What commissioning documentation and deliverables are required (OPR, BOD, plan, report)?

This project-level summary: Before design starts you must write down the owner’s goals (OPR). The designer must explain how the design meets those goals (BOD). A Commissioning Plan started in design (and commonly completed before permit) describes what systems will be tested, how, and with measurable acceptance criteria. After construction, the CxA performs functional performance tests, ensures O&M training and systems manuals are delivered, and issues a final Commissioning Report that includes test results and the original OPR/BOD/Plan. **§ A6.204.4.1–.3, .4, .5, .6**.

What the code requires — 2–4 sentences

The California Green Building Standards Code requires a documented commissioning process that includes an Owner’s Project Requirements (OPR), a Basis of Design (BOD), a Commissioning Plan, functional performance testing, post‑construction documentation/training, and a Commissioning Report. These deliverables must be prepared, reviewed by the Commissioning Authority (CxA), and maintained through design, construction and occupancy; the controlling requirements are in § A6.204.4.1, § A6.204.4.2, § A6.204.4.3, and § A6.204.4.6.

The single most important rule: document the owner’s performance goals before design (OPR), show how the design meets them (BOD), commit to how you will test and verify performance (Commissioning Plan), and deliver a final verification package (Commissioning Report).

Commissioning plan: required contents explained

The Commissioning Plan must, at a minimum, include:

  • General project information and project schedule.
  • Commissioning goals (e.g., meet CALGreen requirements; meet OPR/BOD).
  • Systems to be commissioned (link to BOD) and for each system: (a) design intent narrative; (b) list of equipment and test extent; (c) functions to be tested; (d) test conditions; (e) measurable acceptance criteria.
  • Commissioning team information (owner, CxA, designers, contractor contacts).
  • Cx activities, schedule and responsibilities, including milestones for producing O&M manuals and training.

Commissioning report: expected contents

The Commissioning Report must document the end‑to‑end commissioning process and include:

  • Executive summary, observations, outstanding items and resolution history.
  • Completed test results and evaluations (FPT data, readings, adjustments).
  • Training summary and systems manual confirmation.
  • Attachments: complete OPR, BOD, Commissioning Plan, executed installation checklists, FPT forms.

Exceptions & special cases

  • Some building types / areas are excepted from the mandatory measures listed in A6 (examples include unconditioned warehouses of any size, areas < 10,000 sq ft used for offices within unconditioned warehouses, and tenant improvements < 10,000 sq ft). Verify applicability for your project.
  • The Commissioning Plan is specifically called out as a deliverable that must be started in design and in many CALGreen/CEC contexts must be completed prior to permit issuance; follow your enforcing agency’s intake/plan‑check requirements.
  • Functional performance testing of HVAC and lighting controls must comply with the California Energy Code (Title 24) procedures where referenced; CALGreen requires FPT but defers specific test protocols to the Energy Code for some systems.

If your project includes renewable energy, landscape irrigation or water‑reuse systems, include those systems in the BOD and Commissioning Plan per the BOD/Plan lists.

Common mistakes

  • Treating the OPR as a late formality: the OPR must be documented before the design phase begins — delaying it undermines the BOD and Commissioning Plan. § A6.204.4.1.
  • Writing non‑measurable acceptance criteria (e.g., “operate properly”) instead of measurable criteria (setpoints, temperatures, % control response, timing). Commissioning Plan must include measurable criteria. § A6.204.4.3.
  • Waiting to prepare the Commissioning Plan until construction — many sections require it to be completed prior to permit issuance or early in design. § A6.204.4.3.
  • Omitting attachments from the Cx Report (OPR, BOD, executed FPT forms and checklists), which the code explicitly identifies as components of the final report. § A6.204.4.6.

Worked example — 30,000 ft² office building (concrete example)

Scenario: A 30,000 ft² conditioned office building with central VAV HVAC, networked lighting controls, domestic hot water with heat pump, and a 100 kW PV array.

