Do voluntary tier measures and appendices apply to additions/alterations?

Appendix A5 (nonresidential voluntary CALGreen measures) is written to include newly constructed buildings, additions and alterations in its scope, but the appendix remains voluntary unless the local jurisdiction adopts it; when adopted, A5 and its Tier checklists apply to additions/alterations subject to the size/valuation thresholds and scoping rules in § A5.203.1 and § 301.3 .

What the code requires — 2-4 sentences

Appendix A5 voluntary measures (the nonresidential CALGreen voluntary measures) are written to cover newly constructed buildings and also building additions and alterations where those additions/alterations are within the scope described by the code. In particular, the performance approach in § A5.203.1 explicitly states that "newly constructed buildings and additions are included in the scope" for the energy-performance provisions, and the appendix scope confirms voluntary measures apply to newly constructed nonresidential buildings as well as additions and alterations when adopted by a jurisdiction § A5.203.1 . Where additions/alterations are involved the scoping rules in § 301.3 (nonresidential additions and alterations) control which parts of the building the measures apply to § 301.3 .

Requirements in detail

1) Basic scope rule

  • Appendix A5 is voluntary at the state level and is "not mandatory unless adopted by local government" — local adoption is required before the appendix or tier measures are enforceable as mandatory local requirements § A5.601.1 .
  • The performance approach (A5.203) for energy explicitly includes newly constructed buildings and additions in its scope; buildings permitted without lighting or mechanical systems still must meet certain parts of § A5.203.1 (see text in that section) § A5.203.1 .
  • For nonresidential projects the general scoping rule for additions/alterations is in § 301.3: Chapter 5 provisions apply to newly constructed buildings, building additions of 1,000 sq ft or greater, and building alterations with a permit valuation of $200,000 or above; code sections apply only to the portions being added or altered § 301.3 .

2) When tiers/checklists apply to additions/alterations

  • The Tier 1 and Tier 2 checklists in Appendix A5 are written to be used for new construction, and for additions greater than or equal to 1,000 sq ft or alterations with a permit valuation ≥ $200,000 — i.e., those size/valuation thresholds specified in the A5 verification guidance are the practical triggers for using the Tier compliance checklists § A5.602.1 and A5.602.2 .
  • The Tier energy prerequisites refer back to A5.203.1. To meet Tier 1 a project must meet one of the listed efficiency measures; Tier 2 requires two (see § A5.203.1.1 for the prerequisite counts) § A5.203.1.1 .

3) How to apply the rules in practice

  • First, determine whether the local jurisdiction has adopted Appendix A5 or any voluntary tiers as mandatory; absent local adoption the appendix remains voluntary (§ A5.601.1) § A5.601.1 .
  • If adopting Tier 1/2, use the verification checklists in A5.602; they explicitly call out application to "new construction, or building additions of 1,000 square feet or greater, or building alterations with a permit valuation of $200,000 or more pursuant to Section 301.3" § A5.602.1 .

Exceptions & special cases

Common mistakes

  • Treating appendices as automatically mandatory: Many assume appendix measures apply statewide without local adoption — the code is explicit that Appendix A5 is voluntary unless adopted locally § A5.601.1 .
  • Applying A5 requirements to the entire building when the permit only covers a portion: Chapter 3/§ 301.3 clarifies measures apply only to the areas being added/altered (except where a specific provision says otherwise) § 301.3 .

Worked example — concrete scenario

Scenario: A property owner proposes a 1,200 sq ft conditioned addition to an existing nonresidential office building. The work includes lighting and mechanical systems. The jurisdiction has adopted Appendix A5 and established CALGreen Tier 1 locally.

Step 1 — Confirm scoping/thresholds:

  • Because this is an addition ≥ 1,000 sq ft, the Tier 1 checklist (A5.602.1) is the applicable verification tool per the appendix guidance § A5.602.1 .
  • Per § 301.3, the code sections apply only to the added portion (the 1,200 sq ft) § 301.3 .

