Sec. 6-3.1. - Dumping Prohibited.¶
It shall be and is hereby declared unlawful for any person, firm, copartnership, or corporation to dump, place, or deposit any trash, refuse, or rubble of any kind whatsoever upon any private or public property in the City.

Sec. 6-3.2. - Refuse and Waste; Accumulation Prohibited.¶
Refuse and waste matter as hereinafter defined, which by reason of its location and character is unsightly and interferes with the reasonable enjoyment of property by neighbors, detrimentally affects property values in the surrounding neighborhood or community, or which would materially hamper or interfere with the prevention or suppression of fire upon the premises is hereby declared a public nuisance.

Sec. 6-3.3. - Refuse and Waste Defined.¶
"Refuse" and "waste matter" for the purpose of this section shall mean unused or discarded matter and material having no substantial market value, and which consists of such matter and material as: rubbish, refuse, debris, and matter of any kind including but not limited to rubble, asphalt, concrete, plaster tile, rocks, containers, boxes, machinery or parts thereof, scrap metal and other pieces of metal, ferrous or non-ferrous, furniture or parts thereof, inoperative vehicles, vehicle bodies and/or parts thereof, abandoned, discarded or unused objects of equipments, including furniture, stoves, refrigerators, freezers, cans or containers, trimmings from plants, lawns or trees, cans, bottles and barrels.

Sec. 6-3.4. - Violations; Penalty.¶
Each separate act of dumping, placing, or depositing such trash, refuse, rubble, or other public nuisance, contrary to the provisions of this section shall constitute and be considered as a separate offense and violation hereof. Any person, firm, copartnership, or corporation violating any of the provisions of this section shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be liable to the penalty stated in Chapter I, Article 1-5.
