§ 10.08.010. Police Chief enforcement authority.

It shall be the duty of the Police Chief to enforce the traffic regulations of this City and all of the state vehicle laws applicable to traffic in this City, to make arrests for traffic violations, to investigate traffic accidents and to cooperate with the City Traffic Engineer and other officials of the City in the administration of traffic laws and in developing ways and means to improve traffic conditions, and to carry out those duties specially imposed upon the Police Chief by this chapter, other provisions of this Code and other ordinances of this City.

§ 10.08.020. Police and Fire Department officials authority to direct traffic.

Officers of the Police Department and such officers as are assigned by the Police Chief are hereby authorized to direct all traffic by voice, hand, audible or other signal in conformance with traffic laws; except, that in the event of a fire or other emergency or to expedite traffic or to safeguard pedestrians, officers of the Police Department or members of the Fire Department may direct traffic as conditions may require, notwithstanding the provisions to the contrary contained in this chapter or the Vehicle Code of the state.

§ 10.08.030. Compliance with traffic direction authorities required.

No person shall fail or refuse to comply with or to perform any act forbidden by any lawful order, signal or direction of a traffic or law enforcement officer, a member of the Fire Department or a person authorized by an officer of the Police Department or by law.

§ 10.08.040. Interference with enforcement prohibited.

No person shall interfere with or obstruct in any way any law enforcement officer or other officer or employee of this City in their enforcement of the provisions of this chapter. The removal, obliteration or concealment of any chalk mark or other distinguishing mark used by any police officer or other employee of the City in connection with the enforcement of the parking regulations of this chapter shall, if done for the purpose of evading the provisions of this chapter, constitute such interference or obstruction.

§ 10.08.050. Unauthorized persons directing traffic prohibited.

No person, other than an officer of the Police Department or member of the Fire Department or a person authorized by an officer of the Police Department or other person authorized by law, shall direct or attempt to direct traffic by voice, hand or other signal; except, that persons may operate, when and as provided in this chapter, any mechanical pushbutton signal erected by order of the City Traffic Engineer.

§ 10.08.060. Police authority at large gatherings.

At places where large numbers of people and vehicles are to gather or have gathered, nothing in this chapter shall be construed to prevent any police officer from prohibiting any person from parking any vehicle upon or using any street or sidewalk, or from prohibiting any pedestrian from using any street or sidewalk, and such police officer shall have authority to direct the parking of vehicles in any reasonable manner, way or direction, and it is hereby declared to be unlawful for any person to fail to promptly obey the officer's order, signal or command, regardless of any other provision of this chapter.

§ 10.08.070. Office of City Traffic Engineer established—Powers and duties.

A. The office of the City Traffic Engineer is hereby established. The City Engineer shall be the City Traffic Engineer, and shall exercise the powers and duties provided in this chapter, other provisions of this Code and other ordinances of this City.

B. It shall be the general duty of the City Traffic Engineer to determine the necessity for installation, proper timing and maintenance of traffic-control devices and signals, to conduct engineering analyses of traffic accidents and to devise remedial measures, to conduct engineering and traffic investigations of traffic conditions and to cooperate with other City officials in the development of ways and means to improve traffic conditions, and to carry out additional powers and duties imposed by this Code and other ordinances of this City. Whenever, by the provisions of this chapter, a power is granted to the City Traffic Engineer or a duty imposed upon him, the power may be exercised or the duty performed by his or her deputy or by a person authorized in writing by him.

§ 10.08.080. Traffic Commission established—City Council authority.

There is hereby established an advisory Traffic Commission whose composition and term shall be established by resolution of the City Council.

The time and place of the meetings of the Traffic Commission shall be established by resolution of the City Council.

§ 10.08.110. Traffic accident studies to determine remedial measures.

Whenever the accidents at any particular location become numerous, the Police Chief shall cooperate with the City Traffic Engineer or other persons designated by the City Manager in conducting studies of such accidents and determining remedial measures.

§ 10.08.120. Traffic accident reports to be kept and filed.

The Police Chief shall maintain a suitable system of filing traffic accident reports. Accident reports or cards referring to them shall be filed alphabetically by location. The reports shall be available for the use and information of the City Traffic Engineer and the City Manager or his or her agent.

§ 10.08.130. Traffic safety reports to be given annually.

The Police Chief and the City Traffic Engineer shall annually prepare a traffic report which shall be submitted to the City Manager and City Council. The report shall contain information on traffic matters in this City as follows:

A. The number of traffic accidents, the number of persons killed, the number of persons injured, the principal causes of these accidents, areas of high frequency and other pertinent traffic accident data;

B. The number of traffic accidents investigated and other pertinent data on the safety activities of the Police Chief;

C. The plans and recommendations for future traffic safety activities.
