E 802.2 Owner’s Project Requirements (OPR). The performance goals and requirements of the HVAC system shall be documented before the design phase of the project begins. This documentation shall include not less than the following:
(1) Environmental and sustainability goals
(2) Energy efficiency goals
(3) Indoor environmental quality requirements
(4) Equipment and systems performance goals
(5) Building occupant and O&M personnel expectations E 802.3 Basis of Design (BOD). E 608.0 Low VOC Solvent Cement and Primer.
E 608.1 General. Primers and solvent cements used to join plastic pipe, and fittings shall be in accordance with Section E 608.1.1 and Section E 608.1.2.
E 608.1.1 Solvent Cement. Solvent cement, including one-step solvent cement, shall have a volatile organic compound (VOC) content of less than or equal to 65 ounces per gallon (oz/gal) (487 g/L) for CPVC cement, 68 oz/gal (509 g/L) for PVC cement, and 43 oz/gal (322 g/L) for ABS cement, as determined by the South Coast Air Quality Management District’s Laboratory Methods of Analysis for Enforcement Samples, Method 316A. E 608.1.2 Primer. Primer shall have a volatile organic compound (VOC) content of less than or equal to 73 oz/gal (546 g/L), as determined by the South Coast Air Quality Management District’s Laboratory Methods of Analysis for Enforcement Samples, Method 316A.
E 701.0 Installer Qualifications.
E 701.1 Scope. The provisions of this section address minimum qualifications of installers of mechanical systems covered within the scope of this appendix.
E 702.0 Qualifications.
E 702.1 General. Where permits are required, the Authority Having Jurisdiction shall have the authority to require contractors, installers, or service technicians to demonstrate competency. Where determined by the Authority Having Jurisdiction, the contractor, installer, or service technician shall be licensed to perform such work.

E 802.6.2 Systems Operations Training. The training of the appropriate maintenance staff for each equipment type or system shall include not less than the following:
(1) System/Equipment overview (what it is, what it does, and what other systems or equipment it interfaces with).
(2) Review of the information in the systems manual.
(3) Review of the record drawings on the system/equip ment.
E 802.7 Commissioning Report. A complete report of commissioning process activities undertaken through the design, construction, and post-construction phases of the building project shall be completed and provided to the
owner.
Part II
E 803.0 Commissioning Acceptance.
E 803.1 General. Part II of this appendix provides a means of verifying the commissioning requirements of Section E 802.1. The activities specified in Part II of this appendix includes three aspects, as described as follows:

For each phase of the work, define the roles and responsibilities for each member of the Cx team. iii. List the required Cx deliverables, reports, forms and verifications expected at each stage of the commissioning effort.
iv. Include the confirmation process for the O&M manual, systems manual and the facility operator and maintenance staff training.
4.3 Enforcement:
At their discretion, the inspector confirms demonstrated compliance at Plan Intake by: a) Receipt of a copy of the commissioning plan, or b) Receipt of a form signed by the owner or owner’s representative attesting that the Cx Plan has been completed.

5.1 Intent:
Develop and implement the functional performance tests to document, as set forth in the commissioning plan, that all components, equipment, systems and system-to-system interfaces were installed as specified, and operate according to the Owner’s Project Requirements, Basis of Design, and plans and specifications.
The following systems to be functionally tested are listed in the Basis of Design (Section 5.410.2.2 of the code):
Renewable energy systems
Landscape irrigation systems
Water reuse systems
5.2 Compliance Method:
Compliance is demonstrated by developing and implementing test procedures for each piece of commissioned equipment and interfaces between equipment and systems according to the building-specific commissioning plan. Tests should include verification of proper operation of all equipment features, each part of the sequence of operation, overrides, lockouts, safeties, alarms, occupied and unoccupied modes, loss of normal power, exercising a shutdown, startup, low load through full load (as much as is possible) and back, staging and standby functions, scheduling, energy efficiency strategies and loop tuning.
Elements of acceptable test procedures include:
Date and party—Identification of the date of the test and the party conducting the test.
Signature block—Signature of the designated commissioning lead and the equipment installing contractor attesting that the recorded test results are accurate.
Prerequisites—Any conditions or related equipment checkout or testing that needs to be completed before conducting this test.
Precautions—Identification of the risks involved to the test team members and the equipment and how to mitigate them.
Instrumentation—Listing of the instrumentation and tools necessary to complete the test.
Reference—In each procedure item, identify the source for what is being confirmed (e.g., sequence of operation ID, operating feature, specification requirement, etc.).

