3.20.010 - Licenses required.¶
It shall be unlawful for any person to operate or use a bicycle, as defined in Section 39000 of the Vehicle Code of the State, propelled wholly or in part by muscular power, upon any of the streets, alleys, or public highways of the City without first obtaining a license therefor from the City as provided in this article.

3.20.020 - Licenses—Written applications.¶
The City is hereby authorized and directed to issue, upon written applications, as defined in Section 39001 of the Vehicle Code of the State, bicycle licenses and renewal stickers which shall be effective until the date of expiration as identified upon the renewal sticker. Such licenses, when issued, shall entitle the licensee to operate such bicycle for which such license has been issued upon all of the public streets, alleys, and public highways, exclusive of the sidewalks thereof, in the City.

3.20.030 - License indicia, registration cards, and renewal stickers.¶
The City shall provide State indicia, together with registration cards and renewal stickers, such indicia and registration cards having numbers stamped thereon in numerical order.
(a) Such indicia shall be suitable for attachment upon the frames of bicycles, and it shall be the duty of the City to attach one such indicia to the frame of each bicycle and to issue a corresponding registration card to the licensee upon the payment of the fees set forth in Section 3.20.060 of this article.
(b) It shall be unlawful for any person to tamper with, destroy, mutilate, or alter any license indicia or registration card or to remove, alter, or mutilate the serial numbers or identifying numbers of the Licensing Department on any bicycle frame licensed under the provisions of this article.
(c) Renewal stickers shall be required and shall be renewed on January 1 of the third year following the year of registration. Renewal stickers shall be affixed by a supplementary adhesive device parallel to and above or below the indicia, with the expiration date shown.

3.20.040 - Retail sales—Information required.¶
(a) Each bicycle retailer and each bicycle dealer shall supply to each purchaser a preregistration form provided by the City and shall include, on the sales check or receipt given to the purchaser, a record of the following information: the name of the retailer, the address of the retailer, the year and make of the bicycle, the serial number of the bicycle if delivered to the purchaser in an assembled state, a general description of the bicycle, the name of the purchaser, and the address of the purchaser. A copy of the preregistration form shall be filled out and forwarded by the purchaser to the appropriate licensing agency within ten (10) days after the date of the sale.
(b) For the purposes of this section, "bicycle dealer" shall mean any person who sells, gives away, or takes in trade for the purpose of resale more than five (5) bicycles in any one calendar year, whether or not such bicycles are owned by such person. "Bicycle dealer" also shall include the agents or employees of such person.

3.20.050 - Sales and transfers—Method of reporting.¶
It shall be the duty of every person who sells or transfers the ownership of any bicycle to report such sale or transfer by returning to the City the registration card issued to such person or the license thereof, together with the name and the address of the person to whom such bicycle was sold or transferred. Such report shall be made within ten (10) days after the date of such sale or transfer. It shall be the duty of the purchaser or the transferee of such bicycle to apply for a transfer of the registration thereof within ten (10) days after such sale or transfer.

3.20.060 - License fees.¶
License fees are hereby established for the purpose of issuing bicycle licenses and registration certificates, the transfer of registration certificates, the replacement of bicycle licenses and/or registration certificates, and the renewal stickers as required by the Vehicle Code of the State for the registration and licensing of bicycles. Revenues collected pursuant to this section from license fees shall be retained by the City and shall be used for the support of such bicycle licensing provisions as set forth in this section, for the enforcement of bicycle violations, and for bicycle education and safety. In addition, fees collected may be used to improve bicycle safety programs and establish bicycle facilities, including bicycle paths and lanes, within the City.
The fees required to be paid under this article shall be in the amounts established by resolution of the City Council, for the following items, as follows:
(a) For each new bicycle license and registration certificate.
(b) For each transfer of a registration certificate.
(c) For each replacement of a bicycle license or registration certificate.
(d) For each bicycle license renewal. Any fraction thereof shall be considered a full year.

3.20.070 - Renewal of registrations—Fees.¶
A renewal sticker shall be in the amount established by resolution of the City Council and shall be renewed every three (3) years under Section 3.20.060 of this article.

3.20.080 - Violations—Fines.¶
No fine levied for a violation of the provisions of this article shall exceed Five and no/100ths ($5.00) Dollars.

3.20.090 - Application of State laws.¶
It is not the intent of this article to supersede any of the requirements established in Division 16.7 of the Vehicle Code of the State.
