14.04.700 - Purpose.¶
This article protects the city's potable water supply by prohibiting unreasonable or wasteful water use.

14.04.710 - Prohibited wasteful uses of water.¶
The following uses of water are prohibited at all times:
A. Excessive runoff or overspray onto sidewalks, driveways, streets, alleys, gutters, or adjacent property.
B. Irrigation beyond the point of saturation or causing ponding.
C. Irrigation during rainfall measuring one quarter inches or more or within twenty-four hours following such rainfall.
D. Failure to repair leaks, breaks, or malfunctions resulting in water loss within five calendar days of discovery or notification thereof, unless an alternative arrangement or timeline has been approved by the city.
E. Operating decorative fountains or ponds that do not use recirculation.
F. Using a hose without a shutoff nozzle.
G. Draining and refilling pools or water features more frequently than necessary for health, safety, or structural purposes.
H. Use of potable water for dust control unless authorized by the city in advance.
I. Operating irrigation systems with broken heads, misting nozzles, geysers, or line breaks.
J. Using potable water for washing hardscape except for health, sanitation, or fire protection.
K. Irrigation between 10:00 a.m. and 8:00 p.m. during declared drought stages II, III, or IV, except drip irrigation or hand-watering with shutoff nozzle.

14.04.720 - Enforcement.¶
Violations of this article shall be subject to administrative enforcement under Title 19 of this code in addition to any other enforcement remedies available under law and this code. Any violation of any provision of this article shall constitute a public nuisance which may be abated and/or enjoined pursuant to law and this code.