5.410.2.5 Documentation and training. [N] A systems manual and systems operations training are required, including Occupational Safety and Health Act (OSHA) requirements in California Code of Regulations (CCR), Title 8, Section 5142, and other related regulations.

SECTION 5.410—BUILDING MAINTENANCE AND OPERATION
5.410.1 Recycling by occupants. Provide readily accessible areas that serve the entire building and are identified for the depositing, storage and collection of non-hazardous materials for recycling, including (at a minimum) paper, corrugated cardboard, glass, plastics, organic waste and metals, or meet a lawfully enacted local recycling ordinance, if more restrictive.
Exception: Rural jurisdictions that meet and apply for the exemption in Public Resources Code 42649.82 (a)(2)(A) et seq. shall also be exempt from the organic waste portion of this section.
5.410.1.1 Additions. All additions conducted within a 12-month period under single or multiple permits, resulting in an increase of 30 percent or more in floor area, shall provide recycling areas on site.
Exception: Additions within a tenant space resulting in less than a 30-percent increase in the tenant space floor area.
5.410.1.2 Sample ordinance. Space allocation for recycling areas shall comply with Chapter 18, Part 3, Division 30 of the Public Resources Code. Chapter 18 is known as the California Solid Waste Reuse and Recycling Access Act of 1991 (Act).

5.410.2 Commissioning. [N] New buildings 10,000 square feet and over. For new buildings 10,000 square feet and over, building commissioning shall be included in the design and construction processes of the building project to verify that the building systems and components meet the owner’s or owner representative’s project requirements. For I-occupancies that are not regulated by OSHPD or for I-occupancies and L-occupancies that are not regulated by the California Energy Code Section 100.0 Scope, all requirements in Sections 5.410.2 through 5.410.2.6 shall apply.
Note: For energy-related systems under the scope (Section 100) of the California Energy Code, including heating, ventilation, air conditioning (HVAC) systems and controls, indoor lighting systems and controls, as well as water heating systems and controls, refer to California Energy Code Section 120.8 for commissioning requirements.
Commissioning requirements shall include:
- Owner’s or owner representative’s project requirements.

The CxA shall verify the installation and performance of the systems to be commissioned, verify that training and operation and maintenance documentation have been provided to the owner’s operations staff and complete a commissioning report.

A6.204.4.6 Commissioning report. The CxA shall create a complete report of commissioning process activities undertaken through the design, construction and postconstruction phases of the building project and provided to the owner.

The building owner or owner’s representative shall include the Design Review Kickoff Certificate of Compliance form in the certificate of compliance documentation (as specified in Part 1 Section 10-103).
- Construction documents design review. The construction documents design review Checklist Certificate of Compliance shall list the items checked by the design reviewer during the construction document review. Frequently asked questions
Who must prepare the commissioning plan and when?
The commissioning plan must be prepared during the design phase and completed prior to permit issuance; the owner, design team and the designated commissioning coordinator (Cx lead) typically collaborate on it. § E 802.4; § 5.410.2.3.
Is TAB (test & balance) the same as functional performance testing?
No. TAB verifies flows and pressures; FPT must also verify sequences of operation, controls, safeties, modes (occupied/unoccupied), alarms, and system‑to‑system interfaces. Both can be required and coordinated. § 5.410.2.4; § 120.8(g).
Are small tenant improvements exempt from commissioning?
Many tenant improvements under 10,000 ft² are exempt per CalGreen exceptions, but verify local enforcement rules and whether the Energy Code or occupancy type imposes other requirements. § 5.410.2 exceptions.
What must an FPT report contain?
At minimum: date and parties, signature block, prerequisites, instrumentation, test instructions, measurable acceptance criteria, results, return to normal, and deficiency list. § 5.410.2.4; § 120.8(g).
Do healthcare facilities follow the same FPT rules under § 120.8(g)?
The Energy Code text shows an exception concerning healthcare facilities to a part of § 120.8(g); healthcare is frequently governed by additional OSHPD/healthcare rules — check the specific healthcare provisions and local authority.
