2.20.010 Created--Membership--Terms--Appointment--Compensation.¶
A. There is hereby created a planning commission for the city of Wasco, county of Kern, state of California. The commission shall consist of five members, none of whom shall be officials or employees of the city. There are presently five members serving on the commission. The terms of two of the members expire in 2010, the term of one member expires in 2011, and the terms of the other two members shall expire in 2012. The foregoing terms shall constitute the terms of the members of the commission henceforth and their successors shall be appointed for terms of four years. If a vacancy occurs otherwise than by expiration of term, it shall be filled by appointment for the unexpired portion of the term.
B. The members of the commission shall be appointed by the mayor with the approval of the majority of the city council.
C. The members of the commission shall serve as such without compensation. (Ord. 604 §1, 2010; Ord. 139 §1, 1968; Ord. 36 §1, 1948).
2.20.020 Chairman--Appointment--Term.¶
The members of the commission shall elect a chairman from among the members who are not officials or employees of the city. Such chairman shall serve for a term of one year, and upon expiration of one year thereafter, a successor and successors shall be appointed for like periods of one year from among the members of the commission who are not officials or employees of the city. The commission may appoint such other officers from among its members as it may determine in accordance with the existing law. (Ord. 36 §2, 1948).
2.20.030 Meetings--Rule adoption--Recordkeeping--Expenditures.¶
The commission shall hold at least one regular meeting each month. It shall adopt rules for the transaction of business and establish and maintain a written record of its resolutions, transactions, findings and determinations, which record shall be open to public inspection. The commission may appoint officers and employees and contract for services, subject to the provisions of law, providing that all expenditures authorized and made by the commission, exclusive of gifts, shall be within the amount appropriated for the purpose by the city council. (Ord. 36 §2, 1948).
2.20.040 Powers and duties generally.¶
The commission shall have such powers, functions and duties as are provided by law. (Ord. 78-240 §1, 1978; Ord. 36 §3, 1948).
2.20.050 Members--Qualifications--Resignation--Vacancy filling.¶
All commission members shall be United States citizens, of the age of majority, and residents of the city, and shall continue to remain so during the term of office. Any member who absents himself from the regular meetings of the commission for three consecutive months without first securing a leave of absence from the city council, shall automatically be deemed to have voluntarily resigned from the commission, and the remaining term shall be filled by appointment. (Ord. 253 §l, 1978; Ord. 36 §1.5, 1948).
2.20.060 Removal from office.¶
For inefficiency, neglect of duty, or misconduct in office, a commissioner may be removed by the city council. A commissioner removed for inefficiency, neglect of duty or misconduct of office shall be removed only after he has been given a copy of the charges at least ten days prior to the hearing on them, and has had an opportunity to be heard in person or by counsel. If a commissioner is removed, a record of the proceedings and charges and findings on them shall be filed in the office of the city clerk. (Ord. 253 §l, 1978; Ord. 36 §1.8, 1948).