Step 2 — Meet energy prerequisites:

  • For Tier 1, the project must satisfy the Tier 1 energy prerequisite(s) in A5.203.1.1 (Tier 1 requires ONE of the listed efficiency measures for applicable components). Because the addition includes lighting and mechanical systems, the building must comply with the energy performance subsections in A5.203.1 (the section explicitly includes additions in scope) § A5.203.1 and § A5.203.1.1 .

Step 3 — Select other required voluntary measures:

  • A5.601.2.4 describes sample Tier 1 voluntary measures (e.g., parking designations for high-efficiency vehicles, EV charging readiness, cool roof criteria, and a selection of electives across divisions). The project must comply with the Tier 1 prerequisites and the specified number of elective measures in the divisions indicated for Tier 1 § A5.601.2.4 .

Step 4 — Document and verify:

  • Use the Tier 1 checklist and include documentation that mandatory Chapter 5 measures are met prior to Tier measures, and that the chosen Tier prerequisites/electives are applied to the added area. The verification checklist language specifically applies to new construction and additions ≥ 1,000 sq ft § A5.602.1 .

Result: The 1,200 sq ft addition must comply with the Tier 1 prerequisites and elective-count rules, but only for the new addition area (unless local amendment or another code section triggers a broader application) § A5.203.1, § A5.601.2.4, § A5.602.1 .

[OSHPD 1, 2 & 4] Health facilities under the jurisdiction of the Office of Statewide Health Planning and Development (OSHPD) are required to comply with the mandatory measures prescribed in Section 5.304, Outdoor Water Use.     SECTION 302—MIXED OCCUPANCY BUILDINGS

    302.1 Mixed occupancy buildings. In mixed occupancy buildings, each portion of a building shall comply with the specific green building measures applicable to each specific occupancy.

    Exceptions:

    1. [HCD] Accessory structures and accessory occupancies serving residential buildings shall comply with Chapter 4 and Appendix A4, as applicable.
    2. [HCD] For the purposes of CALGreen, live/work units, complying with Section 508.5 of the California Building Code, shall not be considered mixed occupancies. Live/work units shall comply with Chapter 4 and Appendix A4, as applicable.

    SECTION 303—PHASED PROJECTS

    303.1 Phased projects. For shell buildings and others constructed for future tenant improvements, only those code measures relevant to the building components and systems considered to be new construction (or newly constructed) shall apply.

    303.1.1 Initial tenant improvements. The provisions of this code shall apply only to the initial tenant improvements to a project. Subsequent tenant improvements shall comply with the scoping provisions in Section 301.3 nonresidential additions and alterations.

    SECTION 304—VOLUNTARY TIERS

    304.1 Purpose. Voluntary tiers are intended to further encourage building practices that improve public health, safety and general welfare by promoting the use of building concepts which minimize the building’s impact on the environment and promote a more sustainable design.

    304.1.1 Tiers. The provisions of Divisions A4.6 and A5.6 outline means, in the form of voluntary tiers, for achieving enhanced construction levels by incorporating additional measures for residential and nonresidential new construction. Voluntary tiers may be adopted by local governments and, when adopted, enforced by local enforcing agencies. Buildings complying with tiers specified for each occupancy contain additional prerequisite and elective green building measures necessary to meet the threshold of each tier. See Section 101.7 of this code for procedures and requirements related to local amendments, additions or deletions, including changes to energy standards.

    [BSC & HCD] Where there are practical difficulties involved in complying with the threshold levels of a tier, the enforcing agency may grant modifications for individual cases. The enforcing agency shall first find that a special individual reason makes the strict letter of the tier impractical and that modification is in conformance with the intent and purpose of the measure. The details of any action granting modification shall be recorded and entered in the files of the enforcing agency.

    SECTION 305 [OSHPD 1]— CALGreen TIER 1 AND CALGreen TIER 2

    305.1 CALGreen Tier 1 and CALGreen Tier 2 buildings contain voluntary green building measures necessary to meet the threshold of each level.

In order to meet one of the tier levels designers, builders or property owners are required to incorporate additional green building measures necessary to meet the threshold of each level. Refer to the provisions in Section 301.3 for nonresidential additions and alterations scope and application.

