14.04.010 - Purpose.¶
The purpose of this chapter is to provide for the furnishing of potable water by the city; to establish the terms and conditions under which such service shall be provided; to define the respective responsibilities of the city and the customer; to ensure the protection, preservation, and efficient use of the city's water supply; to regulate the installation, maintenance, and use of service connections; to provide a means for equitable billing and the collection of charges; to prohibit water waste; and to establish conservation requirements and water shortage response measures necessary to safeguard the public health, safety, and welfare.

14.04.020 - Authority.¶
This chapter is adopted pursuant to the city's police power under Article XI, Section 7 of the California Constitution; Government Code Section 38742; Water Code Section 350; and the Water Shutoff Protection Act codified at Health and Safety Code Sections 116900—116926.

14.04.030 - Control and operation.¶
The municipal water system is under the exclusive control of the city. The city council delegates to the city manager and the public works director (or their designees) the authority to administer, enforce, interpret, and implement this chapter, including the authority to develop administrative regulations and forms consistent with its provisions.

14.04.040 - Definitions.¶
For this chapter, the following words and phrases shall have the meanings set forth below, unless the context clearly indicates otherwise:
"City" means the city of Weed, including its officers, employees, and authorized agents.
"Customer" means any person, firm, corporation, association, public agency, or other entity receiving or responsible for water service to any premises.
"Premises" means any property, lot, parcel, building, dwelling unit, commercial unit, or portion thereof to which water service is supplied.
"Service connection" means the pipeline and appurtenant fittings connecting a customer's piping to the city's water system facilities extending from the city water main to and including the water meter and meter box.
"Meter" means the measuring device installed by the city for the purpose of recording the volume of water delivered to the premises.
"Non-residential customer" means all customers other than those receiving water for primarily domestic residential occupancy.
"Residential water service discontinuation policy" means the policy adopted by city council resolution in compliance with the Water Shutoff Protection Act, as amended from time to time.
"Drought stage" means a level of water supply shortage declared pursuant to article VIII of this chapter.
"Cross-connection" means any actual or potential connection or structural arrangement between a public water system, including a piping system connected to the public water system and located on the premises of a water user or available to the water user, and any source or distribution system containing liquid, gas, or other substances not from an approved water supply.
