Overview
This part of the California Energy Code (Title 24, Part 6) sets the paperwork and on‑site verification needed to prove a building meets mandatory, prescriptive and performance requirements. The permit application must include Certificate of Compliance documentation and approved compliance calculations per §10‑103(a), and performance compliance is demonstrated through the energy budgets and certificates required by §150.1(b) and related provisions.
Field verification is required whenever a building’s compliance depends on installed features, components or system performance above the minimum (for example higher‑rated HVAC equipment, low‑leakage air handlers, whole‑house fans, or envelope air leakage); those verifications follow the procedures in the Reference Residential appendices (for example RA3) and are recorded on Certificates of Installation and Certificates of Verification called out in §10‑103(a).
The submission and final‑occupancy process also relies on equipment certification and acceptance forms: appliance and equipment certification requirements are addressed in §110.1–§110.2, and acceptance/certificate forms and signing responsibilities (field technician and responsible person) are described in the acceptance/commissioning sections and certificate form appendices (see e.g., Appendix E certificate/acceptance forms).

§ 10-103 High relevance — show source text
- Compliance demonstration requirements for performance standards. A. Certificate of compliance and application for a building permit. The application for a building permit shall include documentation pursuant to Sections 10-103(a)1 and 10-103(a)2 which demonstrates, using an approved calculation method, that the building has been designed so that its energy consumption does not exceed the standard design energy budgets for the applicable climate zone. Exception to Section 150.1(b)2A Multiple orientation: A permit applicant may demonstrate compliance with the energy budget requirements of Section 150.1(a) and (b) for any orientation of the same building model if the documentation demonstrates that the building model with its proposed designs and features would comply in each of the four cardinal orientations.
B. Field verification. When performance of installed features, materials, components, manufactured devices or systems above the minimum specified in Section 150.1(c) is necessary for the building to comply with Section 150.1(b), or is necessary to achieve a more stringent local ordinance, field verification shall be performed in accordance with the applicable requirements in the following subsections, and the results of the verification(s) shall be documented on applicable certificates of installation pursuant to Section 10-103(a)3 and applicable certificates of verification pursuant to Section 10-103(a)5. i. EER2/SEER2/CEER/HSPF2 Rating. When performance compliance requires installation of a space-conditioning system with a rating that is greater than the minimum rating required by Table 150.1-A or specified for the standard design, the installed system shall be field verified in accordance with the procedures specified in the applicable sections of Reference Residential Appendix RA3.4. ii. Variable capacity heat pump (VCHP) compliance option. When performance compliance requires installation of a heat pump system that meets all the requirements of the VCHP compliance option specified in the ACM

