Sec. 8-5.01. Adoption of International Property Maintenance Code.¶
That certain Code designated as the 2024 Edition of the International Property Maintenance Code, including Appendix A, published by the International Code Council, at least one copy of which is on file in the office of the Building Official for public record and inspection, is hereby adopted by reference and made a part of this chapter as though set forth in this chapter in full, subject however, to amendments, additions and deletions. Said Code shall be known as the Property Maintenance Code 2024 Edition for the City.

Sec. 8-5.02. Deletions.¶
The following sections are deleted from the International Property Maintenance Code:
Section 102.8, 107, 302, 303.2, 308, 309.3, 309.4, 309.5. Refer to Section 102.3 for referenced codes.

Sec. 8-5.03. Applicability of Other Codes.¶
Section 101.2 of the 2024 International Property Maintenance Code is amended to read as follows:
101.2 Scope.
The provisions of this code and Title 8, Chapter 4, the City of Thousand Oaks Code Administration shall apply to all existing residential and nonresidential structures and all existing premises and constitute minimum requirements and standards for premises, structures, equipment and facilities for light, ventilation, space, heating sanitation, protection from the elements, a reasonable level of sanitary maintenance the responsibility of owner, an owner’s authorized agent, operator and occupants; the occupancy of existing structures and premises, and for administration, enforcement and penalties.
Section 102.3 of the 2024 International Property Maintenance Code is amended to read as follows:
102.3 Application of other codes.
Repairs, additions or alterations to a structure, or changes of occupancy, shall be done in accordance with the procedures and provisions of the California Building Code, California Residential Code, California Fire Code, California Existing Building Code, California Energy Code, California Plumbing Code, California Electrical Code, California Mechanical, California Green Building Code and any adopted local amendments.
When the International Codes are referenced with this code in the City of Thousand Oaks shall mean the current California Codes and all local amendments. When standards are referenced within this Code in the City of Thousand Oaks, the reference shall mean the most current California Referenced Standards.

Sec. 8-5.04. Amendments.¶
Section 304.14 is amended to read as follows:
304.14 Insect screens.
Every door, window and other outside opening required for ventilation of habitable rooms, food preparation areas, food service areas or any areas where products to be included or utilized in food for human consumption are processed, manufactured, packaged or stored shall be supplied with approved tightly fitting screens of 16 mesh per inch (16 mesh per 25 mm) minimum, and every screen door used for insect control shall have a self-closing device in good working condition.
Section 309.2 of the 2024 International Property Maintenance Code is amended to read in full as follows:
309.2 Owner.
The owner of any structure shall be responsible for pest elimination within the structure.

Sec. 8-5.05. Amendments: Heating Facilities.¶
Section 602.3 is amended to delete exceptions and read as follows:
602.3 Heating supply.
Every owner and operator of any building who rents, leases or lets one or more dwelling units or sleeping units on terms, either expressed or implied, shall supply heat to maintain a minimum temperature of 68 (F) degrees (20C) in all habitable rooms, bathrooms and toilet rooms.