Required deliverables and timing:

  1. OPR — owner documents goals (target energy reduction %, target indoor air quality, after‑hours operation and occupant schedules) before schematic design. (See § A6.204.4.1.)
  2. BOD — designer produces BOD at design phase showing how the VAV controls, lighting control sequences and PV output satisfy the OPR (covers HVAC, lighting, water heating, renewables). (See § A6.204.4.2.)
  3. Commissioning Plan — started during design and completed prior to permit (recommended): lists systems, includes for HVAC a measurable acceptance example (illustrative only): maintain supply‑air temperature reset to meet zone ΔT of 8–12°F under specified loads; includes test conditions (occupied/unoccupied, part‑load), functions (economizer, reheat, staging), and acceptance thresholds.     1. Functional performance testing for heating, ventilation, air conditioning systems and lighting controls must be performed in compliance with the California Energy Code.

    5.410.2.1 Owner’s or Owner representative’s Project Requirements (OPR). [N] The expectations and requirements of the building appropriate to its phase shall be documented before the design phase of the project begins. This documentation shall include the following:

    3.3 Enforcement:

    At their discretion, the inspector confirms demonstrated compliance at Plan Intake by: a) Receipt of a copy of the commissioning specifications, or b) Receipt of a form signed by the owner or owner’s representative or designer of record attesting that the owner-approved commissioning specifications are included in the construction documents.

    4.1 Intent:

    The Commissioning Plan (Cx Plan) establishes the commissioning process guideline for the project and commissioning team’s level of effort by identifying the required Cx activities to ensure that the Owner’s Project Requirements (OPR) and the Basis of Design (BOD) are met. The Cx Plan also includes a commissioning schedule from design to occupancy.

    4.2 Compliance Method:

    Compliance is demonstrated by preparation of a project-specific Cx Plan that includes the elements listed in the code section above. The following gives guidance for developing the components of the commissioning plan:

    1. General project information - Provide project-identifying information including but not limited to the following: i. Project name, owner, location. ii. Building type, building area. iii. Project schedule. iv. Contact information of individual/company providing the commissioning services.

    A6.204.4 Commissioning. [OSHPD 1 & 4] Building commissioning shall be included in the design and construction processes of the building project to verify that the building’s energy related systems are installed, calibrated and perform according to the owner’s project requirements, basis of design and construction documents.

    The owner and designer shall designate an individual as the Commissioning Authority (CxA) to lead, review and oversee the completion of the commissioning process activities. The owner shall document the Owner’s Project Requirements (OPR). The design team shall develop the Basis of Design (BOD). The CxA shall review these documents for clarity and completeness. The owner and design team shall be responsible for updates to their respective documents, develop and incorporate commissioning requirements into the construction documents and develop and implement a commissioning plan. The CxA shall verify the installation and performance of the systems to be commissioned, verify that training and operation and maintenance documentation have been provided to the owner’s operations staff and complete a commissioning report.

    Commissioning process activities shall be completed for the following energy-related systems, at a minimum:

    1. Heating, ventilating, air conditioning and refrigeration (HVAC&R) systems (mechanical and passive) and associated controls.
    2. Lighting and daylighting controls.
    3. Domestic hot water systems.
    4. Renewable energy systems (wind, solar, etc.).
    5. Building envelope systems.

    A6.204.4.1 Owner’s Project Requirements (OPR). The expectations and requirements of the building shall be documented by the owner and the designer before the design phase of the project begins. This shall be reviewed by the CxA. At a minimum, this documentation shall include the following:

    1. Environmental and sustainability goals.
    2. Energy efficiency goals.
    3. Indoor environmental quality requirements.

    3. Project documentation requirements, including facility functions, hours of operation, and need for after-hours operation;
    4. Equipment and systems expectations; and
    5. Building envelope performance expectations.