Reference Manual, the system shall be field verified in accordance with the procedures in Reference Residential Appendix RA3.4.4.3. iii. Low leakage air handler. When performance compliance requires installation of a low leakage air-handling unit, the installed air-handling unit shall be field verified in accordance with the procedures specified in Reference Residential Appendix RA3.1.4.3.9.
iv. Reserved.
v. Heat pump — rated heating capacity. When performance compliance requires installation of a heat pump system, the heating capacity values at 47°F and 17°F shall be field verified in accordance with the procedures specified in Reference Residential Appendix RA3.4. vi. Whole-house fan. When performance compliance requires installation of a whole-house fan, the whole-house fan ventilation airflow rate and fan efficacy shall be field verified in accordance with the procedures in Reference Residential Appendix RA3.9. vii. Central fan ventilation cooling system. When performance compliance requires installation of a central fan ventilation cooling system, the installed system shall be field verified in accordance with the procedures in Reference Residential Appendix RA3.3.4. viii. Building enclosure air leakage. When performance compliance requires a building enclosure leakage rate that is lower than the standard design, the building enclosure shall be field verified in accordance with the procedures specified in Reference Residential Appendix RA3.8. ix. **Quality Insulation Installation (QII).
§ 170.1 High relevance — show source text
A. The Efficiency LSC energy is the sum of the LSC energy for space-conditioning, water heating, mechanical ventilation, lighting and the self-utilization credit. B. The Total LSC energy is the sum of the Efficiency LSC energy and LSC energy from the photovoltaic system, battery energy storage systems (BESS), and demand flexibility. 2. Source energy. The source energy budget is determined by applying the mandatory and prescriptive requirements of the standard design, except with a consumer gas or propane water heater, to the proposed design building.
Exception to Section 170.1(a): A community shared solar electric generation system, or other renewable electric generation system, and/or community shared BESS, that provides dedicated power, utility energy reduction credits or payments for energy bill reductions to the permitted building and is approved by the Energy Commission as specified in Title 24, Part 1, Section 10-115, may offset part or all of the solar electric generation system or BESS LSC energy required to comply with the standards, as calculated according to methods established by the Commission in the Nonresidential ACM Reference Manual.
(b) Compliance demonstration requirements for performance standards.
- Certificate of Compliance and Application for a Building Permit. The application for a building permit shall include documentation pursuant to Sections 10-103(a)1 and 10-103(a)2 that demonstrates, using an approved calculation method, that the building has been designed so that its source energy and LSC energy consumption do not exceed the standard design energy budgets for the applicable climate zone.
- Field verification of individual dwelling unit systems. When performance of installed features, materials, components, manufactured devices or systems above the minimum specified in Section 170.2 is necessary for the building to comply with Section 170.1, or is necessary to achieve a more stringent local ordinance, field verification shall be performed in accordance with the applicable requirements in the following subsections, and the results of the verification(s) shall be documented on applicable Certificates of Installation pursuant to Section 10-103(a)3 and applicable Certificates of Verification pursuant to Section 10-103(a)5. A. EER2/SEER2/CEER/HSPF2 Rating. design, the installed system shall be field verified in accordance with the procedures specified in the applicable sections of Reference Residential Appendix RA3. B. Variable capacity heat pump (VCHP) compliance option. When performance compliance requires installation of a heat pump system that meets all the requirements of the VCHP compliance option specified in the ACM Reference Manual, the system shall be field verified in accordance with the procedures in Reference Residential Appendix RA3.4.4.3.
C. Low leakage air handler. When performance compliance requires installation of a low leakage air-handling unit, the installed air handling unit shall be field verified in accordance with the procedures specified in Reference Residential Appendix RA3.1.4.3.9. D. Thermal balancing valve. When performance compliance requires installation of thermal balancing valves with variable speed circulation pump(s), the installation shall meet the procedures specified in Reference Residential Appendix RA4.4.3. E. Heat pump—rated heating capacity.
§ 803.2.1.3 High relevance — show source text
The responsible person shall perform the field testing and verification work, and where this is the case, the responsible person shall complete and sign both the field technician’s signature block and the responsible person’s signature block on the certificate of acceptance form. The responsible person assumes responsibility for the acceptance testing work performed by the field technician agent or employee. E 803.2.1.3 Certificate of Acceptance. The certificate of acceptance shall be submitted to the Authority Having Jurisdiction in order to receive the final certificate of occupancy. The Authority Having Jurisdiction shall not release a final certificate of occupancy unless the submitted certificate of acceptance demonstrates that the specified systems and equipment have been shown to be performing in accordance with the applicable acceptance requirements. The Authority Having Jurisdiction has the authority to require the field technician and responsible person to demonstrate competence, to its satisfaction. Certificate of acceptance forms are located in Section E 806.0.
E 804.0 Commissioning Tests. E 804.1 General. Functional tests shall be performed on new equipment and systems installed in either new construction or retrofit applications in accordance with this section. The appropriate certificate of acceptance form along with each specific test shall be completed and submitted to the Authority Having Jurisdiction before a final occupancy permit can be granted.
E 804.2 Tests. Functional testing shall be performed on the devices and systems listed in this section. The functional test results are documented using the applicable certificate of acceptance forms shown in parenthesis and located in Section E 806.0. The functional tests shall be performed in accordance with Section E 805.0 using the following forms:
(1) Minimum ventilation controls for constant and variable air volume systems (Form MECH-2A).
(2) Zone temperature and scheduling controls for constant volume, single-zone, unitary air conditioner and heat pump systems (Form MECH-3A).
(3) Duct leakage on a subset of small single-zone systems depending on the ductwork location (Form MECH-4A).
(4) Air economizer controls for economizers that are not factory installed and tested (Form MECH-5A).
(5) Demand-controlled ventilation control systems (Form MECH-6A).
(6) Supply fan variable flow controls (Form MECH-7A).
(7) Valve leakage for hydronic variable flow systems and isolation valves on chillers and boilers in plants with more than one chiller or boiler being served by the same primary pumps through a common header (Form MECH8A).
(8) Supply water temperature reset control strategies programmed into the building automation system for water systems (e.g., chilled, hot, or condenser water) (Form MECH-9A).
(9) Hydronic variable flow controls on a water system where the pumps are controlled by variable frequency drives (e.g., chilled and hot water systems; water-loop heat pump systems) (Form MECH-10A).
(10)Automatic demand shed control (Form MECH-11A).
(11)Fault detection and diagnostic for DX units (Form MECH-12A).
(12)Automatic fault detection and diagnostic systems (AFDD) (Form MECH-13A).
(13)Distributed energy storage DEC/DX AC systems (Form MECH-14A).
(14)Thermal energy storage (TES) systems (Form MECH15A). E 804.3 Acceptance Process. The functional testing process shall comply with Section E 804.3.1 through Section E 804.3.4.
§ 10-109 High relevance — show source text
(b) Performance approach. A building complies with the performance approach if the energy consumption calculated for the proposed design building is no greater than the energy budget calculated for the standard design building using Commission-certified compliance software as specified by Sections 10-109(c) and 10-116.
- Energy budget. The energy budget is expressed in terms of source energy and long-term system cost (LSC). A. Long-term system cost (LSC). The LSC energy budget is determined by applying the mandatory and prescriptive requirements of the standard design to the proposed design building and has two components, the Efficiency LSC and the Total LSC.
i. The Efficiency LSC energy is the sum of the LSC energy for space-conditioning, water heating, mechanical ventilation, and the self-utilization credit.
ii. The Total LSC energy is the sum of the Efficiency LSC energy and LSC energy from the photovoltaic system, battery energy storage systems (BESS), lighting, demand flexibility, and other plug loads. B. Source energy. The source energy budget is determined by applying the mandatory and prescriptive requirements of the standard design to the proposed design building. The source energy is the total annual source energy. Exception to Section 150.1(b)1. A community shared solar electric generation system, or other renewable electric generation system, or community shared BESS, which provides dedicated power, utility energy reduction credits, or payments for energy bill reductions to the permitted building and is approved by the Energy Commission as specified in Title 24, Part 1, Section 10-115, may offset part or all of the solar electric generation system and demand flexibility Energy Design Rating required to comply with the Standards, as calculated according to methods established by the Commission in the Residential ACM Reference Manual.