    A5.601.2 CALGreen Tier 1

    A5.601.2.1 Prerequisites. To achieve CALGreen tier status, a project must meet all of the mandatory measures in Chapter 5 and, in addition, meet the provisions of this section.

    A5.601.2.2 Energy performance. For the purposes of mandatory energy efficiency standards in this code, the California Energy Commission will continue to adopt mandatory standards.

    A5.601.2.3 Tier 1. Comply with the energy efficiency requirements in Section A5.203.1.1 and Section A5.203.1.2.1.

    A5.601.2.4 Voluntary measures for Tier 1. In addition to the provisions of Sections A5.601.2.1 and A5.601.2.3 above, compliance with the following voluntary measures from Appendix A5 is required for Tier 1:

    [BS] ROOF COATING. A fluid-applied adhered coating used for roof maintenance, roof repair or as a component of a roof covering system or roof assembly.

    [BS] ROOF RECOVER. The process of installing an additional roof covering over a prepared existing roof covering without removing the existing roof covering.

    [BS] ROOF REPAIR. Reconstruction or renewal of any part of an existing roof for the purpose of correcting damage or restoring the predamage condition.

    [BS] ROOF REPLACEMENT. The process of removing the existing roof covering, repairing any damaged substrate and installing a new roof covering.

    SPC SEISMIC SEPARATION. [OSHPD 1 & 1R] Means a building separation in accordance with the California Administrative Code, Chap- ter 6 Section 3.4.

    SUBSTANDARD BUILDING. [HCD 1, HCD 2] See Health and Safety Code Section 17920.3.

    [BG] STORM SHELTER. A building, structure or portions thereof, constructed in accordance with ICC 500, designated for use during hurricanes, tornadoes or other severe windstorms.

    [BS] SUBSTANTIAL DAMAGE. For the purpose of determining compliance with the flood provisions of this code, damage of any origin sustained by a structure whereby the cost of restoring the structure to its before-damaged condition would equal or exceed 50 percent of the market value of the structure before the damage occurred.

    [BS] SUBSTANTIAL IMPROVEMENT. For the purpose of determining compliance with the flood provisions of this code, any repair, alteration, addition or improvement of a building or structure, the cost of which equals or exceeds 50 percent of the market value of the structure, before the improvement or repair is started. If the structure has sustained substantial damage, any repairs are considered substantial improvement regardless of the actual repair work performed. The term does not, however, include either of the following:

    1. Any project for improvement of a building required to correct existing health, sanitary or safety code violations identified by the code official and that is the minimum necessary to ensure safe living conditions.
    2. Any alteration of a historic structure, provided that the alteration will not preclude the structure’s continued designation as a historic structure.

    [BS] SUBSTANTIAL STRUCTURAL ALTERATION. An alteration in which the gravity load-carrying structural elements altered within a 5-year period support more than 30 percent of the total floor and roof area of the building or structure. The areas to be counted toward the 30 percent shall include mezzanines, penthouses, and in-filled courts and shafts tributary to the altered structural elements.

    [BS] SUBSTANTIAL STRUCTURAL DAMAGE. A condition where any of the following apply:

    1. The vertical elements of the lateral force-resisting system have suffered damage such that the lateral load-carrying capacity of any story in any horizontal direction has been reduced by more than 33 percent from its predamage condition.
    2. The capacity of any vertical component carrying gravity load, or any group of such components, that has a tributary area more than 30 percent of the total area of the structure’s floor(s) and roof(s) has been reduced more than 20 percent from its predamage condition, and the remaining capacity of such affected elements, with respect to all dead and live loads, is less than 75 percent of that required by the California Building Code for new buildings of similar structure, purpose and location.

    3 GREEN BUILDING

    SECTION 301—GENERAL

    301.1 Scope. Buildings shall be designed to include the green building measures specified as mandatory in the application checklists contained in this code. Voluntary green building measures are also included in the application checklists and may be included in the design and construction of structures covered by this code, but are not required unless adopted by a city, county, or city and county as specified in Section 101.7.

