14.04.500 - Purpose.¶
This article protects the city's potable water supply from contamination.

14.04.510 - Backflow prevention devices required.¶
A. Premises with potential cross-connections shall install approved backflow prevention assemblies compliant with standards developed and approved by the American Water Works Association (AWWA), the California Safe Drinking Water Act (Health & Safety Code, § 116270, et seq.), and the Cross-Connection Control Policy Handbook (CCPH) adopted by the State Water Resources Control Board.
B. If, in the judgment of the city, an approved backflow prevention device is required at any premises, the city shall give written notice to the owner of said premises of the requirement to either install such device or abandon or otherwise permanently disable the auxiliary water supply of water that is not received from the city's system.
C. Prior to the installation of any cross-connection control devices, the owner shall submit to the cross-connection control coordinator or utilities director for approval a statement containing the make and model of the device and the location and method of installation of such device.

14.04.520 - Inspection and testing.¶
A. Backflow prevention devices shall be tested at least annually and immediately after installation, relocation or repair by certified testers. Test results shall be provided to the city within fourteen calendar days of completion.
B. Backflow prevention devices shall be subject to occasional inspection and testing by the city.

14.04.530 - Failure to maintain or test.¶
Failure by the owner to install a backflow prevention device when required by the city; adequately maintain a backflow prevention device in operable condition; repair any defect found in an installed backflow prevention device; inspect and test a backflow prevention device, and submit a copy of test results to the city as required; or allow for inspections as required by the city shall be cause for disconnection of water service in accordance with this chapter, in addition to any and all other enforcement remedies available to the city.