    (c) Basis of design (BOD). A written explanation of how the design of the building systems and components meets the OPR shall be completed at the design phase of the building project, and updated as necessary during the design and construction phases. The basis of design document shall cover the following systems and components:

    1. Heating, ventilation, air conditioning (HVAC) systems and controls;
    2. Indoor lighting system and controls;
    3. Water heating systems and controls;
    4. Any other building equipment or system listed in the OPR; and
    5. Any building envelope component considered in the OPR.

    (d) Design phase design review.

    1. Design reviewer requirements. The design reviewer shall be the signer of the Design Review Kickoff Certificate(s) of Compliance and Construction Document Design Review Checklist Certificate(s) of Compliance as specified in Part 1 Section 10-103(a)1.
    2. Design review kickoff. During the schematic design phase of the building project, the owner or owner’s representative, design team and design reviewer must meet to discuss the project scope, schedule and how the design reviewer will coordinate with the project team. The building owner or owner’s representative shall include the Design Review Kickoff Certificate of Compliance form in the certificate of compliance documentation (as specified in Part 1 Section 10-103).
    3. Construction documents design review. The construction documents design review Checklist Certificate of Compliance shall list the items checked by the design reviewer during the construction document review. The completed form shall be returned to the owner and design team for review and sign-off. The building owner or owner’s representative shall include this form in the certificate of compliance documentation (as specified in Part 1 Section 10-103).

    (e) Commissioning measures shown in the construction documents. Complete descriptions of all measures or requirements necessary for commissioning shall be included in the construction documents (plans and specifications). Commissioning measures or requirements shall be clear, detailed and complete to clarify the commissioning process.

    (f) Commissioning plan. Prior to permit issuance a commissioning plan shall be completed to document how the project will be commissioned and shall be started during the design phase of the building project. The commissioning plan shall include the following:

    1. General project information;
    2. Commissioning goals;
    3. Systems to be commissioned; and
    4. Plans to test systems and components, which shall include: A. An explanation of the original design intent; B. Equipment and systems to be tested, including the extent of tests; C. Functions to be tested;

    D. Conditions under which the test shall be performed; E. Measurable criteria for acceptable performance; F. Commissioning team information; and G. Commissioning process activities, schedules and responsibilities. Plans for the completion of commissioning requirements listed in Sections 120.8(g) through 120.8(i) shall be included.

    4.1 Intent:

    The Commissioning Plan (Cx Plan) establishes the commissioning process guideline for the project and commissioning team’s level of effort by identifying the required Cx activities to ensure that the Owner’s Project Requirements (OPR) and the Basis of Design (BOD) are met. The Cx Plan also includes a commissioning schedule from design to occupancy.

    4.2 Compliance Method:

    Compliance is demonstrated by preparation of a project-specific Cx Plan that includes the elements listed in the code section above. The following gives guidance for developing the components of the commissioning plan:

    1. General project information - Provide project-identifying information including but not limited to the following: i. Project name, owner, location. ii. Building type, building area. iii. Project schedule. iv. Contact information of individual/company providing the commissioning services.

    Functional performance testing reports shall contain information addressing each of the building components tested, the testing methods utilized, and include any readings and adjustments made.

    5.410.2.5 Documentation and training. [N] A systems manual and systems operations training are required, including Occupational Safety and Health Act (OSHA) requirements in California Code of Regulations (CCR), Title 8, Section 5142, and other related regulations.

    5.410.2.5.1 Systems manual. [N] Documentation of the operational aspects of the building shall be completed within the systems manual and delivered to the building owner or representative. The systems manual shall include the following:

    1. Site information, including facility description, history and current requirements.

    2. Site contact information.

    3. Basic operations and maintenance, including general site operating procedures, basic troubleshooting, recommended maintenance requirements, site events log.

    4. Major systems.

    5. Site equipment inventory and maintenance notes.

    6. A copy of verifications required by the enforcing agency or this code.
