9.02.010 - Reference to chapter. ¶
This chapter 9.02 of the Tracy Municipal Code may be referred to as the "City Administrative Code," and is adopted pursuant to Government Code section 50022.2. For purpose of clarity, the term "Code," when used alone, shall refer to the Tracy Municipal Code.

9.02.020 - Purpose of chapter. ¶
The purpose of this chapter is to provide procedures for administration of the Building Regulations set forth in title 9 of this Code.

9.02.030 - Adoption by reference of the Uniform Administrative Code. ¶
The City hereby adopts by reference the code entitled "1997 Uniform Administrative Code," including all tables attached thereto, published by the International Conference of Building Officials (hereinafter "Uniform Administrative Code"), as amended by this chapter. The Uniform Administrative Code is on file with the City Clerk, and is available for inspection and copying in accordance with Government Code section 50022.6.

9.02.040 - Penalty provisions. ¶
Uniform Administrative Code section 205, Violations, is amended by deleting the existing text, and replacing it with the following:
(a)
It shall be unlawful for a person, firm, or corporation to erect, construct, enlarge, alter, repair, move, improve, remove, convert, or demolish, equip, use, occupy, or maintain any building, structure, building service equipment, or cause or permit the same to be done in violation of any provisions of the Building Regulations set forth in title 9 of this Code.
(b)
It shall be unlawful for a person to use any land, building, or premises for any purpose or manner without a valid permit or approval for the use where a permit or approval is required pursuant to any provision of the Building Regulations set forth in title 9 of this Code.
(c)
No application for any use permit, zone change, building permit, or other entitlement shall be accepted as complete by the City, unless the parcels for which the application is made are in compliance with the provisions of the Building Regulations set forth in title 9 of this Code.
(d)
A person who violates any provision of the Building Regulations set forth in title 9 of this Code, or who fails to comply with a requirement of this Code, is guilty of an infraction, subject to the penalty provisions set forth in chapter 1.04 of this Code.

9.02.050 - Board of Appeals. ¶
Uniform Administrative Code section 204, Board of Appeals, is amended by deleting the existing text of subsection 204.1, and replacing it with the text set forth in chapter 9.44 of this Code.

9.02.060 - Fee refunds. ¶
Uniform Administrative Code section 304.6, Fee Refunds, is hereby amended by adding the following text to the end of the section:
(a)
Except for the refunding of fees paid in error, no refund of fees paid pursuant to title 9 of this Code shall be made if the fee is twenty dollars ($20.00) or less.
