] 110.3.11 Special inspections. For special inspections, see Chapter 17.
[A] 110.3.12 Final inspection. The final inspection shall be made after all work required by the building permit is completed.
[A] 110.3.12.1 Flood hazard documentation. If located in a flood hazard area, documentation of the elevation of the lowest floor or the elevation of dry floodproofing, if applicable, as required in Section 1612.4 shall be submitted to the building official prior to the final inspection.
110.3.12.2 [HCD 1] Operation and maintenance manual. At the time of final inspection, a manual, compact disc, web-based reference or other media acceptable to the enforcing agency shall be placed in the building in accordance with the California Green Building Standards Code (CALGreen), Chapter 4, Division 4.4.
[A] 110.4 Inspection agencies. The building official is authorized to accept reports of approved inspection agencies, provided that such agencies satisfy the requirements as to qualifications and reliability.

§ 5.105.2 Medium relevance — show source text
Exception: Combined addition(s) to existing building(s) of two times the area or more of the existing building(s) is not eligible to meet compliance with Section 5.105.2 or Section A5.105.2.
A5.409.2 Whole building life cycle assessment. Projects shall meet the minimum requirements of Section A5.409.2 for Tier 1 or Tier 2 compliance.
A5.409.2.1 Tier 1. Projects shall conduct a cradle-to-grave whole building life cycle assessment meeting the requirements of Section 5.409.2 and performed in accordance with ISO 14040 and 14044, excluding operating energy, demonstrating a minimum 15-percent reduction in global warming potential (GWP) as compared to a reference baseline building of similar size, function, complexity, type of construction, material specification, and location that meets the requirements of all parts of the California Building Standards Code currently in effect. Software used to conduct the whole building life cycle assessment, including reference baseline building, shall have a data set compliant with ISO 14044, and ISO 21930 or EN 15804, and the software shall conform to ISO 21931 and/or EN 15978. The software tools and data sets shall be the same for evaluation of both the baseline building and the proposed building.
Exception: For projects that include building reuse, the reference baseline building shall exclude the reused elements. The percent reduction in GWP shall be achieved through the design and construction of new project elements.
A5.409.2.2 Tier 2. Projects shall conduct a cradle-to-grave whole building life cycle assessment meeting the requirements of Section 5.409.2 and performed in accordance with ISO 14040 and ISO 14044, excluding operating energy, demonstrating a minimum 20-percent reduction in GWP as compared to a reference baseline building of similar size, function, complexity, type of construction, material specification, and location that meets the requirements of all parts of the California Building Standards Code currently in effect. Software used to conduct the whole building life cycle assessment, including reference baseline building, shall have a data set compliant with ISO 14044, and ISO 21930 or EN 15804, and the software shall conform to ISO 21931 and/or EN 15978. The software tools and data sets shall be the same for evaluation of both the baseline building and the proposed building.
Exception: For projects that include building reuse, the reference baseline building shall not be of new construction and shall retain existing materials. The percent reduction in GWP shall be achieved through the design and construction of new project elements.
A5.409.2.3 Verification of compliance. A summary of the GWP analysis produced by the software and Worksheet WS-7 signed by the design professional of record shall be provided in the construction documents as documentation of compliance. A copy of the whole building life cycle assessment which includes the GWP analysis produced by the software, in addition to maintenance and training information, shall be included in the operation and maintenance manual and shall be provided to the owner at the close of construction. The enforcing agency may require inspection and inspection reports in accordance with Sections 702.2 and 703.1 during and at completion of construction to demonstrate substantial conformance. Inspection shall be performed by the design professional of record or third party acceptable to the enforcing agency.
A5.409.3 Product GWP compliance—prescriptive path. Each product that is permanently installed and listed in Table A5.409.3 shall have a Type III environmental product declaration (EPD), either product-specific or factory-specific.

OSHPD 4 adopts the following building standards in Title 24, Part 10: Chapters 2, 3, 4, 5 and 16.
1.10.4.3 Identification of amendments. For applications listed in Section 1.10.4, amendments in this code appear in this code preceded with the acronym [OSHPD 4], unless the entire chapter is applicable.

1.10.5 OSHPD 5. Specific scope of application of the agency responsible for enforcement, enforcement agency and the specific authority to adopt and enforce such provisions of this code, unless otherwise stated.
Application— Acute psychiatric hospital buildings.
Enforcing agency— Health Care Access and Information/Office of Statewide Hospital Planning and Development (OSHPD). The office shall enforce the California Energy Commission – Energy Regulations, the Division of the State Architect—Access Compliance regulations, and the regulations of the Office of the State Fire Marshal for the above-stated facility types.

What product documentation is typically required to show compliance?
Manufacturers must certify compliance for regulated systems and equipment per §110.0; project submittals commonly include manufacturer certifications/declarations, Energy Commission certification listings or acceptance letters, product EPDs (where required by A5.409.3), and the prescribed worksheets (for example WS‑4, WS‑5, WS‑7, WS‑8) incorporated into the construction documents.