§ 25218.5 High relevance — show source text
(b) Certification Requirements for Manufactured Systems, Equipment, Appliances and Building Components.
- Appliances that are within the scope of Section 1601 of the Appliance Efficiency Regulations shall only be installed if they have been certified to the Energy Commission by the manufacturer, pursuant to the provisions of Title 20 California Code of Regulations, Section 1606; or
- Systems, equipment, appliances and building components that are required by Part 6 or the Reference Appendices to be certified to the Energy Commission, which are not appliances that are within the scope of Section 1601 of the Appliance Efficiency Regulations, shall only be installed if they are certified by the manufacturer in a declaration, executed under penalty of perjury under the laws of the State of California, that: A. All the information provided pursuant to the certification is true, complete, accurate and in compliance with all applicable requirements of Part 6; and B. The equipment, product, or device was tested using the test procedure specified in Part 6 if applicable
- The certification status of any system, equipment, appliance or building component shall be confirmed only by reference to: A. A directory published or approved by the Commission; or B. A copy of the application for certification from the manufacturer and the letter of acceptance from the Commission staff; or C. Written confirmation from the publisher of a Commission-approved directory that a device has been certified; or D. A Commission-approved label on the device.
Note: Part 6 does not require a builder, designer, owner, operator, or enforcing agency to test any certified device to determine its compliance with minimum specifications or efficiencies adopted by the Commission.

