12-2-500 - Powers.

The Recreation Department of the Windsor Water District shall have all the powers common to Recreation Districts as set forth in the State Water Code, and the Board of Directors shall function as the Legislative Body, and shall have the power of eminent domain to purchase land, or any interest in land within the District boundaries or within the County of Sonoma for the purposes of providing recreational facilities and services. The Recreation Department may contract with either private parties or public agencies for service in accordance with the Government Code.

12-2-505 - Fees.

The District may charge a reasonable fee or fees as established by resolution, for the use of recreation land or facilities owned or controlled by the District.

12-2-510 - Lease.

The District may lease land currently owned by other public agencies, schools, private non-profit corporations, homeowners associations, or individuals, in use for recreational purposes, and enter into agreements with the owners thereof to operate same as public recreation facilities.

12-2.515 - Grants.

The District may receive and pursue donations, grants, grants in aid, or other funds for the purpose of purchasing, operating, and/or improving park and recreation facilities.

12-2-525 - Separate Fund.

The District shall establish a separate enterprise fund in its budget for all recreation activities, improvements and purchases hereunder.