    301.1.1 Additions and alterations. [HCD] The mandatory provisions of Chapter 4 shall be applied to additions or alterations of existing residential buildings where the addition or alteration increases the building’s conditioned area, volume or size. The requirements shall apply only to and/or within the specific area of the addition or alteration.

    The mandatory provisions of Section 4.106.4.2 may apply to additions or alterations of existing parking facilities or the addition of new parking facilities serving existing multifamily buildings. See Section 4.106.4.3 for application.

    Note: Repairs including, but not limited to, resurfacing, restriping, and repairing or maintaining existing lighting fixtures are not considered alterations for the purpose of this section.

    301.2 Low-rise and high-rise residential buildings. [HCD] The provisions of individual sections of CALGreen may apply to either low-rise residential buildings, high-rise residential buildings, or both. Individual sections will be designated by banners to indicate where the section applies specifically to low-rise only (LR) or high-rise only (HR). When the section applies to both low-rise and highrise buildings, no banner will be used.

    301.3 Nonresidential additions and alterations. [BSC-CG] The provisions of individual sections of Chapter 5 apply to newly constructed buildings, building additions of 1,000 square feet or greater, and/or building alterations with a permit valuation of $200,000 or above (for occupancies within the authority of California Building Standards Commission). Code sections relevant to additions and alterations shall only apply to the portions of the building being added or altered within the scope of the permitted work.

    A code section will be designated by a banner to indicate where the code section only applies to newly constructed buildings [N] or to additions and/or alterations [A] . When the code section applies to both, no banner will be used.

    DIVISION A5.2 – ENERGY EFFICIENCY

    SECTION A5.201—GENERAL

    A5.201.1 Scope. For the purposes of mandatory energy efficiency standards in this code, the California Energy Commission will continue to adopt mandatory standards. It is the intent of these voluntary provisions to encourage local jurisdictions through codification to achieve exemplary performance in the area of building energy efficiency. Local jurisdictions adopting these voluntary provisions as mandatory local energy efficiency standards shall submit the required application and receive the required findings of the California Energy Commission in compliance with Title 24, Part 1, Section 10-106, prior to enforcement. Once the required filing has been verified and finding has been made by the Energy Commission, local jurisdictions shall file an ordinance expressly marking the local modifications along with findings and receive the required acceptance from the California Building Standards Commission in compliance with Section 101.7 of this code, prior to enforcement (Title 24, Part 1, Section 10-106 is available at https://www.energy.ca.gov/programs-and-topics/programs/building-energy-efficiency-standards/2025-building-energy-efficiency

    SECTION A5.202—DEFINITIONS

    A5.202.1 Definitions. The following terms are defined in Chapter 2.

    ENERGY BUDGET.

    GEOTHERMAL.

    LONG-TERM SYSTEM COST (LSC).

    PROCESS.

    RECOVERED ENERGY, ON-SITE.

    SOLAR ACCESS.

    SOLAR POOL HEATING SYSTEM.

    SECTION A5.203—PERFORMANCE APPROACH

    A5.203.1 Energy efficiency. Nonresidential, high-rise residential and hotel/motel buildings that include lighting and/or mechanical systems shall comply with Sections A5.203.1.1 and A5.203.1.2. Newly constructed buildings and additions are included in the scope of these sections. Buildings permitted without lighting or mechanical systems shall comply with Section A5.203.1.1 but are not required to comply with Section A5.203.1.2.

    A5.203.1.1 Tier 1 and Tier 2 prerequisites. To comply with Tier 1, ONE of the following efficiency measures is required for all applicable components of the building project. To comply with Tier 2, TWO of the following efficiency measures are required.

    A5.203.1.1.1 Outdoor lighting. Outdoor lighting requirements are described below.

    A5.203.1.1.1.1 Newly installed outdoor lighting power shall be no greater than 90 percent of the Allowed Outdoor Lighting Power, and general hardscape lighting within the scope of Title 24, Part 6, Section 140.7(b)1 shall have a color temperature no higher than 3000K. The Allowed Outdoor Lighting Power calculation is specified in Title 24, Part 6, Section 140.7, Requirements for Outdoor Lighting.

