7.05.300. - Refuse containers.

If refuse containers are not provided by the Collector, the legal owner of each dwelling unit in non-mandatory pickup areas shall provide refuse containers. Said containers shall be water proof, rodent-proof, fly-tight, and durable, equipped with tightfitting lids and suitable handles for receiving and holding, without leakage or escape of odors, all refuse which is produced, created, or accumulated upon any premises within the County, both within and without Mandatory Pickup Areas. Each container shall have a capacity of at least 32 gallons.

7.05.310. - Removal of refuse.

All refuse created, produced or accumulated in or about dwelling houses situated anywhere in the unincorporated area of the County shall be disposed of or removed from the premises at least once a week. All refuse created, produced or accumulated on all other premises shall be disposed of or removed from such premises at least once each week, or more often if necessary.

7.05.320. - Burning.

(a) It shall be unlawful to burn refuse as described in Section 7.05.130, within the County except in those places where such burning has been licensed or permitted.

(b) Burning of refuse as described in Section 7.05.130, within the boundaries of any Federal, State or local fire control agency shall be subject to compliance with the laws, ordinances, rules or regulations in force within the jurisdiction of such fire control agency.

7.05.330.

  • Disposal of refuse on public or private property; permit; littering; vehicles scattering load.

(a) There shall be no disposal of refuse on private or public property within the County other than provided by this Chapter except by first obtaining a permit from the Yuba County Community Development and Services Agency's Environmental Health Department.

(b) An occupant of a farm or ranch may dispose of agricultural waste produced or created on his or her property, but may not allow any other person to use said property for the disposal of agricultural waste or refuse without first obtaining a permit from the Yuba County Community Development and Services Agency's Environmental Health Department. Nothing contained in this Subsection shall be construed to permit the accumulation or landfill disposal of agricultural waste creating excessive vectors or other adverse public health effects.

(c) No person shall throw or deposit, or cause to be thrown or deposited, any refuse, or allow any accumulation of same to remain, in or upon any public right-of-way, watercourse, or banks of watercourses, or upon any premises whatsoever except at an approved disposal site.

(d) All refuse hauled by any person over any road in the County shall be secured during the hauling thereof, so as to prevent leakage, spillage or blowing. No person shall allow refuse of any kind whatsoever to leak, spill, blow, or drop from any vehicle on any road.

7.05.340. - Hazardous materials.

Materials which are chemically hazardous or radioactive shall be collected or disposed of in compliance with State law.

7.05.350. - Vending operations.

The person having control of any hawker's vehicle, or other commercial vending operation, or exhibition or demonstration which has no fixed location, shall have the immediate responsibility for the proper disposal of single service utensils, packaging material, and other waste material resulting from the conduct of his or her operations, and shall not leave any particular location until he or she has collected and properly disposed of such materials.
