7.91.010 - Legislative findings and determination.¶
The city council finds. and determines that:
A. There exists a practice of loitering and remaining on the parking lots or facilities of businesses in the community for reasons unrelated to the transaction of lawful business; and
B. The presence of loiterers deters bona fide customers from patronizing the nearby shops and restaurants and thereby interferes with the economic vitality of the city; and
C. The conditions described in subsections A and B are adverse to the public peace, morals and good order, and it is in the best interest and convenience of the city to prohibit trespassing and loitering on private parking lots or facilities.

7.91.020 - Loitering prohibited.¶
No person may delay, linger or idle about any public parking lot or facility of any business premises, or on any privately owned or leased parking lot thereof without lawful business for being present.

7.91.030 - Trespassing prohibited.¶
No person may remain on or reenter or come upon any public parking lot or facility of any business premises, or any privately owned or leased parking lot thereof after being asked to leave by a peace officer, private security officer or other person having charge of the parking facility if it appears that the person remaining, reentering or coming upon the parking facility does not have lawful business for being there.
