§ 2.40.010. Commission established.¶
There shall be established within the city a planning commission. For purposes of state planning law, the planning commission shall serve as the planning agency, unless another official or body is specifically designated to perform that function or make a particular decision as provided by ordinance of the city. Division of land use decisionmaking authority shall be as set forth in Ordinance No. 92-14. The city council may establish by ordinance and resolution such other commissions as it deems necessary.

§ 2.40.020. Number of members.¶
Unless otherwise specifically provided, each commission shall consist of five members. (Ord. 90-02 § 1 (2.06.010))
§ 2.40.030. Qualifications.¶
Unless otherwise specifically provided by law, or by ordinance or resolution of the city council, all members of commissions of the city shall, at all times during their incumbencies, be residents of the city. No member of any commission shall be a city employee, nor shall any person be a member of more than one commission at any one time.

§ 2.40.040. Applications.¶
The city clerk shall maintain all applications submitted to the city for commission positions for a period of two years. (Ord. 90-02 § 1 (2.06.040))
§ 2.40.050. Members—Appointment and removal.¶
Members of each commission shall be appointed by the city council. Each council member shall nominate one member of the commission. The slate of nominations shall require confirmation by a majority vote of the entire city council. The council may, by resolution, adopt procedures for council consideration of candidates for each commission. A majority of the council may remove an appointee for good cause. The chairperson and vice-chairperson of each commission shall be selected by a majority of the membership of that commission.

§ 2.40.060. Term.¶
The term of each commission member shall be set forth by resolution. Commission members are not subject to term limits and may be reappointed at the nomination of an individual council member pursuant to resolution.

§ 2.40.070. Vacancies.¶
If vacancies in any commission occur, other than by expiration of term, such vacancies shall be filled by appointment for the unexpired portion of the term. (Ord. 90-02 § 1 (2.06.070))
§ 2.40.080. Meetings/quorum.¶
The city council shall establish meeting schedules for each commission by resolution. A quorum of three shall be required for the transaction of any business. (Ord. 90-02 § 1 (2.40.080))
§ 2.40.090. Absence from meetings.¶
Should any commission member be absent from any three consecutive meetings of the commission, without excuse acceptable to the city council, that member shall vacate his or her seat on the commission. The vacancy shall be filled in the same manner as any other vacancy. (Ord. 90-02 § 1 (2.06.090))
§ 2.40.100. Compensation.¶
City commissioners shall receive a monthly compensation or stipend of $150 per meeting attended.