(a) Any appliance regulated by the Appliance Efficiency Regulations, Title 20 California Code of Regulations, Section 1601 et seq., may be installed only if the appliance fully complies with Section 1608(a) of those regulations.
(b) Except for those circumstances described in Section 110.1(c), conformance with efficiency levels required to comply with Part 6 mandatory, prescriptive and performance standards shall be verified utilizing data from either:
- The Energy Commission’s database of certified appliances maintained pursuant to Title 20 California Code of Regulations Section 1606, and which is available at: www.energy.ca.gov/appliances/database/ ; or
- An equivalent directory published by a federal agency; or
- An approved trade association directory as defined in Title 20 California Code of Regulations Section 1606(h).
(c) Conformance with efficiency levels required to comply with Part 6 mandatory, prescriptive and performance standards shall be demonstrated either by default to the mandatory efficiency levels specified in Part 6 or by following procedures approved by the Commission pursuant to Section 10-109 of Title 24, Part 1, when:
- Data to verify conformance with efficiency levels required to comply with Part 6 mandatory, prescriptive and performance standards is not available pursuant to subdivision (b); or
- Field verification and diagnostic testing is required for compliance with Part 6 and the Energy Commission has not approved a field verification and diagnostic test protocol that is applicable to the appliance; or

The following form may be required to be printed on the permit set of construction drawings or submitted separately.

5.410.2.3 Commissioning plan. [N] Prior to permit issuance a commissioning plan shall be completed to document how the project will be commissioned. The commissioning plan shall include the following:

E 803.2 Construction Documents. Details of commissioning acceptance requirements shall be incorporated into the construction documents, including information that describes the details of the functional tests to be performed. This information shall be permitted to be integrated into the specifications for testing and air balancing, energy management and control system, equipment startup procedures or commissioning. It is possible that the work will be performed by a combination of the test and balance (TAB) contractor,

mechanical/electrical contractor, and the energy management control system (EMCS) contractor, so applicable roles and responsibilities shall be clearly called out.
E 803.2.1 Roles and Responsibilities. The roles and responsibilities of the persons involved in commissioning acceptance are included in Section E 803.2.1.1 through Section E 803.2.1.3.
E 803.2.1.1 Field Technician. The field technician shall be responsible for performing and documenting the results of the acceptance procedures on the certificate of acceptance forms. The field technician shall sign the certificate of acceptance to certify that the information he provides on the certificate of acceptance is true and correct.
E 803.2.1.2 Responsible Person. The responsible person shall be the contractor or registered design professional of record. A certificate of acceptance shall be signed by a responsible person to take responsibility for the scope of work specified by the certificate of acceptance document. The responsible person shall perform the field testing and verification work, and where this is the case, the responsible person shall complete and sign both the field technician’s signature block and the responsible person’s signature block on the certificate of acceptance form. 7.3 Enforcement:

