Chapter 12 — SINGLE ROOM OCCUPANCY FACILITIES

88.01201 Intent.
The provisions of this chapter are intended to provide opportunities for the development of permanent, affordable housing for small households and for people with special needs in proximity to services, and to establish standards for these small units. (Added by Ord. 296 § 8, 2010)
88.01205 Location.
A single room occupancy facility may only be proposed and approved in the Service Commercial (CS) Land Use District. (Added by Ord. 296 § 8, 2010)
88.01210 Project Review and Approval.
A proposed single room occupancy facility shall require the review and approval of a Conditional Use Permit in compliance with Section 83.030120 of this Code. (Added by Ord. 296 § 8, 2010)
88.01215 Development Standards.
(a) Single Room Occupancy Facilities
(1) Density
A single room occupancy facility is not required to meet density standards of the General Plan.
(2) Common Area
Four square feet of common space per unit shall be provided, with at least 200 square feet in area of interior common space, excluding janitorial storage, laundry facilities and common hallways.
(3) Laundry Facilities
Laundry facilities must be provided in a separate room at the ratio of one washer and dryer for every 20 units or fractional number thereof.
(4) Cleaning Supply Room
A cleaning supply room or utility closet with a wash-tub with hot and cold running water shall be provided on each floor of the facility.
(5) Mail Receptacles
A locking mail receptacle for each residential unit shall be provided, consistent with the applicable standards for apartment housing mail receptacles in the United States Postal Service Domestic Mail Manual.
(6) Refuse Collection Areas
Refuse shall be stored in a trash collection area in conformance with the requirements for multiple residential housing, as described in Section 88.0215(b).
(b) Single Room Occupancy Units
- (1) Unit Size
A single room occupancy unit shall have a minimum size of 150 square feet and a maximum size of 400 square feet.
(2) Occupancy
A single room occupancy unit shall accommodate a maximum of two persons.
(3) Bathroom
A single room occupancy unit is not required to, but it may contain partial or full bathroom facilities. A partial bathroom facility shall have at least a toilet and sink; a full facility shall have a toilet, sink and bathtub, shower or bathtub/shower combination. If a full bathroom facility is not provided, common bathroom facilities shall be provided in accordance with the California Building Code for congregate residences with at least one full bathroom per floor.
(4) Kitchen
A single room occupancy unit is not required to, but it may contain partial or full kitchen facilities. A full kitchen includes a sink, a refrigerator and a stove, range top or oven. A partial kitchen is missing at least one of these appliances. If a full kitchen is not provided, common kitchen facilities shall be provided with at least one full kitchen per floor.
(5) Closet
Each single room occupancy unit shall have a separate closet.
(6) Code Compliance
Single room occupancy units shall comply with all requirements of the California Building Code.
(7) Accessibility
All single room occupancy units shall comply with all applicable accessibility and adaptability requirements. All common areas shall be fully accessible.
(8) Management
A single room occupancy facility with 10 or more units shall provide on-site management. A single room occupancy facility with less than ten (10) units shall provide a management office on-site. A management plan shall be submitted with the development application for a single room occupancy facility and shall be approved by the City. The management plan must address management and operation of the facility, rental procedures, the safety and security of residents, and building maintenance.
(9) Parking
Off street parking shall be provided consistent with Section 87.0630(d) of this Code. Secure bicycle parking shall also be provided.
(10) Tenancy
Tenancy of single room occupancy units shall be no less than 30 days.
(11) Existing Structures
An existing structure may be converted to a single room occupancy facility, consistent with the provisions of this chapter. (Added by Ord. 296 § 8, 2010)
