§ 10.08.010. Enforcement authority.¶
It is the duty of the police department to enforce the street traffic regulations of this city and all of the state vehicle laws applicable to street traffic in this city, to make arrests for traffic violations, to investigate traffic accidents and to cooperate with the city traffic engineer and other officers of the city in the administration of the traffic laws and in developing ways and means to improve traffic conditions, and to carry out those duties specially imposed upon said department by this chapter.

§ 10.08.020. Traffic and safety engineer.¶
A. The office of the city traffic and safety engineer is established. The chief of police shall serve as city traffic and safety engineer in addition to his or her other duties and he or she shall exercise the powers and duties with respect to traffic as provided in this chapter. Whenever the city traffic and safety engineer is required or authorized to place or maintain official traffic control devices or signals, he or she may cause such devices or signals to be placed or maintained.
B. Powers and Duties. It is the general duty of the city traffic and safety engineer to determine the installation and proper timing and maintenance of traffic-control devices and signals, to conduct engineering and investigation of traffic conditions, and to carry out the additional powers and duties imposed by ordinances of this city. Whenever, by the provisions of this chapter, a power is granted to the city traffic and safety engineer or a duty imposed upon him or her, the power may be exercised or the duty performed by his or her deputy traffic and safety engineer, before erecting, establishing, installing or removing any official traffic control device or sign must recommend such action to, and obtain the approval of, the city council.

§ 10.08.030. Traffic accident studies and reports.¶
A. Whenever, in the opinion of the traffic safety engineer, accidents at any particular location become numerous, he or she shall conduct studies of such accidents and determine remedial measures.
B. The police department shall maintain a suitable system of filing traffic accident reports. Accident reports or cards referring to them shall be filed by month, year, and accident report number. Such reports shall be available for the use and information of the city.

§ 10.08.040. Traffic safety reports.¶
The department shall annually prepare a traffic report which shall be filed with the city council. Such report shall contain information on traffic matters in this city as follows:
A. The number and location of traffic accidents, the number of persons killed, the number injured, and other pertinent traffic accident data;
B. The number of traffic accidents investigated and other pertinent data on the safety activities of the police;
C. The plans and recommendations of the department for future traffic safety activities.

§ 10.08.050. School crossing guards.¶
The city traffic and safety engineer shall determine and designate all locations where school crossing guards should be assigned or removed. All such determinations shall be based upon traffic engineering principles, studies and investigations. School crossing guards shall be appointed and administered by the chief of police in conformance with the Vehicle Code.

§ 10.08.060. Traffic and safety commission.¶
A. There is established an advisory traffic and safety commission to serve without compensation, consisting of the city traffic engineer, the city attorney, and such number of other city officers and representatives of unofficial bodies or of individuals as may be determined by the mayor, one of which may be a member of the city council. The chairperson of the commission shall be appointed by the mayor and may be removed by said person at any time.
B. Duties. It shall be the duty of the traffic and safety commission to suggest the most practicable means for coordinating the activities of all agencies of this city having authority with respect to the administration or enforcement of traffic regulations; to recommend to the city traffic and safety engineer and other city officials ways and means for improving traffic conditions and the administration and enforcement of traffic regulations.