Supplemental information necessary to verify compliance with this appendix, such as calculations, worksheets, compliance forms, vendor literature, or other data, shall be made available where required by the Authority Having Jurisdiction. E 503.6.3 Manuals. Operating and maintenance information shall be provided to the building owner. This information shall include, but not be limited to, the information specified in Section E 503.6.3.1, Section E 503.6.3.2, and Section E 503.6.5.2. [ASHRAE 90.1:4.2.2.3]
E 503.6.3.1 Required Information. Construction documents shall require that an operating manual and maintenance manual be provided to the building owner. The manuals shall include, at a minimum, the following:
(1) Submittal data stating equipment rating and selected options for each piece of equipment requiring maintenance.
(2) Operation manuals and maintenance manuals for each piece of equipment requiring maintenance. Required routine maintenance actions shall be clearly identified.
(3) Names and addresses of not less than one qualified service agency.
(4) A complete narrative of how each system is intended to operate.
The Authority Having Jurisdiction shall only check to ensure that the construction documents require this information to be transmitted to the owner and should not expect copies of any of the materials.

E 503.6.3.2 Lighting Manuals. Construction documents shall require for all lighting equipment and lighting controls that an operating manual and maintenance manual be provided to the building owner or the designated representative of the building owner within 90 days after the date of system acceptance. These manuals shall include, at a minimum, the following:
(1) Submittal data indicating all selected options for each piece of lighting equipment, including but not limited to lamps, ballasts, drivers, and lighting controls.
(2) Operation and maintenance manuals for each piece of lighting equipment and lighting controls with routine maintenance clearly identified including, as a minimum, a recommended relamping or cleaning program and a schedule for inspecting and recalibrating all lighting controls.

E 503.6.4 Labeling of Material and Equipment. Materials and equipment shall be labeled in a manner that will allow for determination of their compliance with the applicable provisions of this appendix. [ASHRAE 90.1:4.2.3]

§ 110.1 Medium relevance — show source text
SECTION 110.1—MANDATORY REQUIREMENTS FOR APPLIANCES
(a) Any appliance regulated by the Appliance Efficiency Regulations, Title 20 California Code of Regulations, Section 1601 et seq., may be installed only if the appliance fully complies with Section 1608(a) of those regulations.
(b) Except for those circumstances described in Section 110.1(c), conformance with efficiency levels required to comply with Part 6 mandatory, prescriptive and performance standards shall be verified utilizing data from either:
- The Energy Commission’s database of certified appliances maintained pursuant to Title 20 California Code of Regulations Section 1606, and which is available at: www.energy.ca.gov/appliances/database/ ; or
- An equivalent directory published by a federal agency; or
- An approved trade association directory as defined in Title 20 California Code of Regulations Section 1606(h).
(c) Conformance with efficiency levels required to comply with Part 6 mandatory, prescriptive and performance standards shall be demonstrated either by default to the mandatory efficiency levels specified in Part 6 or by following procedures approved by the Commission pursuant to Section 10-109 of Title 24, Part 1, when:
- Data to verify conformance with efficiency levels required to comply with Part 6 mandatory, prescriptive and performance standards is not available pursuant to subdivision (b); or
- Field verification and diagnostic testing is required for compliance with Part 6 and the Energy Commission has not approved a field verification and diagnostic test protocol that is applicable to the appliance; or
- The appliance meets the requirements of Section 110.1(a) but has been site-modified in a way that affects its performance; or

Certification by manufacturers. Any space-conditioning equipment listed in this section may be installed only if the manufacturer has certified to the Commission that the equipment complies with all the applicable requirements of this section.
(a) Efficiency. Equipment shall meet the applicable efficiency requirements in Tables 110.2-A through 110.2-L, subject to the following:
- If more than one efficiency standard is listed for any equipment in Tables 110.2-A through 110.2-L, the equipment shall meet all the applicable standards that are listed; and
- If more than one test method is listed in Tables 110.2-A through 110.2-L, the equipment shall comply with the applicable efficiency standard when tested with each listed test method; and

