§ 10.37.010. Civil penalties.¶
The city council shall adopt and may amend from time to time, a resolution establishing a schedule of civil penalties for vehicle parking violations under this code and related late payment penalties, administrative fees and other related charges (which may include process service fees and fees and costs related to civil debt collection). The schedule of penalties shall also include the criminal justice facilities and court construction assessments due the County of Yuba pursuant to Government Code Title 8, Chapter 12 (commencing with Section 76000). A current copy of the resolution shall be maintained by the city clerk's office, the parking program hearing officer(s) and the Wheatland police department and shall be made available upon request to any member of the public.

§ 10.37.020. Payment procedures.¶
Civil penalties for vehicle parking violations shall be paid in person by cash, personal check or money order at Wheatland City Hall, or by deposit in the deposit box at City Hall, or by mail by personal check or money order utilizing the envelope provided with the notice of violation.

§ 10.37.030. Procedures to contest parking violations.¶
In accordance with Vehicle Code Division 17, Chapter 1, Article 3 (commencing with Section 40200), the city council shall adopt and may amend front time to time, a resolution adopting a manual for fair and impartial administrative review and procedures to contest city vehicle parking violations and civil penalties, including administrative review to be conducted by a city parking program hearing officer. The mayor shall appoint one or more persons to serve us city parking program hearing officer. Such officers shall serve at the pleasure of the mayor. The city council may by resolution provide for compensation of such officers; provided, however, that the compensation shall not be linked directly or indirectly to the amount of civil penalties collected by the hearing officer. If there is any inconsistency between the city's manual adopted by resolution and the Vehicle Code, the Vehicle Code shall govern.
