§ 2.21.010. Purpose.¶
It is the purpose of the City Council to create in the City a City Park and Recreation Commission to consider the recreation needs of the City in order that they may make recommendations concerning recreation needs to the City Council. The Park and Recreation Commission created in this chapter shall consider recreation in its broadest form. The Park and Recreation Commission shall consider recreation programs which meet not only the physical needs of residents of the City through sports programs and other means, but shall consider the intellectual needs of residents of the City which are proper to the use of increased leisure time. It is the purpose of the City Council by the creation of this Park and Recreation Commission to create a recreation program which will promote physical fitness and stimulate interest in the fine arts, namely: literature, music, dance, drama, painting and sculpture.
The City Council intends, by the creation of this Park and Recreation Commission, to seek the advice and assistance of the most capable and interested citizens in order to adopt a recreation program which will consider the needs of man as an intellectual as well as a physical being in order to adopt the broadest possible recreation program to promote the general welfare and aid the residents of the City in the pursuit of happiness.

§ 2.21.020. Creation—Membership.¶
There is created in the City a City Park and Recreation Commission to consist of five members plus up to three alternates which shall be designated as the Park and Recreation Commission of the City.

§ 2.21.030. Term of office—Filling vacancies—Chairperson.¶
The term of office of the members of the Park and Recreation Commission shall be four years. The term of office for the five current members shall expire consistent with the terms of office at the time of appointment. In the event of a vacancy or term expiration of a Commissioner or alternate, the Mayor, with the approval of the City Council, shall appoint successors to fill any vacancies for a term of four years or the unexpired portion thereof. Each Park and Recreation Commissioner or alternate so appointed shall serve until his/her successor is duly appointed and qualified. Annually, during the month of August, or as soon thereafter as the Park and Recreation Commission holds a regular meeting, the Park and Recreation Commission shall elect from among its members a Chairperson and a Vice-Chairperson to serve for one year.

§ 2.21.040. Officers.¶
On annual organization, the Park and Recreation Commission shall elect a Chairperson and a Vice-Chairperson to serve at the pleasure of the Park and Recreation Commission. A Secretary shall be designated for the recording of the minutes of the Park and Recreation Commission and to keep a record of its resolutions, proceedings and transactions. The Secretary shall be the Community and Recreation Services Director or his/her appointee and shall not be a member of the Commission entitled to vote.

§ 2.21.050. Meetings.¶
The Park and Recreation Commission shall fix the time and place of regular and special meetings of the Park and Recreation Commission, which shall occur at least once each month. All meetings of the Park and Recreation Commission shall be open to the public.

§ 2.21.060. Duties.¶
Duties of the Park and Recreation Commission shall be as follows:
A. To act in an advisory capacity to the City Council and the Community and Recreation Services Director in all matters pertaining to parks, public recreation, cultural events and historical activities, and to cooperate with other governmental agencies and civic groups in the advancement of sound recreation and park planning and programming;
B. To review and recommend policies governing recreation services for approval by the City Council;
C. To stimulate public interest in and inform the community of the total recreation program needs and activities.
