13.76.010 - Noncommercial signs.

Noncommercial signs shall be allowed pursuant to this title. The city shall not have the right to review, approve or disapproved the contents or copy of any such signs. The permit procedures shall otherwise be the same as for commercial signs, except as otherwise provided in this title. Noncommercial signs are exempt from the provisions of Chapter 13.08, as provided hereafter.

a. A noncommercial sign is a sign as defined in this title, which excludes civic event signs. A noncommercial sign shall not exceed four square feet total for each lot in residential districts and twenty four square feet total for each lot in nonresidential districts. Such a sign shall be erected only with the permission of the property owner or tenant, and may not be erected or in place for more than sixty total days in a year. Signs in place for more than sixty days total in a year are deemed a public nuisance and subject to summary removal by the city pursuant to Title 9, Chapter 47.

b. No noncommercial signs are permitted on city property or in the city right-of-way. Noncommercial signs for political campaigns shall be installed and removed on the same terms and conditions as required by Business and Professions Code Section 5405.3, for political signs in the state right-of-way.
