2.130.010. - Establishment.¶
The Board of Supervisors of the County of Yuba hereby finds, determines and declares that employment conditions and education conditions in Yuba County, the State of the jail facilities of Yuba County, the welfare of members of the families of persons confined in the County Jail by reason of conviction of a misdemeanor, non-payment of a fine, for contempt, or as a condition of probation of any criminal offense make feasible the operation of the Cobey Work Furlough Law (Penal Code § 1208).

2.130.020. - Administrator.¶
The Sheriff of the County of Yuba hereby is designated as the Work Furlough Administrator. The Administrator is hereby authorized to perform any and all acts and to make such rules and regulations as may be necessary and proper for the purpose of carrying the provisions of the Work Furlough Law into effect, subject to the order of the Court made at the time of sentencing or committing such person. The Sheriff, as Work Furlough Administrator, is hereby authorized to enter into intercounty work furlough agreements pursuant to Penal Code § 1208.5.

2.130.030. - Confinements.¶
Unless the Administrator directs otherwise, the Yuba County Jail is hereby designated as the facility for work furlough confinement whenever the prisoner is not employed or being educated and between the hours of periods of employment or education.

2.130.040. - Termination.¶
The Board of Supervisors reserves the right to terminate the operation of the Cobey Work Furlough Law either with respect to employment or education in the County of Yuba upon a finding by ordinance that, because of changed circumstances, the operation of the Cobey Work Furlough Law (Penal Code § 2308), either with respect to employment or education, is no longer feasible in Yuba County.

2.130.050. - Severability.¶
If any section, subsection, sentence, clause, phrase, provision or portion of this Chapter, or the application thereof to any person or circumstances, is for any reason held to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions or provisions of this Chapter or their applicability to distinguishable situations or circumstances. In enacting this Chapter, it is the desire of the Board of Supervisors to validly regulate to the full measure of its legal authority in the public interest, and to that end, the Board of Supervisors declares that it would have adopted this Chapter and each section, subsection, sentence, clause, phrase, provision, or portion thereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses, phrases or portions thereof might be declared invalid or unconstitutional in whole or in part, as applied to any particular situation or circumstances, and to this end the provisions of this Chapter are intended to be severable.