    Exception to Section A5.203.1.1.1.1:

    a. Comply with recycled content of 15 percent of materials based on estimated total cost, or use two products from Table A5.405.4 for at least 75 percent by cost in Section A5.405.4.1. b.     1. From Division A5.5,

    a. Comply with resilient flooring systems for 100 percent of resilient flooring in Section A5.504.4.7.1.     1 Cool roof is required for compliance with Tiers 1 and 2 and may be used to meet energy standards in Part 6, exceed energy standards and to mitigate heat island effect.

    A5.601.4 Compliance verification. Compliance with Section A5.601.2 or A5.601.3 shall be as required in Chapter 7 of this code. Compliance documentation shall be made part of the project record as required in Section 5.410.2 or 5.410.3.

    ALL OCCUPANCIES—GENERAL PROVISIONS

    ii. Compliance approaches. In order to comply with Part 6, newly constructed nonresidential buildings and hotels/motels that are mechanically heated or mechanically cooled must meet the requirements of: a. Mandatory measures: The applicable provisions of Sections 120.0 through 130.5; and

    b. Either:

    (i) Performance approach: Section 140.1; or (ii) Prescriptive approach: Sections 140.2 through 140.10. C. Unconditioned nonresidential buildings and process space. Sections 110.9, 110.10, 120.6, 130.0 through 130.5, 140.3(c), 140.6, 140.7 and 140.8 apply to all newly constructed unconditioned buildings and for process spaces within the scope of Section 100.0(a). D. Single-family buildings. i. Sections applicable. Sections 150.0 through 150.1 apply to newly constructed single-family buildings. ii. Compliance approaches.     i. Sections applicable. Sections 110.2, 120.3, 120.6, 140.9, and 141.1 apply to covered processes. ii. Compliance approaches. In order to comply with Part 6, covered processes must meet the requirements of: a. The applicable mandatory measures in Sections 110.2, 120.3 and 120.6; and

    b. Either:

    (i) The performance approach requirements of Section 140.1; or (ii) The prescriptive approach requirements of Section 140.9. 3. New construction in existing buildings (additions, alterations and repairs). A. Nonresidential and hotel/motel buildings. Section 141.0 applies to new construction in existing nonresidential, high-rise residential and hotel/motel buildings. New construction in existing buildings includes additions, alterations and repairs. Section 141.0 specifies requirements that uniquely apply to additions, alterations or repairs to existing buildings, and specify which requirements in other sections also apply. For alterations that change the occupancy classification of the building, the requirements specified in Section 141.0 apply to the occupancy after the alterations. B. **Single-family buildings.

Frequently asked questions

Do the A5 voluntary measures automatically apply to my addition?

No — Appendix A5 is voluntary at the state level and only becomes mandatory in a jurisdiction when the local government adopts it; however the appendix language and A5.203.1 are written to include additions and alterations in their scope when adopted § A5.601.1 § A5.203.1 .

My alteration has a permit valuation under $200,000 — do I ignore A5?

Alterations with permit valuation under $200,000 generally do not trigger the Tier checklists; however mandatory Chapter 5 measures may still apply to the altered area and some A5 voluntary items may be documented as N/A per the verification checklists § 301.3 and § A5.602.1 .

If my addition is 900 sq ft, can I still pursue Tier compliance?

Yes — an addition smaller than 1,000 sq ft may still adopt Tier measures voluntarily if the jurisdiction allows it; the appendix and checklists specify 1,000 sq ft as the practical Tier-checklist threshold but do not prohibit voluntary adoption where allowed locally § A5.602.1 .

Do A5 performance energy rules apply when no mechanical system is added?

A5.203.1 distinguishes buildings that include lighting and/or mechanical systems from those that do not; where lighting/mechanical systems are not part of the permit, certain performance subsections (e.g., parts of A5.203.1.2) may not apply § A5.203.1 .

How do I know which parts of the building the measures apply to?

Use § 301.3 — the code sections for additions and alterations apply only to the portions of the building being added or altered; check banners ([N] for new, [A] for additions/alterations) in the code to see the intended scope § 301.3 .