904.9.3.1 Test procedure. For Halon 1301 systems, hoses shall be tested at not less than 1,500 psi (10 343 kPa) for 600 psi (4137 kPa) charging pressure systems and not less than 900 psi (6206 kPa) for 360 psi (2482 kPa) charging pressure systems. For Halon 1211 hand-hose line systems, hoses shall be tested at 2,500 psi (17 238 kPa) for high-pressure systems and 900 psi (6206 kPa) for low-pressure systems.
904.9.4 Auxiliary equipment. Auxiliary and supplementary components, such as switches, door and window releases, interconnected valves, damper releases and supplementary alarms, shall be manually operated at 12-month intervals to ensure such components are in proper operating condition.
904.10 Clean-agent systems. Clean-agent fire-extinguishing systems shall be installed, maintained, periodically inspected and tested in accordance with California Code of Regulations, Title 19, Division 1, Chapter 5 and NFPA 2001 and their listing. Records of inspections and testing shall be maintained.
904.10.1 System test. Systems shall be inspected and tested for proper operation in accordance with California Code of Regula- tions, Title 19, Division 1, Chapter 5.
904.10.2 Containers. The extinguishing agent quantity and pressure of the containers shall be checked at six-month intervals. Where a container shows a loss in original weight of more than 5 percent or a loss in original pressure, adjusted for temperature, of more than 10 percent, the container shall be refilled or replaced. The weight and pressure of the container shall be recorded on a tag attached to the container.
904.10.3 System hoses. System hoses shall be examined at 12-month intervals for damage. Damaged hoses shall be replaced or tested. All hoses shall be tested at 5-year intervals.
904.11 Automatic water mist systems. Automatic water mist systems shall be permitted in applications that are consistent with the applicable listing or approvals and shall comply with Sections 904.11.1 through 904.11.3.
904.11.1 Design and installation requirements. Automatic water mist systems shall be designed and installed in accordance with Sections 904.11.1.1 through 904.11.1.4.
904.11.1.1 General. Automatic water mist systems shall be designed and installed in accordance with California Code of Regu- lations, Title 19, Division 1, Chapter 5 and NFPA 750 and the manufacturer’s instructions.
904.11.1.2 Actuation. Automatic water mist systems shall be automatically actuated.
904.11.1.3 Water supply protection. Connections to a potable water supply shall be protected against backflow in accordance with the California Plumbing Code .
904.11.1.4 Secondary water supply. Where a secondary water supply is required for an automatic sprinkler system, an automatic water mist system shall be provided with an approved secondary water supply.
904.11.2 Water mist system supervision and alarms. Supervision and alarms shall be provided as required for automatic sprinkler systems in accordance with Section 903.4.1.

SECTION A4.201—GENERAL
A4.201.1 Scope. For the purposes of mandatory energy efficiency standards in the California Building Standards Code (Title 24), the California Energy Commission will continue to adopt mandatory standards in the California Energy Code (Title 24, Part 6). It is the intent of these voluntary provisions to encourage local jurisdictions through codification to achieve exemplary performance in the area of building energy efficiency. Local jurisdictions adopting these voluntary provisions as mandatory local energy efficiency standards shall submit the required application and receive the required approval of the California Energy Commission in compliance with Title 24, Part 1, Section 10-106 prior to enforcement. Once the required filing has been verified and finding has been made by the Energy Commission, local jurisdictions shall file an ordinance expressly marking the local modification along with findings and receive the required acceptance from the California Building Standards Commission in compliance with Section 101.7 of this code, prior to enforcement. A4.203.1 Energy efficiency. Newly constructed low-rise residential buildings shall comply with Sections A4.203.1.1 through A4.203.1.4.
A4.203.1.1 Long-term system cost (LSC). LSC rating for the building’s Proposed Design shall be computed by Compliance Software certified by the Energy Commission as specified in Title 24, Part 6, Section 100.1 and 150.1(b), and shall reduce the LSC required in the Compliance Software for minimum performance-based compliance with the California Energy Code by the compliance margin specified in Table A4.203.1.1. The rating shall be included in the Certificate of Compliance documentation.
