6.150.120 Application for permit.¶
A. Applications for operator permits will be in a form prescribed by the police chief and will contain all of the following information:
The name, mailing address, and daytime and evening telephone numbers of the person filing the application. If the applicant is an artificial person, the police chief may require written documentation of the authority under which the applicant is applying for the taxicab permit on behalf of the organization;
The make, type, motor number and license number of each taxicab the applicant proposes to operate;
Photographs of all persons, including the applicant if a natural person, directly or indirectly interested in the taxicab permit;
The location of the proposed operator’s business from which taxicabs are to be operated;
Whether or not any taxicab permit was ever revoked, whether under the applicant’s current or previous name, or by any company, corporation, or any other business entity in which the applicant had an ownership or management interest, and, if so, the circumstances of such revocation;
The number of vehicles to be operated;
A proposed schedule of the rate or rates to be charged; and
The color scheme or characteristic insignia to be used to designate the vehicles of the operator. (Ord. No. 2000-12, § 3, 5-9-00)
6.150.130 Application review.¶
A. Applications will be filed with the police chief.
B. The police chief will review and investigate the application, as specified by this chapter, and, unless otherwise provided in this chapter, will issue a taxicab permit based upon such review and investigation. (Ord. No. 2000-12, § 3, 5-9-00)
6.150.140 Issuance.¶
A. The police chief will issue a permit if:
The application was complete in accordance with this chapter;
There are no grounds for denying the permit;
The applicant provides proof of insurance as required by this chapter; and
The applicant accepts the taxicab permit in writing.
B. Use of any taxicab permit issued pursuant to this chapter will conform to the general permit conditions of this chapter. (Ord. No. 2000-12, § 3, 5-9-00)
6.150.150 Term.¶
A taxicab operator permit will have a term of three years. An operator may renew the taxicab permit by following the procedures set forth in this chapter. (Ord. No. 2000-12, § 3, 5-9-00)
6.150.160 Permit denial.¶
A. A permit must be denied if the police chief finds:
That the applicant was convicted of a felony or any criminal law involving moral turpitude;
That the applicant’s proposed color scheme or other insignia will tend to confuse the identification of the vehicles owned by such applicant with those of another owner already operating within the city; or
Information submitted by the applicant is materially false.
B. A permit may be denied if the police chief, in consultation with the city manager, or designee, determines that there is insufficient public need or demand for the operation of the taxicabs for which a permit is requested. (Ord. No. 2000-12, § 3, 5-9-00)
6.150.170 Revocation.¶
The police chief may revoke or suspend any operator permit for:
A. Violating any provision of this chapter;
B. Failing to pay any judgment for damages resulting from unlawful or negligent operation of any taxicab. (Ord. No. 2000-12, § 3, 5-9-00)
6.150.180 Additional vehicles.¶
Any operator who wishes to add taxicabs to the operator’s permit will do so only upon obtaining the police chief’s permission, which will be granted only upon application made in the same manner and under the same proceedings as are required in this chapter for obtaining the original permit. 6.150.190 Substitute vehicles.¶
Any operator who wishes to substitute a different vehicle for the vehicle operating under a taxicab permit will do so only upon obtaining the police chief’s permission, which will be granted only upon the written application setting forth the particulars of such proposed substitution and upon otherwise complying with the requirements of this chapter.
